Item 4B Interlocal Agreement with the Town of Westlake for sewer service Item 4B Item 4B An interlocal agreement with the Town of Westlake for sewer service. 1 Requested Action Approve Interlocal Agreement with the Town of Westlake for the delivery of waste water from the Southlake Meadows Subdivision Staff recommends that the council Approve Interlocal Agreement with the Town of Westlake for the delivery of waste water from the Southlake Meadows Subdivision. 2 Interlocal Agreement with Westlake Interlocal Cooperation Act Chapter 791, Texas Government Code Interlocal Agreements for Utility Services Grapevine Keller Westlake The City of Southlake has existing interlocal agreements with Keller, Westlake, and Grapevine to provide utility services for the mutual benefit of both parties to these agreements. The Interlocal Cooperation Act, Chapter 791 of the Texas Government Code allows city governments to contract with one another for various governmental functions. 3 Interlocal Agreement with Westlake Existing Connections Metered connections Unmetered connections Southlake Meadows Flows to Westlake to the N-1 collector main In 1995, with the development of The Coventry Subdivision, the Town of Westlake and the City of Southlake agreed to participate in the construction of the N-1 sewer main. Through that agreement, Westlake purchased capacity in a portion of the main but not ownership of the main. In 1999 a second interlocal agreement provided for the connection of the Glenwyck Farms Addition through an area sewer meter and established rates for Southlake to recover the cost for waste water treatment. The purpose of the agreement presented today is to provide a means for Southlake to bill for unmetered sewer connections to the N-1 sewer main in Westlake. It also acknowledges Westlake’s approval for a portion of the waste water from the Southlake Meadows Subdivision to flow through the Terra Bella Subdivision in Westlake before entering the N-1 main. This interlocal agreement updates the method Southlake uses to recover the cost for waste water treatment. 4 Interlocal Agreement with Westlake This map shows the location of the Southlake Meadows subdivision and the point in the Terra Bella subdivision where the Southlake sewer connection will be made. 5 City of Southlake Strategy Map Critical Business Outcomes CBO1 - Continue to implement Southlake 2030 Plan by focusing on short-term initiatives.
