19-016RESOLUTION NO. 19-016 A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS, ESTABLISHING MAYOR'S ALLIANCE FOR UNITY AND CULTURE FOR THE CITY OF SOUTHLAKE; PROVIDING FOR APPOINTMENTS TO THE MAYOR'S ALLIANCE FOR UNITY AND CULTURE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Southlake's mission is to provide the highest quality of life for our residents, businesses, and visitors; and, WHEREAS, the City Council of Southlake, Texas and the citizens of Southlake establish that the City is an inclusive community and people of all backgrounds contribute to our democracy, culture, and economy, regardless of race, color, national origin, religion, sex, sexual orientation, age, disability, or veteran status; and, WHEREAS, the City of Southlake is a place that believes diverse perspectives enhance the cultural fabric and overall prosperity of our community for current and future generations; and, WHEREAS, the City Council of the City of Southlake, Texas is of the opinion that a Mayor's Alliance for Unity and Culture would be of assistance to the City Council and City staff by providing diverse insight and advice to foster positive relationships and a welcoming community for everyone who lives, works, and visits here; and, WHEREAS, the City of Southlake Council created such a committee by resolution on December 4, 2018 establishing the Mayor's Alliance for Unity and Culture, terms of office, and responsibilities; and, WHEREAS, the Southlake City Council now desires to provide strategic direction for the Mayor's Alliance for Unity and Culture to ensure alignment with the City's strategic corporate objectives. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. The strategy map and operating guidelines for the Mayor's Alliance for Unity and Culture are attached hereto as Exhibit A and Exhibit B respectively. Section 2. CITY OF SOUTHLAKE, TEXAS Laura Hill, Mayor Amy S y, ..•° ` °.` City Secretary ''�1!l10119E'�e �i Exhibit A O m d TQ U A Exhibit B Mayor's Alliance for Unity & Culture Operating Guidelines Serve Our Customers Community Action Plan Development and Implementation Provide recommendations on the development and implementation of a community action plan (C5) ■ Engage in the planning process to develop recommendations for a community action plan to address culture, inclusion, and community building in Southlake Meet and confer with staff for the purposes of reviewing, advising on, and providing support for culture and inclusion programs Communication and Citizen Engagement Promote public awareness of programs, services, events, and opportunities that respond to diverse interests, encourage community interaction, and promote a stronger sense of community (C6) ■ Work with staff to recommend short, medium, and long-term communication goals within the new community action plan. Ensure that goals are included as needed within the annual department implementation strategy ■ Meet and confer with staff to review current and future communication initiatives for the purpose of providing feedback on design and implementation and alignment with established goals Strengthen communication and engagement in Southlake, including among neighborhoods, city government, and local businesses (C6) ■ Serve as ambassadors to support communication and engagement within the City by sharing with friends, family, and other community members who may be underserved or disengaged ■ Identify gaps or breakdowns in communication between the City and its residents I! Manage the Business • Policy Advisors Maintain and encourage inclusion, regardless of race, color, national origin, religion, sex, sexual orientation, age, disability, or veteran status, and other kinds of diversity (B4) ■ Consider recommendations that are related to removing potential barriers to inclusion of all EEO protected classes Promote a legislative and policy environment that supports the Community Action Plan (B4) ■ Make recommendations to City Council on policy matters relating to the Community Action Plan Partnership Development Review research, engage stakeholders and partners, and recommend initiatives designed to spur and sustain community unity programs in strategic sectors of the community (B2) ■ Support cultural programs hosted by community partners ■ Identify opportunities to partner with groups for the implementation of community action plan recommendations Monitor and Understand Demographics Utilizing data, advise the City on ways to improve community connection and engagement (B4) ■ Annually review demographic information from the State Demographer's Office and ESRI demographic data to understand the diversity of the community Provide Financial Stewardship • Funding Recommendations Recommend innovative diversity and inclusion methods that are cost effective and fiscally sustainable (F1) ■ Identify if policy or program recommendations have a fiscal impact and review cost -benefit analysis of these programs Promote Learning & Growth • Community Building Build community motivation to engage on issues, trends and best practices (L 1) ■ Support programs and communication that encourage the community to interact and get to know their neighbors and fellow residents • Board Training Promote a well-trained board through adherence to City - established training goals (L 1) ■ Complete annual training within timeframe ■ Complete diversity training or other additional training, if needed • Board Culture Build a positive, productive and engaged board that supports the City's mission and strategic goals (L 1) ■ Ensure familiarity and understanding of adopted MAUC strategy and how it is connected to the City's overall strategic goals ■ Meet attendance, conduct, and participation expectations 0
