SUMMARY: Hines/GTIS Carillon, LLC is requesting a Zoning Change and Development Plan for
Carillon on property described as Lots 1-11 Block 23, Lots 1-16 Block 24, and Lots 1-
16 Block 6 of Carillon Phase 1A and all of Carillon Phase 4A, Carillon Phase 4B,
Carillon Phase 4C, Carillon Phase 5A, Carillon Phase 5B, and Carillon Phase 5C, City
of Southlake, Tarrant County, Texas located mainly north of E. Kirkwood Boulevard
between N. White Chapel Blvd. and N. Carroll Ave. and south of Estes Park
subdivision in Southlake, Texas. Current Zoning: "ECZ" — Employment Center Zoning
District. Requested Zoning: "ECZ"—Employment Center Zoning District. SPIN
Neighborhood # 3.
REQUEST
DETAILS: The purpose of this request is to amend the current Carillon Zoning Book to add a
roofing material permitted in the EC Neighborhood - Chateaux District. The proposal
adds language to allow metal as a permitted roof material to Chateaux District.
Since the March 17, 2015 City Council meeting, the applicant has further defined the
type metal roof material to be permitted. This is shown in the paragraph below:
In Section 7.0 Architectural Controls- Residential (Chateaux) page 102 is revised to
include:
■ Architectural Materials- Roof: Slate, Synthetic Slate, minimum 30-year
composite shingle (or greater), tile or synthetic tile or metal, with non-metallic,
matte finish. in acceotable muted earth tones of browns. tans and arays. The roof
material may not be flat and must adhere to the detail attached. Metal must have a
.galvanized thickness level of G90. Ultimate approval of color and material rests
with the ARC. followed by the aoorova/ of the citv for the permit. See Attachment
C, pages 6-9
The applicant has stated that the metal material is only being requested for the home
sites within the Chateaux District and not in the Villas District. There are 232 lots in the
Chateaux District. The applicant's justification for the request is provided in the
attached narrative. See Attachment C, page 1.

discretion. The purpose of the zoning change and concept plan was to
incorporate newly acquired tracts of land into the existing "NR-PUD", revise
parcel boundaries and permitted uses within the district.
November 18, 2008; City Council approved a Zoning Change and Development
Plan for the Carillon development.
September 4, 2012; City Council approved the request to amend
miscellaneous development regulations in the Carillon Zoning Booklet.

Addition of one roof material
Hines is requesting a change to the roofing materials in our design guidelines affecting a small portion of the +/- 285
acres Hines tract ("Carillon") located at the northwest corner of State Highway 114 and White Chapel Boulevard.
Carillon is divided into two districts, divided by Kirkwood Blvd, The Village District and Chateaux District. This addition
will not affect the "Village District". the Villas. The Villa guidelines will continue to require all homes to be "French" in
architecture. This material change is only being requested for The Chateaux District, and would potentially affect a very
small percentage of the remaining homes yet to be designed. Per the original zoning ordinance, "The Chateaux District
is a mix of architectural styles providing a diverse and vibrant mix of home choices per page 80 of the approved
zoningAll design guidelines for the Chateaux's will remain in place with the only change in Section 7.0 Architectural
controls — residential — materials. The addition would be inserted into the paragraph outlining roof materials which
currently reads :
"Slate, Synthetic Slate, minimum 30 year composite shingle (or greater),tile, or synthetic the*. Shingle colors must be
approved by the ACC".
The addition would be inserted at the asterisk above:

Metal roofs are found on many area homes in neighborhoods such as Vaquero, Terra Bella and Shady Oaks. It should be
noted metal roofs are a premium roof material, three times more costly than a quality installation of a shingle roof and
the most energy efficient material compared to tile or shingles.

