Item 4I Item I Confirm City Manager’s Appointment of James Brandon as Chief of Police June 2, 2015 Hello Mayor and members of the City Council. This is Human Resources Director Stacey Black and I will be presenting Item 4I. This item requests City Council confirm the City Manager’s Appointment of James Brandon as Chief of Police. 1 City of Southlake Strategy Map Critical Business Outcomes CBO1 - Continue to implement Southlake 2030 Plan by focusing on short-term initiatives. The purpose of this item is to gain approval of the Council for the appointment of the Police Chief as required by Chapter 4 of the City of Southlake Charter. The Charter requires such approval and states “The head of each department shall be a chief, director, or superintendent who shall be appointed by the City Manager subject to the approval of the Council and such chief, director or superintendent shall have supervisory authority and financial control over his/her department.” 3 About the Position Full management responsibility. Manages Police Department activities. Manages development & implementation of goals, objectives, policies and priorities. First, I would like to take a moment to briefly discuss the position and the department, and then I’ll review the experience and qualifications of the individual recommended for appointment. The Police Chief has full management and responsibility for the Police department. The position manages and supervises all activities related to the administration of the department including managing and directing the operations of patrol, criminal investigation, professional standards, traffic functions, and public safety related community services. The Chief also manages the development and implementation of departmental goals, objectives, policies and priorities in alignment with the City’s Strategic Management System. 4 About the Department FY15 Budget: $5,860,540 (GF) $724,040 (CCPD) FY15 Staffing: 69 Full-time 3 Part-time The police department has a FY 2015 total operating budget, including all funds, of $xxxx. The department is made up of 69 full-time and 3 part-time employees across several divisions and functional areas. On the screen you see a simplified organizational chart for the department. The IT department consists of six full-time employees and one part-time employee and has a FY 2015 general fund budget of $5,860,540 and a Crime Control Prevention District budget of $724,040. 5 James Brandon Experience: 19 Years Law Enforcement Education: Bachelor’s of Applied Arts & Sciences, Midwestern State University Mr. Brandon has more than 19 years Law Enforcement Experience, 2 of those with the City of Southlake as Assistant Police Chief. He most recently has served in Southlake as Interim Police Chief and was originally hired by the City in February, 2013. During his tenure with Southlake as Assistant Chief, he played an integral role in expanding the school resource officer program to all CISD schools and expanded active shooter training for officers, city employees, and school district personnel. The City also experienced a reduction in auto burglaries by 33%, residential burglaries by 39% and accidents by 13%. Prior to coming to the City, Mr. Brandon worked for the City of Corpus Christi for 14 years where he quickly moved through the ranks holding the positions of Officer, Senior Officer, Lieutenant and Captain. He worked in a number of different assignments and divisions including: the Uniform Division, the Organized Crime Unit, Bomb Squad, SWAT, and the Office of Accountability. Mr. Brandon holds a Bachelor’s Degree of Business Administration from Texas A&M University and is currently pursuing a Masters of Business Administration from the American Military University. He expects to complete the program in April 2016. The position has been extended to Mr. Brandon with a monthly salary of $10,681.10 plus the standard executive package. Mr. Brandon has accepted the City’s offer of employment and following your confirmation, it will be effective June 3, 2015. 6 This Appointment… Provides experienced and effective law enforcement leadership. No negative budgetary impact. Provides management continuity and stability for the organization. This appointment allows the City to fill a very important vacancy within our staff and on the executive team. Mr. Brandon has proven experience and expertise and will provide effective leadership of the Police department.
