PUBLIC HEARING Richard Schell, Principal Planner presented Item No. 8, ZA15-014. Wanda Joberi, 3309 Lexington Avenue, Grapevine came forward on behalf of Adam Joberi. Mrs. Joberi had nothing more to add. Chairman Hudson asked about Schumaker. Mrs. Joberi gave a brief summary of the condition of the existing home and property Charles Starnes, Be -Tex, Inc. located at 204 W Nash Street in Grapevine came forward. Mr. Starnes explained the reasoning for the rezoning. The rezoning will make this a buildable lot which fits the surrounding properties. Commissioner Springer asked about the property being divided and sold separately along with the surrounding properties. Mr. Starnes stated that the surrounding property owners will most likely sell off their properties because the majority of properties are currently rental properties. This will give them the zoning that is needed to do so. Chairman Hudson opened the public hearing Planning and Zoning Commission Meeting Minutes —April 23, 2015 Page 3 of 11 Sue Cosgrove, 1750 Schumaker Lane came forward to speak in favor of the re -zoning. Ms. Cosgrove believes this will help the property value of her home and property. Chairman Hudson closed the public hearing. Commissioner Springer is concerned about it being a hodgepodge. Commissioner Smith clarified that this rezoning is for this property in question only and the not the entire area. Motion to approve ZA15-014, subject to Concept Plan Review Summary No. 2 dated April 15, 2015 and Staff Report dated April 15, 2015 and granting the variance to the Tree Preservation Ordinance No. 585-D and noting a specific finding for the record that the Commission is not making any changes to the Land Use Plan and stipulated that this lot will be developed as a single tract and will not have any further subdivision. Dr. Jeffery Link, 2213 Patterson Way came forward. Dr. Link is the homeowner and the applicant. Chairman Hudson asked about the percentage of savings. Dr. Link explained the killawatt per year and cost. Dr. Link continued to state that notifications were sent out to the surrounding neighbors and have only received positive feedback. Chairman Hudson asked about the cost for such a project. Dr. Link gave different costs based on packages and savings. Commissioner Parrish asked Dr. Link about total number of panels give or take a few. Dr. Link could not give a number. Emad Mikhail, 4100 Bridlewood Ct, Colleyville came forward. Mr. Mikhail will be the homeowner and is the applicant. Mr. Mikhail explained that this is a narrow lot and is not platted and gave an explanation for the variance request. Chairman Hudson asked about the 15 -ft. setback and possible concerns from neighbors. Mr. Mikhail is working with his neighbor and his neighbor has agreed to the 15 -ft. setback. Chairman Hudson asked about a timeline for construction. Mr. Mikhail stated as soon as possible. They plan to plant all along the back fence. No wooden fences. Instead add scrubs to create a natural fence with trees and scrubs all the way around. John Delaney with Integrity Group came forward. Mr. Delaney explained the request for Mr.Avery's private collection. Chairman Hudson verified that there is no change in use and that the applicant is in need of additional square footage. John Avery 1075 W Dove Road, Southlake came forward. No outside sales. Commissioner Parrish asked about car repairs on site. Mr. Avery stated that any repairs that are done will be minimal. Most vehicles are collectables. Mr. Avery stated that a minimal amount of gasoline is kept in the vehicles since they mainly sit and are not driven. Chairman Hudson opened the public hearing. Anthony Seris, 2100 W Continental Blvd. came forward. Mr. Seris stated that he believes his concerns have already been addressed which is vehicle maintenance. Mr. Seris stated as long as there are no other changes he is in favor. However, Mr. Seris asked about someone else coming in. Dennis Killough address his concern and explained the scope of the SUP for this project. Chairman Hudson closed the public hearing. Motion to approve ZA15-023, subject to the Site Plan Review Summary No. 2 dated April 16, 2015 and the Staff Report dated April 17, 2015 and granting the requested variance to off street parking. David Karr, 1205 S White Chapel Blvd. came forward. Mr. Karr gave a separate presentation. Commissioner Parrish asked about the connection between Dragon Stadium and Dean Way. Mr. Karr stated the there is a gate at the end of Dean Way. However, CISD, DPS and Fire have a key to the gate (knox box). This is to prevent Dean Way from being a cut through. However, it can be used during games and events at the discretion of CISD, DPS and Fire. Chairman Hudson asked about the stacking and parking for the site. Mr. Karr agreed to eliminate some parking to get back some of the stacking. Chairman Hudson opened and closed the public hearing. Motion to approve ZA15-025, subject to Concept Plan Review Summary No. 2, dated April 17, 2015 and the staff report dated April 17, 2015 granting the variances as requested with respect to the driveway stacking depths but noting the applicants agreement and willingness to address the stacking depth issue by perhaps losing some parking spaces and especially in Driveway `D' which is the one of biggest concern prior to going to City Council in a couple weeks. Tom Goodwan, 4 Embarcadero Center in San Francisco, CA came forward with a separate presentation. Kevin Schoolcraft, 6400 Pinecrest Drive, Plano, TX came forward. Mr. Schoolcraft explained all the changes from the original approved design. Chairman Hudson asked if the pool amenity had anything to do with the parking and island. Mr. Schoolcraft stated yes, it improves the drainage for the lot and aesthetically improves the landscaping. Commissioner Parrish asked about the site lines outside the conference room to the pool and bar area. Mr. Schoolcraft pointed out the planter area which will separate the area outside the conference space and the main pool. It is intended to provide a site line to the pool but also provide privacy if the patron sits down to dine. Mr. Schoolcraft continued with his presentation. Commissioner Springer commented on the V -Tech Unit for the mechanical equipment. Christopher Mars, 1654 Glen Karen, Lewisville came forward to discuss the mechanical equipment. Commissioner Forman asked for more of an explanation of the windows and the exterior. Mr. Mars gave size and material explanation. Commissioner Parrish asked about cost. Commissioner Springer stated that upfront cost is higher, but overall the cost will be cheaper and more energy efficient. Mr. Schoolcraft continued with his presentation. Commissioner Parrish asked about the stipulation in respects to the restaurant. He stated his concerns about the kitchen area being too small to service the hotel. Michael Lusiac with Cambria, 806 Fairfax, Virginia came forward. Mr. Lusiac explained that the kitchen is more than adequate for this hotel. Commissioner Parrish asked about the satellite space. Mr. Schoolcraft went back to the presentation and showed the area and explained that it is not completely noted on the plans but is working with Staff to include it. Mr. Schoolcraft stated that it increased by 1,000 square feet. Chairman Hudson asked about the accent band. Mr. Mars explained the accent band. Commissioner Parrish asked about the canopies. Mr.Goodwan stated that they could be changed to match. Chairman Hudson opened the public hearing. Jeff Medici, 2123 Cheyenne Park Lane, came forward in support of this project. Chairman Hudson closed the public hearing. Motion to approve ZA15-032, subject to Site Plan Review Summary No. 1, dated April 16, 2015, subject to the staff report dated April 17, 2015, approving each of the proposed changes as presented; noting for the record the applicant's willingness to get with Commissioner Springer to explore alternate options to the louver window issue and cooling towers; also noting the applicant's willingness prior to coming to Council to prepare a rendering of the entryway so they can see the difference between the approved two story height versus the twelve foot height that is being proposed and also noting the applicant's willingness to try to match the proposed entry feature at the front of the hotel with the entry at the conference center entrance.
