1988-068CITY OF SOUTHLAKE, TEXAS RESOLUTION 88-68 A RESOLUTION EXPRESSING NON-SUPPORT TO THE LOCATION OF THE NORTH TARRANT COUNTY FREEWAY WITHIN THE CITY OF SOUTHLAKE, TEXAS. WHEREAS, as a part of their long range transportation plan entitled "Mobility 200011, the North Central Council of Governments has previously identified the need for a freeway facility through the Northeast Tarrant County area; and, WHEREAS,,the State Department of Highways and Public Transporta- tion has conducted a series of traffic model studies and has established the need for such a highway between Interstate Highway 35W at its point of connection with U.S. 287/81 N on the west and S.H. 121 on the east, passing generally through the Northeast Tarrant County area and described as the "North Tarrant County Freeway"; and, WHEREAS, CONST and the City of Fort Worth have engaged Dannebaum Engineering Corporation to evaluate various alternative routes for the North Tarrant County Freeway and to recommend the most favorable alternative to the Highway Department; and, WHEREAS, Dannebaum Engineering Corporation has conducted lengthy investigations and numerous public hearings at the various cities be affected by the alternative routes considered; and, HEREAS, the City of Southlake, City Council, desires to establish and maintain a spirit of cooperation and assistance in working with the Highway Department, CONST, the City of Fort Worth and other neighboring communities in providing for the traffic needs in the North Tarrant County area but is convinced that the freeway needs can best be served by the selection of routes for the North Tarrant County Freeway which do not pass through the boundaries of the City of Southlake; now, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. That the City Council hereby formally expresses its opposition to the location of any freeway or thoroughfare meet- ing the need of the proposed North Tarrant County Freeway within the City Limits of the City of Southlake. Section 2. That the City Council hereby expresses its desire to cooperate with the Highway Department and neighboring communities in meeting the transportation needs of North Tarrant County; however, the City Council respectfully requests that CONST, the City of Fort Worth and the Highway Department recognize and honor the City of Southlake's opposition to the location of the North Tarrant County Freeway within the boundaries of the City of Southlake by selecting the preferred route which bypassed the City limits of the City of Southlake. That -the City Council hereby expresses its appreciation and support to CONET and the City of Fort Worth for their efforts in sponsoring and conducting a complete and professional feasibility study to identify alternate routes for the North Tarrant County Freeway and for recommending alignments which are in compliance with the desires expressed by the City Council of the City of Southlake.
