REQUEST DETAILS: The purpose of this request is to amend the current Carillon Zoning Book to add a roofing material permitted in the EC Neighborhood - Chateaux District. The proposal adds language to allow metal as a permitted roof material to Chateaux District. Since the March 17, 2015 City Council meeting, the applicant has further defined the type metal roof material to be permitted. This is shown in the paragraph below: In Section 7.0 Architectural Controls- Residential (Chateaux) page 102 is revised to include: ■ Architectural Materials- Roof: Slate, Synthetic Slate, minimum 30-year composite shingle (or greater), tile or synthetic tile or metal, with non-metallic, matte finish. in acceotable muted earth tones of browns. tans and arays. The roof material may not be flat and must adhere to the detail attached. Metal must have a .galvanized thickness level of G90. Ultimate approval of color and material rests with the ARC. followed by the aoorova/ of the citv for the permit. Carillon is divided into two districts, divided by Kirkwood Blvd: The Village District (172 homes) Design is 100% French Renaissance in three sizes Villa A 47'-110' Villa B 50' x 110' Villa C 65' x 120'+ The Chateaux District (232 homes1 Design is a Mix of Architectural Styles in three sizes Chateaux 90' x 130' or 140' Estate 100' x 155' —170' Lake 120' x 160' This roof material will NOT affect the Village District roofs. The Villa guidelines require and will continue to require all homes to be "French" in architecture. This material change is only being requested for The Chateaux District, and would potentially affect only the homes yet to be designed and ultimately approved by the ARC and City of Southlake. All initial home designs for every lot will be reviewed against these guidelines by the developer responsible, in this case, Hines. Per the original zoning ordinance on page 80: "The Chateaux District is a mix of architectural styles providing a diverse and vibrant mix of home choices. Today metal roofing products are available to fit residential architectural styles. Metal roofs are now made with the following: • Fade -resistant colors, concealed fasteners • Concealed fasteners for a cleaner look • Maintenance free, will not rust, crack or rot • Resistant to streaking and staining and never needs cleaning HOA Meetine There were 23 oppositions to standing seam roofs at the last council meeting. A few Villa owners were opposed (which is their right) to standing seam roof material and went door to door asking neighbors to complete the form and send to P/Z and Council. Information was also posted on the neighborhood website by homeowners. Unintentionally the complete details were not communicated specifically enough. To try and reverse this miscommunication, we are holding for Carillon Homeowners, and have sent an HOA eblast, as well as the same notice on the neighborhood website run by the homeowners. The meeting is scheduled for April I" from 4:30 — 6:30 pm. Hines associates, Builders, Architects and a roofing expert will be on hand to answer any questions or concerns related to this issue. It is Hines' goal to be certain all Carillon Homeowners are informed prior to the April 71h council meeting. It is also our promise to complete the development with the same quality and high standard we have exhibited thus far. We want to build a strong neighborhood with a vibrant HOA. Carillon is a crown jewel for Hines and we hope will become the same for the City of Southlake and its homeowners. Attachment point must be covered by the adjacent panel. For panels over 20 feet in length, hidden moveable clips must be attached to the roof deck and the seam of the roof panel. When one thinks of a chateaux, one thinks of a castle, fortress, estate but not something modern or industrial looking or with an industrial looking roof. Our opinion of specifically "standing seam" metal roofs: they are more appropriate for industrial buildings, barns, boat houses, farm houses, and "contemporary" structures. Please see the attached examples. Our opinion of "metal" roofs: They may actually be more expensive and sustainable than composition, however, if not the right style, they wouldn't fit into the existing description of the Carillon development or with the existing homes already built in the development and as depicted in the artist drawings submitted to the City by the developers. Our suggestion for metal roofs that would be more cohesive to the development: Metal roofs are available in styles that match the existing roofs and existing architectural descriptions. Examples are ATAS Castle Top, simulated dimensional metal roof shingles to provide the look of traditional asphalt, and classic diamond patterned metal shingles. If metal roofs are to be allowed, please require a more detailed description of the allowed styles, colors and finishes, such as "dark brown", "matt", and "coated", with "no reflective qualities", to ensure the roof will blend in with Oe existing roofs and not be reflective. Please see the attached examples. Our opinion of "contemporary": We are delighted that the Architectural Control Authority was asked to remove the word "contemporary" from the proposal. We also would disagree with any descriptions or wording changes that would still allow the "contemporary" or modernistic styles that do not fit into the current environment. We prefer to keep the descriptions of the facades and architectural designs as are currently written in the Carillon Zoning Booklet to ensure the continued cohesiveness of the development. If someone is allowed to build other than what we have, someone else would then have an argument to change the zoning again to allow a dome home, log home, modernists, bungalow, colonial cape cods, etc. How this affects us: We purchased our lot and built in Carillon because we loved the style of homes being built. We reviewed the developers' documents at the City of Southlake and loved the existing plans for the development, architectural descriptions of the homes, planned shopping, lake, parks, trails, and the artist renderings of all of these things. We've made a huge investment in our home in Carillon believing that we can live here well into our elder years because of the walkability, the accessibility of shopping in the future without a car, the close proximity to Forest Park Medical Center, and most importantly, we believed with all of our hearts that the City of Southlake would protect us and ensure that Carillon will be developed as written by the developers and approved by the City Planning and Zoning Commission. We had the same faith in the Carillon Architectural Control Authority. Don't open Pandora's Box: Please do not change our beautiful development, where many homes have already been built or committed to, for the desire of a builder or 1-3 potential home owners. When asked, I told them that my husband and I would be pleased if they removed the proposed change far the "Contemporary" style of a,rthftecture.
