REQUEST DETAILS: The purpose of this request is to amend the current Carillon Zoning Book to add a roofing material permitted in the EC Neighborhood - Chateaux District. The proposal adds language to allow metal as a permitted roof material to Chateaux District. Since the March 17, 2015 City Council meeting, the applicant has further defined the type metal roof material to be permitted. This is shown in the paragraph below: In Section 7.0 Architectural Controls- Residential (Chateaux) page 102 is revised to include: Architectural Materials- Roof: Slate, Synthetic Slate, minimum 30-year composite or “metal , with non-metallic, matte finish, shingle (or greater), tile or synthetic tile * in accepted muted colors in earth tones of browns, tans and grays. The metal roof material may not be flat and must adhere to the detail attached. Ultimate approval of color and material rests with the ARC, followed by the approval of the city for permit”. See Attachment C, pages 6-12. * additional details for roof material. Additional definitions will be included in the Architectural Controls for Architectural Materials: Residential standing seam - panels with an attachment flange hidden by the next panel. Attachment point must be covered by the adjacent panel. All panels must be attached with hidden moveable clips must be attached to the roof deck and the seam of the roof panel. Samples of the material will be provided at the meeting. Modular Press-formed panels-prepainted - Modular Press-formed prepainted interlocking panels with standard dimensions and shapes. December 18, 2001; City Council approved a zoning change and concept plan requiring a 300 ft. setback on N. Carroll Avenue, subject to City Council discretion. The purpose of the zoning change and concept plan was to incorporate newly acquired tracts of land into the existing “NR-PUD”, revise parcel boundaries and permitted uses within the district. November 18, 2008; City Council approved a Zoning Change and Development Plan for the Carillon development. September 4, 2012; City Council approved the request to amend miscellaneous development regulations in the Carillon Zoning Booklet. SOUTHLAKE 2030:Consolidated Land Use Plan The underlying land use designation is Mixed Use and the proposed development is consistent with the designated land use. Typically, the Mixed Use designation is intended for medium- to higher-intensity office buildings, hotels, commercial activities, retail centers, and residential uses. Nuisance-free, wholly enclosed light manufacturing and assembly uses that have no outdoor storage are permitted if designed to be compatible with adjacent uses. Metal roofs are found on area homes in neighborhoods such as Vaquero, Terra Bella and Shady Oaks. Metal roofs are a premium roof material, more costly than a quality installation of a shingle roof and provide more energy efficient material compared to tile or shingles. Attachment three has some examples of standing seam roofs in the area. The builder and roofing company will have specifics on this comparison, as well as samples at the council meeting. Metal roofs used to belong only on sheds or barns, commercial in appearance. However, today’s metal roofing products are constructed and designed for residential architectural styles. Features include:  Fade-resistant colors  Concealed fasteners for a cleaner look  Maintenance free, will not rust, crack or rot  Resistant to streaking and staining and never needs cleaning HOA Meeting There were 23 oppositions to standing seam roofs at the initial P/Z meeting. A few Villa owners were opposed (which is entirely their right) to standing seam/metal roof material. However, it was reported to Hines by current homeowners, the complete details were not given in the communication (written and/or verbal) from those opposed. In an attempt to explain the roof material in more detail, Hines held a meeting for Carillon Homeowners, notified them with an HOA email, as well as on the neighborhood website run st by the homeowners. The meeting was April 1 from 4:30 – 6:30 pm. A Hines associate, Builder, and two Roofing Contractors were on hand to further explain the details and ensure those opposed would have full information regarding the issue. A reminder eblast and update to the neighborhood website was sent on March 31. Three Villa homeowners were represented (604 Orleans, 1812 St. Philip and 1629 Riviera). No estate or chateaux homeowners attended. Two of the three homes in attendance agreed standing seam was not a problem for them. However 1812 St. Philip remained opposed. The NR (No Response) number as reported from the first P/Z meeting was far greater than those opposed. We asked a few of the NR’s for their opinion and the answers were all the same, they did not have an opposition, thus did not believe it necessary to respond. Counting only those lots owned by residents, 23 were opposed and 179 were no response. Thus 11%, the majority from the Village District were opposed. It was Hines’ goal to offer all Carillon Homeowners the opportunity to be informed of this roofing addition prior to the council meeting. It is also our promise to complete the development with the same quality and high standard we have exhibited thus far. We want to build a strong neighborhood with a vibrant HOA. Carillon is a crown jewel for Hines and we hope will become the same for the City of Southlake and its homeowners.
