and conditions of a 380 agreement with SRH Hospitality Southlake Investment,
LLC (WestinHotel) to promote economic development and stimulate business and
commercial activity in the City.

explained the reason for the additional time needed.
Commissioner Parrish asked how many lots were left.
Mr. Summer stated that there are 51 more homes to close on. Twelve months should be
all the time needed but we are asking for eighteen due to the market being
unpredictable.

Tom Matthews with Four Peak Development located at 2600 E Southlake Blvd. came
forward with a separate presentation.
Commissioner Parrish asked about the gate and the pedestrian traffic.
Mr. Matthews pointed out the sidewalk and showed that it is unobstructed.
Commissioner Springer asked why the community will be gated.
Mr. Matthews stated it was a marketing plan for a custom subdivision.
Chairman Hudson opened and closed the public hearing.
Commissioner Smith asked about traffic.
Steve Anderson, Civil Engineer came forward. Mr. Anderson explained the traffic
pattern and the site visibility.
Commissioner Parrish asked about the pre-school and where their access is.
Dennis Killough, Deputy Director stated that they have two points of access.
Commissioner Kubiak asked about the stacking depth.
Mr. Anderson stated the gate area has enough room for two vehicles.
Commissioner Kubiak is concerned about the community being gated.
Commissioner Smith agrees with Commissioner Kubiak and is concerned with traffic on
Dove with regards to the gate and the possible stacking.
Commissioner Parrish prefers open communities.
Commissioner Springer asked about moving the gate further in to reduce possible
stacking.
Mr. Matthews stated yes.
Commissioner Forman expressed his favor for the project.

Lorrie Fletcher, Planner I presented Item No. 6, ZA15-011.
Steve Anderson, Civil Engineer explained the traffic surrounding the site and the
widening of specific roads.
Commissioner Springer asked about drainage.
Mr. Anderson explained the drainage for the property.
Commissioner asked about the trail at the corner of White Chapel Blvd. and SH 114.
Ms. Fletcher stated the applicant is required to put in an 8 -ft. trail in along the frontage
road which will be constructed with the development.
Commissioner Kubiak confirmed the 5 -ft. sidewalk along the south side of Countryside.
Commissioner Parrish asked about the equestrian trail head.
Mr. Killough explained that there is no designation across this property and no
easement has been acquired.
Bran Chandler, 1014 Mission Drive, Southlake came forward. Mr. Chandler explained
the project.
Commissioner Smith asked about access to the equestrian trail.
Mr. Chandler stated having the trail run through the property is a liability for the church.
Chairman Hudson asked about phasing.
Mr. Chandler stated that the phasing will depend on the cost.
Commissioner Parrish asked about attendance.
Mr. Chandler stated around 1,050.

Commissioner Parrish asked how many seats the addition will give the church.
Mr. Chandler stated 1,150.
Commissioner Kubiak asked about the sidewalks.
Mr. Chandler had previously mentioned that the sidewalks will be done during
construction.
Commissioner Smith expressed her concern about the equestrian trail.
Mr. Chandler disagrees with Commissioner Smith and will not grant access to the
property.
Chairman Hudson opened the public hearing.
Doreen Bruton, 480 W Highland Street, came forward. Ms. Bruton gave a separate
presentation regarding the equestrian trail.
Bob Seebeck, 480 W Highland Street, came forward. Mr. Seebeck and spoke about the
equestrian trail.
Stacey Bott, 1604 Ponderosa Way, came forward to speak in opposition.
Chairman Hudson closed the public hearing.
Mr. Chandler explained the phasing of the trail and sidewalk construction.
Motion to approve ZA15-011 subject to Revised Site Plan Review Summary No. 3
dated June 4, 2015 and Staff Report dated June 4, 2015 and granting all variances
as requested and removing from the S -P-1 Detailed Site Plan contained in the
staff report Items No. 4 and No. 5 and requesting that the applicant continue
discussion with the neighbors with respect to use of the land to have access to
the City's equestrian park on SH 114.

email from surrounding neighbors.
Commissioner Kubiak asked about variance #2 and any opposition for it.
Mr. Henderson stated that there has been no opposition to variance #2.
Commissioner Forman asked about the height and the reason for the height.
Mr. Henderson stated that the height is needed for the bandwidth and for the multiple
carriers.
Chairman Hudson asked about wind load.
Mr. Henderson stated that it will be built according to code to withstand wind loads.

