CITY OF SOUTH LAKE MEMORANDUM (June 16, 2015) To: Shana Yelverton, City Manager From: Robert H. Price, P.E., Director of Public Works Item 4C Subject: Approve annual contract renewal for Lewis Concrete Restoration for manhole and wet well rehab services in an amount not to exceed $150,000 Action Requested: Approve annual contract renewal for Lewis Concrete Restoration for manhole and wet well rehab services in an amount not to exceed $150,000. Background Information: In late 2010, RJN Engineering Group completed a comprehensive assessment of the Southlake waste water collection system. Generally they found the network of pipes to be in good condition and adequately sized to serve the needs of our customers. Most of the defects found were on the concrete structures in the system such as manholes, junction boxes and lift stations. While some of the defects were caused by post -construction activities such as earth grading, the more serious and on -going issue is the degradation of the concrete structures due to acid formation in the collection system. Because of the corrosive nature of the wastewater collection system, unprotected concrete structures in parts of the system begin to fail long before the PVC pipes. In order to preserve these components, the city solicited bids in FY 2011 for epoxy coating the interiors to restore the structural integrity of the structures and prevent further damage. The contract was awarded to Lewis Concrete Restoration with the option of up to four annual renewals. The contractor has chosen not to exercise their right to request an increase in pricing over the FY 2014 prices as allowed in the original bid. Since Lewis Concrete Restoration's performance during the past 4 years has been very good, staff is requesting council approval to renew the contract for another twelve months. Item 4C Financial Considerations: Funding for purchases under this contract is available in the FY 2015 Waste Water Operations budget and 2015 waste water utility CIP - Sanitary Sewer System Rehabilitation Project. Strategic Link: The maintenance of the utility system links to the city's strategy map relative to focus area of Infrastructure. The specific corporate objective that is met by this purchase agreement is investing to provide and maintain high quality public assets. Upon renewal, the contract calls for a consideration of price increase of not mare than 4% after the first year or for periods September 2012 thra September 2013. LCR's initial bid to the City of Southlake was aggressive to insure award and work to LCR as a newly re-established company. The contract's appealing 5 year escalating price option allowed for this aggressive pricing. We realized at the initial bidding time, we could capture any shortfalls due to the aggressive pricing, increases in fuel; travel, insurance, and maintenance and repair on equipment over a period of 5 years. A. High pressure water blasting with a minimum of 3500 psi shall be used to clean Free all foreign material within the manhole. B. Proper application should not require any spec lai mixing of product or special curing requirements after application. 4.3 Invert Repair The work consists of hand mixing and applying a rapid setting, high early strength, non -shrink patching material to fill all large voids and repair inverts prior to spray lining of the. manhole. For invert repairs, now must be temporarily restricted by inflatable or mechanical plugs prior to cleaning.. A.