Hines is requesting a change to the roofing materials in our design guidelines affecting a small portion of the +/- 285
acres Hines tract ("Carillon") located at the northwest corner of State Highway 114 and White Chapel Boulevard.
Carillon is divided into two districts, divided by Kirkwood Blvd:
The Village District (172 homes)
Design is 100% French Renaissance in three sizes
Villa A 47'-110'
Villa B 50' x 110'
Villa C 65' x 120'+
The Chateaux District (232 homes1
Design is a Mix of Architectural Styles in three sizes
Chateaux 90' x 130' or 140'
Estate 100' x 155' —170'
Lake 120' x 160'
This roof material will NOT affect the Village District roofs. The Villa guidelines require and will continue to require all
homes to be "French" in architecture. This material change is only being requested for The Chateaux District, and
would potentially affect only the homes yet to be designed and ultimately approved by the ARC and City of Southlake.
All initial home designs for every lot will be reviewed against these guidelines by the developer responsible, in this case,
Hines. Per the original zoning ordinance on page 80: "The Chateaux District is a mix of architectural styles providing a
diverse and vibrant mix of home choices. All design guidelines for the Chateaux's will remain in place with one change
in Section 7.0 Architectural controls — residential — materials. The guideline currently reads:
"Slate, Synthetic Slate, minimum 30 year composite shingle (or greater),tile, or synthetic the*. Shingle colors must be
approved by the ACC".

Metal roofs used to look like they belonged on sheds or barns, or commercial in appearance. Today metal roofing
products are available to fit residential architectural styles. Metal roofs are now made with the following:
• Fade -resistant colors, concealed fasteners
• Concealed fasteners for a cleaner look
• Maintenance free, will not rust, crack or rot
• Resistant to streaking and staining and never needs cleaning
HOA Meetine
There were 23 oppositions to standing seam roofs at the last council meeting. A few Villa owners were opposed (which
is their right) to standing seam roof material and went door to door asking neighbors to complete the form and send to
P/Z and Council. Information was also posted on the neighborhood website by homeowners. Unintentionally the
complete details were not communicated specifically enough. To try and reverse this miscommunication, we are
holding for Carillon Homeowners, and have sent an HOA eblast, as well as the same notice on the neighborhood website
run by the homeowners. The meeting is scheduled for April I" from 4:30 — 6:30 pm. Hines associates, Builders,
Architects and a roofing expert will be on hand to answer any questions or concerns related to this issue.
It is Hines' goal to be certain all Carillon Homeowners are informed prior to the April 71h council meeting. It is also our
promise to complete the development with the same quality and high standard we have exhibited thus far. We want to
build a strong neighborhood with a vibrant HOA. Carillon is a crown jewel for Hines and we hope will become the same
for the City of Southlake and its homeowners.

Attachment 3 — supplement to the metal roof guidelines:
Residential standing seam - panels with an attachment flange hidden by the next panel.
Attachment point must be covered by the adjacent panel. For panels over 20 feet in length,
hidden moveable clips must be attached to the roof deck and the seam of the roof panel.
Modular Press -formed panels-prepainted - Modular Press -formed prepainted interlocking panels
with standard dimensions and shapes. May resemble wood shake, tile, slate or shingles.
The roof panels are attached with hidden fasteners directly to the roof deck. Must be 4-way
interlocking.
Modular Press -formed Granular Coated Modular Press -Formed granular coated dimension panels t
either thru-fastened or attached with hidden fasteners and coated with an acrylic coating
with embedded stone granules on the surface. The panels may be installed over a

