EXECUTIVE
SUMMARY: APEX Arts League and The Crossmen are requesting approval of a specific use
permit for a mass gathering event to host "Showcase in the Square!" on property
described as Southlake Town Square Phase I and Phase IV, an addition to the
City of Southlake, Tarrant County, Texas and being generally located between E.
State Highway 114, N. Carroll Avenue, E. Southlake Boulevard and Central
Avenue, Southlake, Texas. Current Zoning: "D7 Downtown District. SPIN
Neighborhood #8.
REQUEST
DETAILS: APEX Arts League and The Crossmen request approval to allow the fifth annual
"Showcase in the Square!" event. The 2015 event is scheduled for the evening of
June 14, 2015 (Flag Day). The applicant is requesting a five (5)-year approval
period (to expire following the 2019 event). The main event will occur in the
pavilion area, with associated events happening in other areas of Southlake Town
Square, as in previous years, such as three staging areas in the following parking
lots — west of State Street and south of Prospect, north of the west parking garage,
and, along the SH114 frontage road north of the Hilton hotel; the two (2) souvenir
trucks located on Main Street across from town hall; and, sponsor displays in
Rustin Park as shown on the site plan. The brass and percussion performances
are planned to be at the pavilion/gazebo on Fountain Place in Southlake Town
Square, with audiences invited to view the performances from Rustin Park. Local
restaurants are being featured at a meet & greet following the evening's
performances. Those restaurant stations are proposed to be located in Rustin
Park immediately across from Town Hall. The main event boundary has not
changed from previous events.
Details of the event include
• Sunday, June 14, 2015 (Flag Day); 7 PM to 9 PM
• Drum & Bugle Corps to perform brass and percussion music
• Bus and corps staging areas in western parking lots
• Staging to begin around 5PM the day of the event
• Anticipated attendance — approximately 2,500
On March 5, 2015, the Planning & Zoning Commission recommended approval
subject to the staff report and granting the 5-year approval period.

HISTORY: This is the fifth consecutive year for this event (began Father's Day 2011).
-City Council approved this event under city case ZA11-020 for a one-year
period.
-City Council approved this event under city case ZA11-074 for a three-
year period.
P&Z ACTION: March 5, 2015; Approved (6-0) subject to the staff report dated February
27, 2015 and granting a 5-year approval period.
STAFF COMMENTS: The City Council shall consider the following in determining whether to
grant a Specific Use Permit for a mass gathering event according to the
Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended:
1. Whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. Whether sufficient traffic control personnel is proposed to insure safety
to all members of the traveling public, including pedestrians, along all
public roadways in the proximity of the mass gathering and/or along
which the public is likely to travel to reach the mass gathering areas
shall be provided;
3. Whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. Whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;
5. Whether adequate parking areas, including disabled persons' parking
spaces, shall be provided for persons arriving by vehicular means. If
the promoter proposes to utilize temporary off -site parking, then the
promoter the mass gathering event the off -site temporary parking area
will not be utilized for purposes other than the mass gathering event;
and

6. Whether adequate provisions have been made for food supply, medical
assistance, garbage disposal, water supply, parking, sanitation and
toilet facilities, vermin control, and safety.
7. The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues
according to Ordinance 480, Section 45.14.a, as amended.
A site exhibit and event description is included as Attachment `C' of this
report.
Due to the limited nature of the request, no review summary has been
prepared for this request. The applicant however will need to comply with
the details outlined in this report.

EXECUTIVE SUMMARY INTRO OF DRUMLINE BATTLE & VISION
The "Showcase in the Square V" Drum & Bugle Corps Event will be held on Flag Day,
Sunday, June 146, 2015 in Southlake, Texas from 7PM to 9PM. The exact location will
in front of the Pavilion in the Town Square (Rustin Park). Crossmen along with Genesis,
a Drum & Bugle Corps from Austin, Texaswill perform their repertoire of brass and
percussion music. In addition this year, we are fortunate to have the talented Metro
Praise Youth Orchestra as a new feature at Showcase. Each group performing will have
30 minutes to stage and perform in front of the community and audience. The target
audience will be music students and family members from throughout the North Tarrant
County area with specific focus on Middle School and High School Musicians from 20
identified public and private school districts.
"Showcase in the Square V" will be executed with cooperation from the City of
Southlake, Carroll ISD, our presenting sponsor Toll Brothers with planning and
execution support from Southlake Town Square and APEX.
"Showcase in the Square V" was deliberately planned and scheduled for Flag Day
evening (June 14th). This date is best for Crossmen who will be the Host Corps for the
Event. Showcase fits into their touring schedule that will take them throughout the
United States.
A new element at Showcase V will be a competition called DrumLine
Battle ... a group versus group drum challenge designed to identify a DrumL.ine Battle
Champion! This is a new concept fully supported by the Crossmen and DCI, the
governing body of the touring Drum Corps!
The Crossmen (www.crossmen.org) is the ONLY World Class Drum & Bugle Corps
domiciled within the State of Texas. Based in San Antonio, this Corps moved to Texas in
2006 from Pennsylvania and has been competing in the DCI (Drum Corps International)
Championships for over 40 years. In addition to the Showcase Event, the Southlake and
surrounding residents will witness Crossmen's practice regimen at a CISD location. This
High School and adjacent three football fields will act as the "housing location" for the
two days The Crossmen and Genesis are visiting.
"Showcase in the Square V" will start with opening ceremonies at 7PM and conclude
following Crossmen's performance. All Corps will be performing in concert formation
and full uniforms. Event attendance is estimated at 2500 guests who will be on chairs
and blankets within Rustin Park.
Event sponsorships are presented for interested businesses with portions of the net
proceeds to be shared amongst the participating groups and Crossmen. What follows is
more detailed information on the entire event.

