PROJECT: Zoninq Chanqe and Concept Plan/Site Plan for Harris Methodist Southlake
EXECUTIVE
SUMMARY: On behalf of Texas Health Harris Methodist Southlake, HKS, Inc. is requesting
approval of a Zoning Change and Concept Plan/Site Plan on property described as
Lots 1 R1, 1 R2 and 1 R3, Block 1, Gorbutt Addition, an addition to the City of Southlake,
Tarrant County, Texas and located at 1565, 1555 and 1545 E. Southlake Boulevard,
Southlake, Texas. Current Zoning: "S-P-2" Generalized Site Plan District. Requested
Zoning: "S-P-2" Generalized Site Plan District. Spin Neighborhood #8.
DETAILS: On behalf of Texas Health Resources, HKS, Inc. is requesting approval of a zoning
change and concept plan/site plan for Harris Methodist Southlake, to accommodate
the addition of approximately 5,490 square feet to the existing emergency department
located at the southwest corner of the hospital. An interior renovation of approximately
2,680 square feet of the existing surgery waiting area is also planned.
The addition to the emergency department will contain three (3) short -stay private
patient rooms (two (2) are being replaced and one (1) patient bed added) to bring the
total in -patient short -stay bed count from sixteen (16) to seventeen (17). The addition
includes six (6) private 23-hour or less patient observation rooms and the supporting
staff rooms and spaces as required by the Texas Department of State Health Services.
The function of the emergency department will not change from the current function
and no additional emergency traffic is expected. The Phase 2 Medical Office Building
site is not proposed to change from what has been previously approved.
The proposed expansion will increase impervious coverage by approximately 1 %
bringing the overall total to 69.8% (the maximum permitted is 70%). The existing
number of parking spaces is 411 spaces. The proposed expansion will decrease
parking by 27 spaces; leaving 384 spaces. The minimum required number of spaces to
accommodate the proposed site plan is 348 spaces.
The proposed development regulations are consistent with the previously approved
zoning change and concept plan. The only addition is in regard to the articulation as
stated on the zoning document which proposes to allow articulation for the south and
west elevations as presented to keep aesthetic consistency with the existing hospital.
On March 5, 2015, the Planning & Zoning Commission recommended approval subject
to the site plan review and staff report.
On March 17, 2015, the City Council approved the 1s` reading subject to the site plan

HKS Project No. 13243.012
Introduction
Texas Health Resources has constructed a first phase development of medical office space and a short stay hospital

two story medical office component of approximately 47,142 GSF, single story hospital component of approximately
47,066 GSF and associated surface parking has been constructed, with an additional medical office space to be

An updated Concept Plan for the entire site is being re -submitted.
As part of the updated Concept Plan the overall building footprint for the existing phase 1 hospital building has been

for 52,556 SF single story hospital component.
Permitted Uses
Existing zoning is "SP-2 & O-l" Office District, with proposed zoning to be "S-P-2" Generalized Site Plan District
with "0-1" Office District use of ambulatory surgery, imaging center, short stay beds, and associated services. This
property shall be limited to the permitted uses as found in the "0-1" Office District as described in Section 18 of the
Comprehensive Zoning Ordinance No. 480, as amended to include the use of ambulatory surgery, imaging center,

• Zero lot lines shall be permitted between the 2-story medical office building and the 1-story
hospital in Phase 1
• Allow for a regulation that bufferyards along interior lot lines shall not be required.
• Allow for reducing the parking requirement on the Phase II medical office building to one space
per 181 SF of floor area.
• Allow for the horizontal and vertical building articulation to exceed the 3X the height
requirement for the West and South Elevations, to keep the aesthetics consistent with the
architecture of the hospital
Bufferyards
Required bufferyards are on the north, M (20'), south FI (10'), east and west A (5'). The applicant proposes to
ultimately provide a 53' bufferyard on the south of the property, adjacent to the existing single family homes.
Bufferyards will be landscaped pursuant to Section 42 of the Zoning Ordinance. Applicant is adding additional
landscaping (and an irrigation system for these new trees) within the 53' bufferyard at the south part of Lot 1R3 of
Block 1, as a result of requests by the neighborhood group. These trees will be counted towards applicant's final tree
mitigation requirements, when the Phase II medical office building is constructed. The calculation of caliper inches
of mitigation for these new trees will be determined at the time of issuance of the building permit, by field measuring
these trees at that time.
Parking and Loading Dock
Parking will be provided pursuant to Section 35 of the Zoning Ordinance. Medical office space at one space per 150
SF of floor area, and hospital use at one space per bed plus one space per each 4 persons employed (total maximum

in a MHFL (Maximum Horizontal Fagade Length) of 105'.
Masonry Construction
Masonry construction is provided on all sides of the building. It is 100% of the total exterior wall, exclusive of all
windows, doors, roofs, and walkway covers.
Rooftop Mechanical Screening

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON
3/06/15 AND WE OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY
MADE CONDITIONS OF SITE PLAN APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY
COUNCIL. IF YOU HAVE ANY QUESTIONS OR NEED FURTHER CLARIFICATION, PLEASE CONTACT
THE APPROPRIATE STAFF MEMBER.
1. Place the City case number "ZA15-005" in the lower right corner of the site plan for ease of

and south elevations to exceed the "3x the wall height" requirement to keep the aesthetics
consistent with the architecture of the hospital.

Since the building is equipped with an automatic fire protection system, proper sprinkler system coverage
must be provided throughout the building to meet the requirements of NFPA 13. If more than 20 sprinkler
heads are added or relocated, submit plans to Reed Fire Protection, 14135 Midway Road Suite G260,
Addison, Texas 75001, for review and approval. Reed Fire Protection phone number is 214-638-7599.
(Submit plans for new addition and remodel area)
Portable fire extinguishers are to be a minimum 5 pound, ABC Multipurpose, in sufficient quantities to
meet the 75-foot travel distance rule.
HVAC units over 2000 cubic feet per minute shall have a duct smoke detector mounted on the return side
of the unit, that when activated, shall send an alarm condition to the building fire alarm panel and shut the
unit down. If the units are located above ceiling tile, remote reset switches must be installed below the
duct detector location.
Since the building is already equipped with audible/visual fire alarm devices, coverage must be continued
into all areas of the existing building portion of the remodel and the new addition to maintain compliance
with NFPA 72 throughout the structure.
