Subject: Approve a name for the City park located in the Winding
Creek development
Action
Requested: City Council approval of a name for the City park located in
the Winding Creek subdivision.
Background
Information: The Community Services Department recently received a
request from Paul Spain, developer of the Winding Creek
subdivision, to move forward with naming of the park located
in the Winding Creek development. The approximately 5-
acre neighborhood park is located southwest of South
Carroll Avenue and Winding Lake Boulevard. It contains
trees, grassy open areas, a meandering creek, trails and
attractive historic stonework erected by the former property
owner, Captain Chauncey Prade, and preserved by the
developer.
The Community Services Department solicited suggestions
from the public for names for the park during April utilizing
the City's website, cable channel, news release and flyers.
Thirty-five (35) name suggestions were received from 31
respondents, resulting in 12 different suggested names.
Copies of all 35 submissions and a list of the submittals with
the name of the person who submitted the name, their
residency and a brief description of why the name was
submitted are attached for your consideration.

Criteria for naming or renaming of City property and public
facilities are stipulated in the Naming and Renaming of Park
and Recreation Facilities Procedures, adopted by City
Council December 15, 2009. The following parameters are
established for naming of City park facilities:
■ A park and recreation facility may be named for
outstanding and/or predominate physical
characteristics or ecological features of the land such
as:
■ Streams, lakes and creeks
■ Landmark significance
■ Historical significance
■ Street name identity
■ The subdivision in which the park property is
located
■ Based on the activity, event or function of the
park
■ A park facility may be named for any group or
individual who has made exceptional contributions to
the City. Examples of exceptional contributions may
include, but are not limited to, monetary, property,
material contributions, service to the City.
■ A park facility may be named in honor of a deceased
local, state, national figure(s).
■ There shall be a waiting period of one or more
years prior to the naming of a park in honor of
a deceased local, state or national figure(s).
■ The renaming of a park facility, which has been
previously named after an individual, is
prohibited unless compelling circumstances
arise whereby consideration to a change is
appropriate.

■ No park shall be given the same name as an existing
school site, or public facility, except where the sites
abut one another.
■ Components or areas within a park or recreation
facility may be given a name which is different than
the park or recreation facility. Such components or
areas may include, but are not limited to, gardens,
playgrounds, athletic fields, structures and meeting
rooms.
The Parks and Recreation Board reviewed and discussed the
names submitted at their June 8, 2015 meeting. The Board's
recommendation (4-0) to the City Council is to name the park
"Prade Park" in honor of Mr. and Mrs. Prade.
Staff anticipates Mr. Paul Spain, the developer of the Winding
Creek development, to be present at the June 16, 2015 City
Council to speak on behalf of his name submission to honor
the Mr. and Mrs. Prade, and answer any questions.
Financial
Consideration: There is no financial impact involved with naming of the park
at this time.

objective to Provide Attractive and Unique Spaces for

Chauncey Antoine Prade, Jr. "Cap"
Chauncey Antoine Prade, Jr, known as "Cap" by friends and family, was a true,
original Texan. The kind of hero that legends are made of. Born on the Prade Ranch
in the Hill Country of Central Texas, Cap began flying airplanes solo at the age of
nine. He was a decorated Navy pilot in World War II and served two tours before he
was wounded and shot down over the Aluetian Islands.
Cap had two great loves- flying planes and his first wife, Mary, who was also a pilot
in World War II. In the 1950s, the Prades purchased 50 acres of land in what is now
Southlake. Cap built a grass landing strip and a hanger onto the side of his house
and flew his Beechcraft Bonanza airplane in and out over Town Square.
After the war, Cap became a builder and was responsible for most of the U.S. Post
Offices that were built during the 50s and 60s in Texas. The `tough as nails'
maverick kept to himself and spent most of his spare time on his land, which he has
fiercely determined to preserve. His strength and intensity became characteristics
of his demeanor that proved useful in caring for his land all the way yup until his
passing.
It is the preservation of land and strength of character that we wish to honor in the
naming of Chauncey Prade Park within Winding Creek. The community has kept
most of the beautiful stonework that Cap personally crafted, highlighting the creek
and the many ponds and beautiful drainage ways that he created. All are very
reminiscent of the limestone that ran through his family ranch in the Hill Country.
