Highland St. ZA15-046 Tim O’Hare is seeking 1st reading approval of a Zoning Change and Concept Plan from ‘AG’ Agricultural Zoning District to ‘SF-2’ Single Family Residential Zoning District for the development of a new single family residence on approximately 2.809 acres. 2 Public/ Semi-Public Mixed Use Low Density Residential Low Density Residential The future land use designation is Low Density Residential 3 S-P-1 TZD SF-1A AG SF-1A AG The current zoning on the property is Agricultural District. 4 E HIGHLAND ST ANDRE CT Carroll Middle School This is an aerial view of the property showing the two existing tracts that are proposed to be combined into one platted lot. The property is just to the northeast of Carroll Middle School. 5 CONCEPT PLAN The concept plan is shown here. The existing buildings, which are shown with hatching, are to be removed as labeled. The existing driveway is proposed to be removed and a new driveway is shown relocated to the east. The minimum centerline driveway spacing for residential driveways on a collector street is 40’ and adequate spacing is provided to the nearest residential driveway to the east. The owner plans to relocate and bury an existing power line that is shown crossing the proposed building footprint. The 2030 Pathways Master Plan shows a >=8’ multi-use trail along the south side of E. Highland St. Since the property is within 1500’ of a school on the same side of the street, the applicant will be required to construct the 8’ multi-use trail along the south side of E. Highland St. with construction of the new home and the City will reimburse the applicant for the difference between the cost of the 8’ multi-use trail and a 4’ sidewalk. 6 TREE CONSERVATION PLAN 50% of existing canopy required to be preserved 84% of existing canopy shown to be preserved The proposed Tree Preservation Plan complies with the existing tree canopy preservation regulations of Tree Preservation Ordinance No. 585-D. City Council: June 2, 2015; Approved at 1st reading on consent (6-0) noting that the existing home and accessory buildings are to be removed and the existing drive is constructed as shown on the Concept Plan, the applicant will construct an 8’ sidewalk, which is a multi-use trail along Highland St. with construction of the new home and the City will reimburse the applicant the difference between the cost of the multi-purpose trail and a 4’ sidewalk, and then also noting with reference to the comments that were provided tonight that we will be directing the applicant to meet with the concerned neighbor who spoke at Council this evening between tonight and 2nd reading of this item to begin addressing the issues and answering those questions so we can discuss that at the next meeting.
