Item 4CItem 4C Ordinance No. 1118, 1st Reading Establish Parking Restrictions 1 Requested Action Adopt Ordinance No. 1118, 1st Reading, to establish parking restrictions on Dean Way and Winding Ridge Trail and Bluffview Terrace. (If approved at first reading, the Public Hearing will be held on June 2, 2015.) 2 The requested action for this item is to adopt ordinance number 1118, 1st reading, Location map – dean way Dean Way is located north of E Continental boulevard and south of Crooked Lane within the Legends of Southlake Commercial development. 3 dean way no parking limits No Parking Dean Way does not have sufficient street width for a commercial street to accommodate a fire apparatus in the event vehicles are allowed to park on either side of the street. The development regulations that were approved by City Council stipulates that the street width requirement shall be reduced to 31-feet from back of curb to back of curb to reduce concrete, add turf area and eliminate on-street parking. The standard commercial street width is 37-feet from the back side of the curbs on each side of the street.. This ordinance will restrict parking along both sides of Dean Way from S. Kimball Avenue to the entrance to Dragon Stadium. Furthermore, this street was allowed to be constructed without a cul-de-sac generally required by ordinance; however, the end of Dean Way is equipped with a swing gate which is operable by CISD officials and Southlake DPS. 4 Dean way – no parking on both sides Dean Way was recently constructed and the no parking signs have been erected on both sides of the street by the developer. 5 Location Map – ridgeview addition The Ridgeview of Southlake addition is located at the southeast quadrant of Southlake Boulevard and Davis Boulevard behind the Southlake Market place commercial development. 6 Ridgeview Park no parking limits No Parking The zoning change and development plan for Ridgeview at Southlake was approved by City Council under ZA12-085 with a staff report dated December 5, 2012 noting that the streets widths around Ridgeview Park were not sufficient to allow a fire apparatus to safely maneuver around the park. The standard residential street width was reduced from 31-feet back to back of curb to 25-feet back to back of curb. This ordinance will restrict parking on both sides of Bluffview Terrace and on both sides of Winding Ridge Trail in the vicinity of the Ridgeview Park. 7 No parking – ridgeview addition Winding Ridge Trail – West Side Bluffview Terrace – East Side Winding Ridge Trail and Bluffview Terrace were recently constructed per plan.