Re: Public Hearing Notice ZA 15-002, the proposed zoning change and development plan for the Carillon residential district
This letter is to express our opposition to "standing seam" metal roofs and to suggest different types of metal roofs more
appropriate to "Chateau" style homes. When one thinks of a chateaux, one thinks of a castle, fortress, estate but not something
modern or industrial looking or with an industrial looking roof.
Our opinion of specifically "standing seam" metal roofs: they are more appropriate for industrial buildings, barns, boat houses, farm
houses, and "contemporary" structures. Please see the attached examples.
Our opinion of "metal" roofs: They may actually be more expensive and sustainable than composition, however, if not the right
style, they wouldn't fit into the existing description of the Carillon development or with the existing homes already built in the
development and as depicted in the artist drawings submitted to the City by the developers.
Our suggestion for metal roofs that would be more cohesive to the development: Metal roofs are available in styles that match the
existing roofs and existing architectural descriptions. Examples are ATAS Castle Top, simulated dimensional metal roof shingles to
provide the look of traditional asphalt, and classic diamond patterned metal shingles. If metal roofs are to be allowed, please
require a more detailed description of the allowed styles, colors and finishes, such as "dark brown", "matt", and "coated", with "no
reflective qualities", to ensure the roof will blend in with Oe existing roofs and not be reflective. Please see the attached examples.
Our opinion of "contemporary": We are delighted that the Architectural Control Authority was asked to remove the word
"contemporary" from the proposal. We also would disagree with any descriptions or wording changes that would still allow the
"contemporary" or modernistic styles that do not fit into the current environment.
We prefer to keep the descriptions of the facades and architectural designs as are currently written in the Carillon Zoning Booklet to
ensure the continued cohesiveness of the development. If someone is allowed to build other than what we have, someone else
would then have an argument to change the zoning again to allow a dome home, log home, modernists, bungalow, colonial cape
cods, etc.
How this affects us: We purchased our lot and built in Carillon because we loved the style of homes being built. We reviewed the
developers' documents at the City of Southlake and loved the existing plans for the development, architectural descriptions of the
homes, planned shopping, lake, parks, trails, and the artist renderings of all of these things. We've made a huge investment in our
home in Carillon believing that we can live here well into our elder years because of the walkability, the accessibility of shopping in
the future without a car, the close proximity to Forest Park Medical Center, and most importantly, we believed with all of our hearts
that the City of Southlake would protect us and ensure that Carillon will be developed as written by the developers and approved by
the City Planning and Zoning Commission. We had the same faith in the Carillon Architectural Control Authority.
Don't open Pandora's Box: Please do not change our beautiful development, where many homes have already been built or
committed to, for the desire of a builder or 1-3 potential home owners.

Standing seam metal roofs look appropriate for industrial use, barns, boat houses, log homes, farm houses
and very contemporary homes. I do not believe they are appropriate for the classic architecture currently
found in Carillon or as depicted in the artist renderings of what the developers submitted to the City of
Southlake.

As a resident of Carillon at IBM Riviera Lane, I would like to voice my apposition to the proposed
zoning change to Include metal roofs_ We invested in building in this neighborhood wikb the
under'standir:g that onlythe French style architecWre would be permitted. I trelieve the new styles
would not ftt in with the overall look of the Carib development,
I am pleased that the Arch KeoWral Control Authority was asked to remove the*ord "contemporary"
from the proposal_ I also wouid oppose any descriptions or wDrding changes that would stil allow the
"contemporary" or modernistic styles that do not fit into tbe, current environment.
I prefer to keep the descriptions of the facades and architectural designs as are currently written In the
Carillon Zoning Booklet to ensure the continued cohesiveness of the development. Please do not
change our beautiful development, where many homes have already been built or committed to, fur the
desire of a builder or 1-3 potential home owners.

I would like to ask the Planning and Zoning commission to please listen to us and not allow these changes to
take place. The homeowners who currently live here bought into Carillon under the firm commitment that the
design, feel and look would be consistent. The need of a few potential new owners cannot outweigh the original
vision of our neighborhood.

Dear Planning and Zoning Commission,
i am a resident of Carillon and just learned of the proposed Zoning change in our development which would
allow for "standing seam" metal roofs. I actually had to read and reread the proposed changes as I was shocked
to learn of this proposal. My husband and I moved to Southlake a little over a year age from North Carolina and
we specifically selected Southlake for its attention to community planning and what this does for both improving
and protecting property values. I'm appalled that these metal roofs would be even be considered as aesthetically
acceptable.
Carillon is developing into a Iovefy community and it is my feeling that allowing these metal roofs would
dramatically decrease the neighborhood's desirability.

