Item 4DItem 41) CITY OF SOUTHLAKE MEMORANDUM (May 19, 2015) To: Shana Yelverton, City Manager From: Robert H. Price, P.E., Director of Public Works Subject: Authorize expenditures with Davidson Reconstruction, Inc. for the painting of the stairwells in the East and West Town Square Parking Garages in an amount of $42,500 and authorize expenditures for the year with Davidson Reconstruction, Inc. in an amount not to exceed $150,000 Action Requested: Authorize expenditures with Davidson Reconstruction, Inc. for the painting of the stairwells in the East and West Town Square Parking Garages in an amount of $42,500 and authorize expenditures for the year with Davidson Reconstruction, Inc. in an amount not to exceed $150,000. Background Information: In 2005, the Southlake Town Square East and West Parking Garages were built, and opened in 2006. The paint in the garages and stairwells is the original paint, and is now 10 years old. The parking garage stairwells are power washed once per month to keep them clean and remove material including food spills. However, due to age and heavy use, the stairwells are in need of re -painting. The stairwell painting project was approved by City Council as part of the FY 15 budget in an amount of $50,000. This project includes closing off one stairwell at a time for pressure washing and painting. The majority of the painting will be done by roller, and any spraying will be done during off peak hours. There will be approximately four parking spaces blocked off on each floor to prevent any overspray of paint. Each stairwell will take approximately one week to complete. The entire project will take approximately two months. This project is being scheduled as to not interfere with the Southlake Art in the Square or the Stars and Stripes celebration scheduled for July 3. Item 41) Financial Considerations: City Council approved funds for the painting of the East and West Town Square Parking Garage stairwells in the FY 15 budget in an amount of $50,000. The quote for this project came in at $42,500.00. Therefore, this project will be under budget. The contractor performing the stairwell painting project will be Davidson Reconstruction, Inc. In FY 14, the City spent $95,408 with Davidson Reconstruction, Inc. for various projects including the City Secretary's Office remodeling and the creation of additional storage space in Training Room 3A. To date in FY 15, the City has paid Davidson Reconstruction Inc. $24,894.08 for several Facility interior improvements at DPS HQ. Davidson Reconstruction Inc. is used for other City building improvement projects throughout the various City facilities as needed. The bidding requirements have been met by utilizing a TIPS -TAPS cooperative purchasing agreement. Therefore, staff also requests that City Council authorize expenditures with this vendor in an amount not to exceed $150,000 for the FY 15 fiscal year. This amount reflects funds which were authorized by the City Council in the FY15 operating budget. Strategic Link: This project links to the City's strategy map relative to the focus area of Infrastructure. The specific corporate objective that is met by this project is to invest to provide and maintain high quality public assets.
