CALL TO ORDER The Work Session was called to order by Mayor Terrell at 5:30 p.m. Mayor Terrell and Council members offered condolences to two Southlake families who recently lost children, Paul Miltenberger and Cole Malone, in two separate, very tragic accidents. 2. INVOCATION Nino Elliott gave the invocation. Mayor Terrell led the pledge of allegiance to the United States and Texas Flags. REGULAR CITY COUNCIL MEETING MINUTES, APRIL 7, 2015 Page 1 of 12 3. HONORS AND RECOGNITIONS a. National Volunteer Week Proclamation Mayor Terrell presented a proclamation in recognition of National Volunteer Week, April 12 — 18, 2015 and in acknowledgment of the contribution volunteers make to the community. Mayor Terrell gave a special recognition to volunteer Megan Smith who, over the last seven months, has given 507 hours of volunteer service to various City offices. He presented a framed proclamation to Ms. Smith and other volunteers in attendance. 4. DISCUSSION AND COMPARISON ON THE PROPOSED "R -PUD" RESIDENTIAL ZONING CHANGE AND DEVELOPMENT PLAN FOR SHADY LANE (ZA14 -144) WITH AN OPTIONAL "SF -1A" SINGLE FAMILY RESIDENTIAL CONCEPT PLAN. CALL TO ORDER The Regular Session of the City Council was called to order by Mayor Terrell at 6:14 p.m. 2A. EXECUTIVE SESSION Mayor Terrell announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.071, consultation with city attorney, Section 551.072, deliberation regarding real property, Section 551.074, deliberation regarding personnel matters, Section 551.087 deliberation regarding economic development negotiations. MAYOR'S REPORT 3A1. LEGISLATIVE UPDATE Mayor Terrell presented information on HB40 and SB1165 regarding proposed changes to oil and gas drilling operations within municipalities. City Attorney Bryn Meredith followed up with comments on HB40 and SB1165. 3B. CITY MANAGER'S REPORT 3B1. STRATEGIC PRIORITY UPDATE 3BIA. RECOGNITION OF ACCREDITATION STATUS City Manager Shana Yelverton highlighted operational excellence in the strategic priority of Safety and Security. She stated the City recently received final notice of accreditation for our police and fire departments. There are only four cities in the State of Texas that hold both Police and Fire Department accreditation: El Paso, Houston, Plano and Southlake.