SHOWCASE BACKGROUND & OVERVIEW
The inaugural "Showcase in the Square!" in Southlake, Texas was created after
experiencing a similar event in June 2010. For several years, Crossmen have performed a
concert on the steps of the State Capital in Austin, Texas. The vision of the Event Chairs
to host this type of event in Soutblake Town Square was realized in June 2011. Rustin
Park with the surrounding business establishments created not only a natural
amphitheater setting for the sound experience but enabled attendees to relax and enjoy
the performances in a safe, clean, upscale and family environment. Approximately 1200
guests enjoyed the concert in 2011, 1400 in 2012, 1650 in 2013 and 2000 in 2014! (All
attendance figures are estimates)
In order to continue this activity for a fourth consecutive year, Event Chairs coordinated a
date that would work within The Crossmen's tour schedule and not conflict with any
event scheduled within the City of Southlake or Rustin Park in Southlake Town Square.
In close communication with Crossmen's Executive Director Fred Morrison, Showcase
Event Chairs were given the approval to execute Showcase V on Flag Day evening in
Southlake. Since then, we received approval from the City of Southlake (City Council)
to host this fourth annual event!
"Showcase in the Square V!" will start at 7PM on Sunday, June 14, 2015. There will be
no charge for guests in attendance and all will be encouraged (through marketing
initiatives) to bring along chairs and blankets for the three hour event. Welcoming
remarks from either the Mayor of Southlake John Terrill or Mayor Pro Tem - both
subject to their availability. The formal Event will conclude following the performance
by Crossmen. Based on the number of groups & DrumLine Battle teams in attendance,
the formal performances will conclude by 9PM. Despite not charging for attendance,
sponsorship funds are solicited from local and nationally known businesses and donations
will be requested from volunteers working the event.

SHOWCASE EVENT OBJECTIVES
The objectives of "Showcase in the Square V" are the following:
1. Publicly expose Southlake and surrounding North Texas communities to the
world of Drum & Bugle Corps, the participating Corps and the new DrumLine
Battle!
2. Draw residents from both Southlake and surrounding North Texas communities to
the Town Square area on Father's Day evening!
a. Goal is to INCREASE the attendance in the fourth year of this event!
3. Create and execute a fine arts event that will support APEX and their
growth/awareness initiatives!
4. Generate exposure and business for sponsoring businesses and organizations!
5. Assist participating groups by generating funds from sponsorships and attendance
to help with costs of operation!
6. Execute a family focused EVENT on Father's Day evening that is becoming an
annual tradition for Southlake and surrounding communities!

"Showcase in the Square V" marketing strategy will consist of targeting North Tarrant
County School Districts (Public & Private) through the following elements:

We have identified 20 North Texas School Districts and Private Schools who will be
contacted in order to stimulate attendance for both Showcase AND the DrumLine Battle
Competition. In addition, we will reach down into the Middle Schools to generate added
interest for both attendance and future participation in a Drum & Bugle Corps. Our

SHOWCASE EVENT OPERATIONS
The following will highlight the operational activities for the Showcase Event on June
14th, 2015 in Southlake Town Square:
Pre Event Staging — 5:00 PM
o Designated Corps/Group Staging Areas
■ Each Corps will be assigned a specific location foe pre -Showcase
warm up.
■ Parking areas will be reserved
o Designated Reserve Seating for Event Sponsors and VIPs
o Sponsors stage displays/vehicles as pre -approved & set up tables
o Public Address System will be required for opening/closing ceremonies
o Six Foot Platform for use by Corps Drum Major(s)

Site — Carroll High School on White's Chapel Blvd.

RESOLUTION NO. 15-017
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING EVENT FOR THE SHOWCASE IN THE SQUARE
ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
LOCATED NEAR THE NORTHEAST CORNER OF THE
INTERSECTION OF EAST SOUTHLAKE BOULEVARD AND NORTH
CARROLL AVENUE, BEING DESCRIBED AS SOUTHLAKE TOWN
SQUARE, PHASES I, II AND IV, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE
APPROVED SITE EXHIBIT ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering event has been requested by a
person or corporation having a proprietary interest in the property zoned as "D7 Downtown District;
and,
WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event on property located near
the northeast corner of the intersection of East Southlake Boulevard and North Carroll Avenue, being
described as Southlake Town Square, Phases I, II and IV, an addition to the City of Southlake,
Tarrant County, Texas, according to the plats recorded in Cabinet `A', Slides 4892, 4893, 10949-52
Plat Records, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as
depicted on the approved Site Exhibit attached hereto and incorporated herein as Exhibit "B" and

providing an effective date, subject to the provisions contained in the comprehensive zoning
ordinance and the restrictions set forth herein. The following specific requirements and special
conditions shall be applicable to the granting of this Specific Use Permit:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
