Item 6A 2nd reading of a Zoning Change & Concept Plan for 3165 Johnson Road ZA15-017 1 APPLICANT: Blake Architects OWNER: Emad Mikhail REQUEST: Approval of a 2nd reading for a Zoning Change and Concept Plan to accommodate the construction of a new home and a family quarters in a separate accessory building on an approximately 40,166 square foot lot. The current zoning is AG – Agricultural District. The requested zoning is SF-1A – Single Family Residential District. LOCATION: 3165 Johnson Road ZA15-017 The applicant is requesting approval of a zoning change and concept plan to accommodate the construction of a new home (approximately 5,000 square feet) and a family quarters (approximately 1,200 square feet) in a separate accessory building on an approximately 40,166 square foot lot. On February 26, 2015, the Zoning Board of Adjustment approved a Variance to Ordinance No. 480, Section 11.5(f), requiring a minimum lot area of forty three thousand five hundred sixty (43,560) square feet and a Special Exception Use per Ordinance No. 480, Section 44.12(1) for an approximately 1,200 square foot servants or family quarters. On March 26, 2015, the Zoning Board of Adjustment approved a Variance to Ordinance No. 480, Section 11.5(c), requiring a side yard setback of twenty (20) feet to allow a side setback of approximately fifteen (15) feet for the principal structure on the east side of the lot and a side setback of approximately fifteen (15) feet for the principal structure and an accessory building for a family quarters on the west side of the lot. 2 The current land use plan is Low Density rsidential 3 The current zoning is AG 4 Aerial 5 Proposed Concept Plan shown at 1st reading This is the proposed concept plan shown at 1st reading. There are no changes proposed to the concept plan. 6 Tree Preservation Plan shown at 1st reading The applicant revised the landscape plan per the PZ Commission’s motion. This revised tree preservation plan shows the preservation of a 20” pecan tree. This brings the percent canopy saved up to 55%. The applicant proposed planting two apple trees on the south boundary. 7 Revised Tree Preservation Plan The revised plan shows two (2) 6-inch caliper canopy-type trees per 1st reading motion. 8 Site Photos Looking West Looking South 9 Planning & Zoning Commission April 23, 2015; Approved (5-0) subject to Concept Plan Review Summary No. 2 and the Staff Report dated April 17, 2015; granting the requested variance but noting for the record the applicant’s willingness prior to going to Council to present a landscape plan that would do a caliper inch replacement for each caliper inch of tree needing to be removed. 10 City Council May 5, 2015; Approved 1st reading on Consent (6-0), accepting the applicant’s agreement to plant two, six-inch caliper canopy-type trees. 11 Questions? 12
