50/50 Program regarding sidewalk construction at Oak Tree Estates.
Action
Requested: Approve City estimated 50% contribution cost at $4,377.60
for construction of sidewalks at Oak Tree Estates.
Background
Information: The City Council adopted the Neighborhood 50/50 Program
in November 2007. The program enables neighborhood
organizations or homeowner's associations to formally
request the City to participate in up to 50% of the cost of
designing and constructing sidewalks within their
neighborhoods.
Financial
Considerations: The funding for sidewalk construction is currently drawn from
the Roadway and Drainage Project — Sidewalk Fund. The
account currently has an estimated amount of $580,000
available. No new funding has been requested or added
since FY 2013.

Sony for just know getting back to you, with the recent storms we have been very busy. I met with Mr. Sansone
a couple weeks back, Oak Tree Estates cost for the 50150 split breaks down like this.
• 320 LF of 6' sidewalk at back of curb 1920 SF.
• Oak Tree Estates to disable irrigation before sidewalk installation.
• Oaktree to re install irrigation after sidewalk construction.
• City will re sod disturbed areas caused by side walk construction.
50/50 cost to Oak Tree Estates: $ 4,377.60. total cost for project $ 8755.20. The city will need to to modify two
handicap ramps in the city ROW and move an Island nose back 4' feet to accommodate for ADA compliance.
There is also a street light pole that will need to be relocated to ensure ADA compliance at crosswalk on the
south side of the main entrance.

Neighborhood Sidewalk Matching Funds Program Application
In accordance with the City of Southlake Sidewalk Plan, adopted by the City of
Southlake City Council, November 5, 2007, neighborhood organizations or
homeowner's associations can formally request the City to participate in up to
50% of the cost of designing and constructing sidewalks within their
neighborhoods. This program specifically assists neighborhood organizations or
homeowner's associations with identifying potential sidewalk projects within
neighborhoods and paying up to 50% of the costs. Neighborhood organizations
or homeowner's associations are encouraged to apply for funds to build sidewalk
projects they feel would make a difference in improving the safety in their
neighborhoods or provide critical connections to schools, parks or other
sidewalks. A special fund has been established by the City Council for the
Neighborhood Sidewalk Matching Fund Program as part of the CIP (Capital
Improvements Program). With approval from City Council, a 50/50 cost match
may be established.
If your neighborhood is interested in participating in the program, please fill out

The city will contact you to set up a meeting to discuss the application and
petition process.
If your petition is approved by the Southlake City Council, a Sidewalk
Construction Participation Agreement will need to be completed with the Public
Works Department at a later date. The organization's 50% match will need to be
received by the City before construction begins.

This letter will serve as verification of commitment by Oaktree Estates Homeowners Association (OTE
HOA) to provide 50% of the funding to apply to the $14,400 bid / estimate made by Diamond Fence and
Concrete of Southlake to construct / install sidewalks as shown in the pictures and map I am enclosing
with this letter. We understand that it will be our (OTE HOA) responsibility to provide these funds prior
to any construction once the match is approved by the City of Southlake Council.

Dear Ms. Fletcher,
Recently the Board of Directors approved a motion to construct a handicap access
ramp from the street (Westmont Drive) to connect with the sidewalk around the
pond in Oak Tree Estates. This will allow for easier access to the sidewalk for
wheelchairs, bikes, strollers and wagons that residents and citizens of Southlake use
around the pond.
The motion approved by the board included the addition of a connection of the
sidewalk that exists around the pond, to the street sidewalk adjacent to Carroll
Avenue. This reduces the need for homeowners or Southlake citizens to walk on the
street, (Westmont Drive) to reach the city sidewalk along Carroll.
We feel that this improvement will create a safer environment for all the people that
will be using the sidewalk and ramp.
It is our understanding that The City of Southlake has a Neighborhood Sidewalk
Matching Funds Program that might be applicable in this situation. As President of
the Oak Tree Estates Home Owners Association and on behalf of the Board, I am
asking the City of Southlake to consider our Application for matching funds to help
us complete this project.
