RESOLUTION NO. 88-43
WHEREAS, the City Council of the City of Southlake,
Texas, deems it to be in the best interest of its citizens to
keep city streets in the best possible condition; and,
WHEREAS, the City of Keller caused certain damage to
occur to Pearson Road between Southlake Blvd. and Florence Road;.
and,
WHEREAS, the City of Keller has offered to repair the
road; and,
WHEREAS, the City of Keller is going to apply 3" of
HMAC overlay over a newly stablized and limed base north of
Florence Road; and,
WHEREAS, the City of Keller is willing to participate
in funding the repair of Pearson Road between Florence Road and
Southlake Blvd. (FM 1709) by contributing costs between double
penetration sealing of Pearson Road and overlaying it with 3"
of HMAC; and,
WHEREAS, City of Keller is willing to accept a partial
payment of $5,000. at the time work is' accomplished and the re-
mainder of payment in the amount of $25,000, the 1st of February,
1989; now,
THEREFORE, BE IT RESOLVED BY THE CITY.COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
The City Manager is authorized to enter into an agreement with
City of Keller and Tarrant County to accomplish the overlay of
Pearson Road between Southlake Blvd. (FM 1709) and Florence Road
with 3" of HMAC on top of stablized and limed base. Payment to
be a total of $30,000., with $5,000 paid upon completion of work
and remaining $25,000 to be paid on or about February 1,1989.

At a special meeting of the Keller City Council on May 10th, the
Council agreed to the plan for sharing the cost of reconstructing
Pearson Lane. Essentially, this plan will allow Pearson Lane to be
reconstructed by Tarrant County, using hot mix asphalt from FM 1709
north to Spanish Trail, through both of our cities. Initially, Keller
will reimburse Tarrant County for the cost of the materials. Southlake
will reimburse Keller $5,000.00 when the work is completed, $10,000.00
on January 1, 1989 and $15,000.00 on July 1, 1989.
The cost to Southlake of $30,000.00 will be approximately 50% of
the cost of the materials needed to rebuild the 5,300 feet of Pearson
Lane within Southlake. The other 50% of the cost to rebuild Southlake's
portion of Pearson Lane will be borne by the City of Keller's Utility
Fund, due to damage to the roadway while constructing Keller's new
transmission main.
I believe that both cities will need to approve an interlocal
agreement for Tarrant County to perform the work. Tarrant County must
get immediate approval to proceed for them to fit this project into
an already crowded work schedule.
