Item 7A Carillon Zoning Change and Development Plan ZA15-002 1 APPLICANT: Hines/GTIS Carillon, LLC REQUEST: Approval of a Zoning Change and Development Plan from ECZ – Employment Center Zoning District to ECZ – Employment Center Zoning District to amend the Carillon regulations regarding the Architectural Controls in the EC Neighborhood Chateaux District. LOCATION: Northeast corner of N. White Chapel Boulevard and SH 114 ZA15-002 The applicant is requesting a zoning change to amend the Carillon regulations regarding the Architectural Controls in the EC Neighborhood Chateaux District. 2 Carillon Chateaux District The aerial shows the Carillon development with the Chateaux District shaded in blue. 3 The future land use is mixed use. 4 The current zoning is “ECZ” Employment Center Zoning District. 5 Development Plan Amendment Area Carillon Chateaux District The area shaded in blue is the requested development plan amendment area for the Chateaux District. 6 Previously Proposed Regulation 2-17-15 Roof Material Slate, Synthetic Slate, minimum 30 yr. composite shingles (or greater), tile or synthetic tile or standing seam metal, with non-metallic, matte finish, in muted colors of browns, tans and grays. All colors must be approved by the ACC This is the previously proposed amendment language for the addition for allowable roof materials. It would include adding “or standing seam metal, with non-metallic, matte finish, in muted colors of browns, tans and grays.” 7 Previously Proposed Architectural Controls-Materials-Roof 2-17-15 Standing seam metal roof (matte finish) These are previously presented slide for the additional allowable roof materials. 8 Proposed Roof Material Regulation 4-21-15 Architectural Materials- Roof: Slate, Synthetic Slate, minimum 30-year composite shingle (or greater), tile or synthetic tile * or “metal , with non-metallic, matte finish, in accepted muted colors in earth tones of browns, tans and grays. The metal roof material may not be flat and must adhere to the detail attached. Ultimate approval of color and material rests with the ARC, followed by the approval of the city for permit”. Residential standing seam - panels with an attachment flange hidden by the next panel. Attachment point must be covered by the adjacent panel. All panels must be attached with hidden moveable clips must be attached to the roof deck and the seam of the roof panel.   Modular Press-formed panels-prepainted - Modular Press-formed prepainted interlocking panels with standard dimensions and shapes. May resemble wood shake, tile, slate or shingles. The roof panels are attached with hidden fasteners directly to the roof deck. Must be 4-way interlocking.   Modular Press-formed Granular Coated Modular Press-Formed granular coated dimension panels either thru-fastened or attached with hidden fasteners and coated with an acrylic coating with embedded stone granules on the surface. The panels may be installed over a batten/counter batten wood grid system or directly to the roof deck. Carillon has revised their request to define the type of roof materials to be allowed in the Chateaux District. The roof material regulation has been modified to: or “metal , with non-metallic, matte finish, in accepted muted colors in earth tones of browns, tans and grays. The type of metal roof materials have been defined as residential standing seam, modular press-formed panels- pre-painted, and modular pressed formed granular coated modular press. Examples of the materials will be presented to City Council tonight. 9 Current Villas Homes with French Renaissance Architecture These are photographs of existing homes in the Villas District. 10 Current Carillon Chateaux District Homes These are existing houses in the Chateaux District showing the various architectural styles. 11 Applicant’s Examples of Homes with Standing Seam Metal Roofs These are examples of houses with the residential standing seam metal roofs. 12 P&Z Meeting January 22, 2015; Approved (7-0) the motion to table until the February 5, 2015 Planning and Zoning Commission meeting. February 5, 2015; A motion to deny did not carry with a vote of (3-3); A motion to approve the item as presented removing the words “standing seam” (from the proposed metal roof description) was approved (4-2). Vice Chairman Parrish and Commissioner Forman dissented. 13 City Council February 17, 2015; Approved (7-0) the motion to table at the applicant’s request until the March 3, 2015 City Council meeting.   March 3, 2015; Approved (7-0) the motion to table, on the Consent Agenda, until the March 17, 2015 City Council meeting.
