2015-05-26CITY OF SOUTHLAKE SOUTHLAKE ARTS COUNCIL MEETING, MAY 26, 2015 LOCATION: 1400 Main Street, Southlake, Texas Southlake Town Hall — 4A TIME: 6:00 p.m. SOUTHLAKE ARTS COUNCIL PRESENT: Chair Leslie Bartlett, Vice Chair Miriam Murray, Secretary Jesika Cook and Southlake Arts Council members, Merlene Ingraham, Tamara McMillan, Terri Messing and Christina Esparza (Alternate #1) SOUTHLAKE ARTS COUNCIL ABSENT: None STAFF PRESENT: Deputy Director of Community Services Candice Edmondson and Assistant to the Director Cassie Tucker STAFF ABSENT: None OTHERS PRESENT: Kelly Traeger 1. CALL TO ORDER Chairman Bartlett called the meeting of the Southlake Arts Council to order at 6:02 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE APRIL 28, 2015 SOUTHLAKE ARTS COUNCIL MEETING There were no corrections to the minutes APPROVED A motion was made to approve the minutes as read. CONSIDER Artists' concepts for Items 3A and 3B were presented together. 3A. RECOMMENDATION ON FINAL CONCEPTS AND SELECTION OF PUBLIC ART FOR THE ROUNDABOUT AT DOVE ROAD AND PEYTONVILLE AVENUE/SAM SCHOOL ROAD Assistant to the Director Cassie Tucker presented the concepts for the roundabout at Dove Road and Peytonville Avenue/Sam School Road and The Marq Southlake. The concepts presented for the roundabout were: "Flying Together" (Dream Big Sculpture), "Texas Sky," "Texas Sky — Constellation," "Texas Sky — Lone Star" (Kathleen Caricof), and "Prairie Winds" (Seth Vandable). The Arts Council discussed the concepts for the roundabout and selected "Flying Together," with the original silver basing and the bird design as presented. APPROVED A motion was made to select "Flying Together" (Dream Big Sculpture) with revisions as discussed. Motion: McMillan Second: Cook Ayes: Bartlett, Cook, Esparza, Ingraham, Messing, McMillan and Murray Nays: None Abstain: None Vote: 7-0 Motion Carried. 3B. RECOMMENDATION ON FINAL CONCEPTS AND SELECTION OF PUBLIC ART FOR THE MARQ SOUTHLAKE The concepts presented for The Marq Southlake were: "Celebrate" (Dream Big Sculpture), "The Musicians: Cello," "The Musicians: Violin," "The Musicians: Flute" (Kathleen Caricof), and "High Note" (Mark Leichliter). The Arts Council discussed the concepts for The Marq Southlake and selected "Celebrate" along with one of the roundabout concepts "Texas Sky - Constellation." The board recommended the "Texas Sky - Constellation" sculpture be the three star option; have more variation in height; thinner stars, closer together; and no color. City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes of the May 26, 2015 Southlake Arts Council Meeting Page 3 of 5 The board recommended the "Celebrate" sculpture have a flat base; add more definition in the ribbons; add clothing to the figure (possibly ballerina -like with a simple covering); and liked the idea of a ribbon with musical symbols in the figure's hands. APPROVED A motion was made to table the item to the June meeting to see revised concepts for "Celebrate" and "Texas Sky - Constellation" per the recommendations of the Arts Council. RECOMMENDATION ON A PERMIT TO ALLOW AN ART GALLERY RECEPTION ON SEPTEMBER 10, 2015 AND AN ART EXHIBIT SEPTEMBER 10 -OCTOBER 23, 2015 IN TOWN HALL LOBBY Assistant to the Director Cassie Tucker presented the permit and was available to answer questions. APPROVED A motion was made to recommend approval of the permit as presented. RECOMMENDATION ON A PERMIT TO ALLOW AN ART GALLERY RECEPTION ON FEBRUARY 21, 2016 AND AN ART EXHIBIT FEBRUARY 19 - APRIL 22, 2016 IN TOWN HALL LOBBY Assistant to the Director Cassie Tucker presented the permit and was available to answer questions. The board discussed the permit and agreed the budget should be raised to $2,000. RECOMMENDATION ON A PERMIT TO DISPLAY CISD ARTWORKS IN TOWN HALL APRIL 22-24,2016 IN CONJUNCTION WITH THE ANNUAL ART IN THE SQUARE FESTIVAL Assistant to the Director Cassie Tucker presented the permit and was available to answer questions. APPROVED A motion was made to recommend approval of the permit for the CISD art exhibit the weekend of Art in the Square. Motion: Murray Second: Esparza Ayes: Bartlett, Cook, Esparza, Ingraham, Messing, McMillan and Murray Nays: None Abstain: None Vote: 7-0 Motion Carried. 3F. CANCELATION OF JULY SOUTHLAKE ARTS COUNCIL MEETING The Council discussed cancellation of the July meeting and agreed to combine the July and August Arts Council meetings and hold the meeting on August 4, 2015. APPROVED A motion was made to combine July and August meetings and hold meeting August 4, 2015. DISCUSSION Esparza, Ingraham, Messing, McMillan and Murray FUTURE PUBLIC ART OPPORTUNITIES The Arts Council briefly discussed Town Hall Art Exhibits, an Arts Council/Apex Event at The Marq, potential juried art exhibit and Apex Film Festival (possible date May 7th). Discussion of these items will continue at the next meeting. PUBLIC FORUM Kelly Traeger was present to address the Arts Council.
