PUBLIC HEARING Lorrie Fletcher, Planner I presented Item No. 5, ZA15-005. Commissioner Parrish asked about what has been previously approved. Tim Hopkins, HKS Architects, 1000 Maykin Street, Fort Worth came forward. Mr. Hopkins stated that the building to the south is planned for 45,000 square feet total. Planning and Zoning Commission Meeting Minutes —Manch 5, 2015 Page 2 of 5 Commissioner Kubiak asked about future expansion plans. Mr. Hopkins stated that the hospital is limited under the amount of beds that are allowed and this will take care of that. Commissioner Smith asked why the expansion area has changed. Mr. Hopkins stated that the new concept plan is more efficient. Tracy Bernard with Texas Health Southlake 1545 E Southlake Blvd. came forward to explain the expansion and the reason for the change. The change is more functional and in compliance with the Affordable Care Act. Commissioner Kubiak asked about the loss of parking spaces. Ms. Bernard stated that the plan has the facility over parked. Chairman Hudson opened the public hearing. Karla Cogburn, 1308 Westmont came forward and expressed concern about the landscaping buffer between the hospital and the neighborhood. Other than that, Ms. Cogburn is for the change and the expansion. Chairman Hudson explained that the landscaping buffer that Ms. Cogburn is concerned about will not be touched. Mr. Hopkins came forward stated that there is a 53 -ft. bufferyard on the south that will preserve all the trees. Daniel McCabe, 1304 Westmont came forward. Mr. McCabe is in favor of the expansion but does have questions specifically in regards to an expansion of mechanical equipment and possible lighting. Chairman Hudson closed the public hearing. Mr. Hopkins stated that there will be an additional air handling unit added on but no additional lighting. Chairman Hudson clarified that the units are on the roof and well screened. Lorrie Fletcher, Planner I presented Item No. 5, ZA15-015. Rhonda Shock, 609 Burnett Drive, Keller came forward. Ms. Shock explained what Showcase in the Square was and the event. Commissioner Parrish asked if this was ever going to become a show at Dragon Stadium. Ms. Shock explained that it will have to be approved by DCI and at this time it has not. Commission Kubiak asked if any of the surrounding high schools participated. Ms. Shock stated no due to UIL and summer schedules. Chairman Hudson opened and closed the public hearing.