As a Southlake resident arrd community voluntear, l chose to live in Carillon for the developer and builders
master plan erld architectural plans. The vintage appeal and adds to the general neighborhood
$nvlronment and helps protect our Investment.
Metal roots gerreralty are constructed on uber conseivetive homes and lower rent warehousing feollities, In Short,
It contradicts the corrstltution of the Carillon brand.
I am hopeful that corrsideraticn to theamendmem to not Include these metal raafa as stricken iri a decisive

To begin, I would like to sincerely thank every member of the P&Z for your dedicated off aits in making
9outhlake whm It Is today. We love Southlake and all that it offers I
Regarding CM10A and stand-ing seem metal rods, we chose this development because of the beauty of aach
district, the open spaces, and the unique architectue, VVe believe the developer ha6 done an outstan 5fig job in
developing the community and will continue to do so_ Only in Carillon can Vou f}nd a community where the
developer has been alhle to blend large natlonal builders and small buiIders to create a truly beautiful and unique
cpmmxdty. They should be commended, and we are happy they any h�rc, not to mention the newly finished
lake an„beautiful.
Equally important to us is the d yvelapers&E-rm right to control the development In a manner that best serves the
rommundy and protecting the overall value of our Investment. This should Include approval of metal roofs,
provided the home ftelf, fits into the commu"ty.
In fact, it's really not about the roof nv tWal, it`s about the home style. And, I think this is when all of us as
homeowners (even those oMeuting to metal roofs) are on the same page. The proverbial saying "don't throw the
baby out with the bathwater applies here. You cannot auturmlivally equate a metal roof to a Bam. Ultra
Moderrti, a Frew Mansard roof, or a Country French home,__.., each of which could havo a metal rrd to
compriment Its style_

style is beautiful and would surely fit very well into the Chateau DIstrlct. So It's not about the roof. It's about the
home. Please "don't throw the baby out with the bathwaterl" Approve standing seam metal roofs and cvntinue to
allow the ACA to develop OariilIon m they have in the past, with beautiful b mes and distinct architecture that
creates the true beauty of Carillon.

As a resident of CariJlan at 1633 Riviera Lane, I would like to voice my
opposition to the proposed zoning change to Inckide metal roofs. We
Invested in building In this neighborhood with the understanding that only the
French style archiWlure would be permitted. I belleve the new styles would
not Fit in with the overall Cook of the CarlIlDn dev*pmerlt.
I am pleased that the Architectural Control Awthorltywas asked to remove the
ward'contempporary" frorn the proposal. I also would appose 0.ny descnptims
or wording changes that would stlll allow the "contemporary" or modernistic
styles that do not fit inta the current environment.
I prefer to keep the descriptlor,s� of the facades and archltWural designs as
are currently written in the Carlllan Zuning Booklet to ensure the continued
cohesiveness of the development. Please do not change our beeUW0l
development, where many homes have already been built or comm1 ted to,
for the desire of a builder or 1-3 potential home owners,
Unfortunately. I will be away on a business trip the evening of the
meeting on this matter_ Otherwise I would be in attiandanee. Thank

construction started in the Carlllon_

My name is Denise Shirey, my husband and i are residents of Carillon. I was one
-i the three residents that attended the last meeting for the proposed zoning
changes in Carillon. I spoke at the meeting to say my husband and i are against
the proposed changes.
After the meeting, representatives of the developer spoke with me and the
other two residents that attended the meeting. When asked, I told them that
my husband and I would be pleased if they removed the proposed change far
the "Contemporary" style of a,rthftecture. We do not feel that it would blend
with the overall look of our neighborhood. It Ymuld definitely clash with the
already approved styles for the estate section and the villas of our
neighborhood, which Cave an "old world" look to them.
I also told them that i am not in favor of the metal standing seem roof material_
that they are requesting a variance for.
did hcwever tell them if we must compromise that my husband and i would
not object to specific colors approved by the cfty that are non -reflective and in
dark, muted earth tones, I also stated that I would like the average raof pitch
of the neighborhood [o be rmaintained which would eliminate the low pitch or
flat roofs that have a "Contemporary" or "Frank Lloyd Wright" Look.
Outing this conversation i specifically stated that I was 5Wking.for my husband
and_myself only, I was not represe [fng ally other residents in the
development.