Eric Tang, 1105 Tealwood Court came forward and disagrees with the cell coverage
map and the dropping of calls.
Chris Ducey, 1128 Tealwood Court came forward with a separate presentation in
opposition.
Brenton Evans, 1137 Tealwood Court came forward in opposition and added that he is
concerned about property value going down.
Hao Wang, 1422 Waltham Drive came forward and handed out several medical articles
regarding genetic damage in individuals residing in the vicinity of a mobile phone base
station, brain tumors, intracranial tumors, and neurobehavioral effects among
inhabitants around mobile phone base station, childhood neoplasm, and
epidemiological health risk.
Meredith Opat, 717 Manchester Court came forward in opposition and believes it will be
unsightly and will take away from the neighborhood.
Ronnie Valdez, 1108 Tealwood Court came forward in opposition and expressed his
concern regarding radiation and possible harm to his family.
Stacey Bott, 1604 Ponderosa Way came forward and expressed that more clear data
points were needed and believes that the tower will be an eye sore.

Mr. Henderson, the applicant came forward to address the issues and concerns.
Commissioner Parrish questioned the data that was provided and asked for additional
information to support the need that is being requested.
Commissioner Springer verified that the existing tower has the height that is needed
band the level of service is at a higher level.
Chairman Hudson and Commissioner Smith expressed concern about having too many
towers in close proximity of each other.
Commissioner Kubiak asked for clarification of the Commissions options in regards to
this case.
Dennis Killough advised the Commission in regards to those options and the variances
being requested by the applicant.

Steve Anderson, Civil Engineer came forward to explain the engineering portion of the
development.
Frank Bliss, Cooper and Stebbins, 1008 Quail Run Rd, Southlake, came forward and
gave a separate presentation.

Commissioner Kubiak asked why Division Street isn't shown as going all the way
through.
Mr. Bliss stated that is something that is being looked at but at this time it is not fiscally
possible.
David Cunningham, 1701 Grass Court, Southlake came forward. Mr. Cunningham is the
Director of Development for Cooper and Stebbins. Mr. Cunningham gave a separate
presentation regarding the office building.
Commissioner Kubiak asked about the brick accents and wondering if the north and
west elevations could be more dressed up.
Mr. Cunningham stated that the north elevation has architectural precast versus brick.
Commissioner Kubiak is concerned about the articulations that face SH 114.
Mr. Cunningham stated that landscaping will help with that, and then continued with his
presentation.
Commissioner Parrish clarified that the only discussion is in regards to the building on
the right and the parking garage.
Mr. Cunningham agreed and continued.
Mr. Bliss added that the concept for the restaurants have been in the planning stages
for a decade.
Commissioner Kubiak asked about parking and whether or not valet parking is an option
and the garage.
Mr. Cunningham stated that the first floor will be for restaurant patrons and valet
parking. The 2nd level will be for additional parking for other uses such as retail, office
and event parking. This will be controlled through signage and gaiting.
Commissioner Kubiak and Mr. Cunningham discussed back and forth the architecture
and elevations.
Chairman Hudson asked what makes this building a Class A office building.
Mr. Cunningham stated that it has to do with size and elevations.
Commissioner Parrish asked about SH 114 site line.
Mr. Cunningham stated that yes the site line would be diminished.
Commissioner Parrish asked about occupant rate across the square footage in the

portfolio.
Mr. Cunningham stated 94%.
Commissioner Forman asked about timeframe for all phases and how much
involvement will Granite have in additional phases.
Mr. Cunningham stated that with first building, would like to break ground in October
and will take 11 months to construct and fully leased by end of October. Plans for the
next building would start immediately and so on.
Commissioner Kubiak asked about the conception for the sister buildings.
Mr. Cunningham stated that the twin buildings would be first and the conception is to
show the pad sites for future buildings. If a tenant shows up and wants the third building
then we start on the third building.
Commissioner Kubiak asked about rent rates and how are they compared to
surrounding cities.
Mr. Cunningham stated that they will compete with Las Colinas and Legacy in Plano.
Commissioner Kubiak asked about existing parking and what will happen to the lots and
what is the impact during construction.
Mr. Bliss explained the plan for road closure, flow of traffic during construction and
access to both town square and the construction site.

The commission discussed the project and expressed their appreciation for the
development.
