the Brumlow Avenue Widening Improvements project in an
amount not to exceed $680,000
Background
Information: Roadway construction of SH 26 is ongoing and TxDOT is
constructing northbound dual left turn lanes on eastbound
SH 26 at Brumlow Avenue. The City of Grapevine has also
constructed an additional free right -turn lane at northbound
Pool Road and SH 26, resulting in two through lanes feeding
directly into Brumlow Avenue located within the city of
Southlake. The existing configuration of Brumlow Avenue
does not include the required transition length on the north
side of the intersection to accept two through lanes of traffic.
This construction contract for the Brumlow Avenue Widening
Improvements project will include widening of Brumlow
Avenue to 4 lanes with a center dual turn lane which extends
approximately 1,400 feet between SH26 and the Alpine
Materials driveway. The construction will also include
additional transition improvements which will allow for the
necessary two through lanes of traffic from westbound SH26
and northbound Pool Road.
The proposed improvement will relieve traffic congestion in
the AM (>500 vehicles) and PM (>800 vehicles) peaks, add
capacity and utilize the newly constructed improvements
made by TxDOT and City of Grapevine.
On the City's Master Thoroughfare Plan, Brumlow Avenue is
proposed as a 4-lane divided roadway with 100 feet of right
of way; however, the construction of the section of Brumlow
Avenue between SH 26 and the Brumlow Avenue/North
Carroll Avenue/Continental Blvd. roundabout is not in the
city's approved five year Capital Improvement Plan.
Two (2) bids were received on April 28, 2015. The bids have
been reviewed by the consulting engineer and the City Staff
and are tabulated as follow:

The above bid amount does not contain any project
contingency. The Public Works staff is requesting
authorization of an amount not to exceed $680,000 (includes
approximately 5% of construction cost as a project
contingency) to cover unforeseen issues that may arise
during the construction phase of the project.
Attached to this memorandum submitted for your
consideration is a letter from the consulting engineer
recommending award of this contract to Pavecon Public
Works LP.
The construction is anticipated to begin in early June 2015
with 180 calendar days in the contract for completion of the
construction. Timing for the award of this contract and
beginning of construction of these improvements was
planned for the summer months where there is limited or
minimal school traffic. Two lanes of traffic (one lane in each
direction) are proposed to be maintained throughout
construction.
In addition, once the construction of the project is complete
under this contract, Public Works staff will work with the
Community Services staff to landscape the east side of
Brumlow Avenue adjacent to the Fuel Farm to improve the
aesthetic appearance of this entry into the city. Funds are
available for this landscaping work in the previously
authorized budgeted funds for this project.
Financial
Considerations: Funding for this project is available in the approved Capital
Improvement Plan. This project is funded by the General
Fund and Roadway Impact Fee Fund for a total budget of
$745,000. In addition, Tarrant County will participate in the
cost of the project and reimburse the City $200,000 for this
project per the Interlocal Agreement approved on March 11,
2014. To date, the City has spent $176,000 on engineering
design, fence and irrigation relocation expenses.

Bids for the referenced project were received and opened publicly on Tuesday, April 28,
2015 at the City of Southlake. A total of two bids were received. Below is a summary of
the bids. A detailed bid tabulation is also attached.

Pavecon Public Works LP was the low of the two bidders with a total bid of $646,708.25.
We checked the bids for errors and omissions and found none.
Pavecon has been in business for many years, focusing mainly on site development. In
recent years they have established a municipal construction division built with a number
of very experienced construction supervisors from other companies. We have reviewed
the qualification data provided by Pavecon, and found it to satisfactorily meet the bidder
qualifications established in the specification documents. TNP has previous experience
with Pavecon and they recently completed a project in Denton County with agreeable
results. I did not gather any information that suggested that they cannot satisfactorily
complete this project. Based on that information, I recommend awarding the contract to
Pavecon Public Works LP for the contract amount of $646,708.25.
