FORUM SUMMARY
Property Situation:
Adjacent to the Harbor Chase project near SH 114 and Kirkwood / E. Highland St.
Development Details:
Proposing single-story cottages in 4-plex arrangements on 11 acres. Presenter
considers the project as a companion piece to the other senior living facility for people
that don’t want to own their own home. The presenter noted that the units are for rental
and each of the units is designed for seniors. The presenter also noted that they would
be limited to seniors only with an average age of 85. The presenter showed an elevation
of the proposal, which would match the architecture of the recently approved Harbor
Chase with Georgian architecture. Single-story with four units; 2 facing one direction,
and 2 facing another direction. The presenter noted there would be significant open
space and a clubhouse where individuals could get mail, etc. Presenter noted the units
are designed for seniors by architects that specifically do senior living. Presenter noted
that no application has been filed yet, wanted to get resident reaction first.

Will they be rental?
Yes, will rent for about $3000 a month

What is the square footage?
Each unit is about 1,300 square feet and there will be four units in each building

Didn’t think rentals were allowed in Southlake?
Do not know that for a fact, technically these would be considered multi-family

but they would be limited to senior living and single-story
Are these units going to be rented or owned?
They are going to be rented.

So these are apartments?
Yes, these will be apartments

How is this different than what has been restricted previously?
Do not know how they are restricted, think they may not be prohibited just not

readily approved
Has an apartment ever been approved in Southlake?
Not that I know of

What documents will be in place to ensure that these rentals will be strictly for the
retirement community?
Do a planned development district where you create specific zoning regulations
o
for the site and one would be an age-limitation restriction where the primary
person on the lease cannot be less than 55 years old.
Is that age discrimination?
No that is the Federal Government’s guidelines.
