Approval of a Preliminary Plat LOCATION: The property is located at the 825 E. Dove Road CP14-003, ZA14-131 and ZA14-132 Clayton and Clayton Real Estate is seeking approval of a Land Use Plan Amendment from Low Density Residential to Medium Density Residential, A Zoning Change and Development Plan from ‘AG’ Agricultural District to ‘R-PUD’ Residential Planned Unit Development District for 2 residential lots on 1.99 acres, and approval of a Preliminary Plat. The property is located at 825 E. Dove Road. The applicant was originally seeking a zoning change and concept plan from “AG” Agricultural District to “SF-30” Single Family Residential District, but modified the request to “R-PUD” Residential Planned Unit Development for the 2 lots. . The north lot 1 is a 1 acre lot with access to E. Dove Road. The south lot 2 is a .84 acre lot with access from Cheyenne Park Lane. 2 This is an aerial showing the location of the property. 3 The current zoning is “AG” Agricultural District 4 The future land use is Low Density resedential. 5 Proposed Land Use Plan Existing Land Use Plan Proposed Land Use Plan Amendment The applicant is seeking to change the land use from low density residential to medium density residential. 6 PREVIOUSLY PROPOSED CONCEPT PLAN 2-17-15 Lot 1 Lot 2 Lot 3X On February 17, 2015, the applicant proposed a 2 residential lot concept plan with an open space lot. The north lot fronting on E. Dove Road and the south lot would have access to Castle Rock Drive off a proposed cul-de-sac. 7 DEVELOPMENT PLAN 5-5-15 The new proposed development plan shows a 2 lot residential development. The north lot 1 is a 1 acre lot with access to E. Dove Road. The south lot 2 is a .84 acre lot with access from Cheyenne Park Lane. Private open space is shown on the perimeter of the 2 lots in the hatched areas.. A six foot side walk is shown to be constructed along Dove Street. The required landscape buffer will along the north property line and will be a type B bufferyard. Applicant is indicating .59 acres or about 29%. 8 FENCE PLAN This is the proposed fence plan 9 TREE PRESERVATION PLAN This is the tree preservation plan provided by the applicant. (This does not show the property divided into 2 lots, but does show the correct tree preservation plan). The only tree shown to be removed is the Catalpa which is actually located in the ROW. 10 Variance Variance:   Seeking a variance to the Subdivision Ordinance, Article V, Section 5.01 General, 5.01B “Continuity of Street Systems” and 5.03K to allow Castle Rock Drive remain as dead end street.
