PROJECT: Variance to the Lighting Ordinance No. 693, Ball Field No. 9, Bicentennial
Park
EXECUTIVE
SUMMARY: The City of Southlake Community Services Department is requesting approval
of a variance to the Lighting Ordinance No. 693, as amended, as it pertains to
the lighting type, intensity of illumination at adjacent property lines and on -site
intensity of illumination for Field No. 9 at Bicentennial Park located between N.
White Chapel Boulevard and Shady Oaks Drive, north of 450 W. Southlake
Boulevard.
REQUEST
DETAILS: The City is replacing the older technology field lighting on Field No. 9 with new
technology lighting. It is estimated that the new lighting system will result in a
50% reduction in the spill -over and will improve the lighting quality on the field.
The new system also provides greater control managing the use and timing of
the lights, lessening the impacts on neighboring properties. The following
variances are requested
Variance to lighting type under the Lighting Ordinance No. 693-C,
Section 4: Permitted lighting types shall be high pressured sodium
lights or neutral or warm correlated color temperature Light Emitting
Diode LED lights. The proposed lighting type is metal halide.
Variance to the intensity of illumination at adjacent property
boundary under the Lighting Ordinance No. 693-C, Section 5: The
maximum intensity of illumination permitted at the residential property
line to the north shall not exceed 0.2 footcandles horizontal and 0.5
footcandles vertical. The estimated maximum intensity proposed is 3.94
footcandles horizontal and 5.33 footcandles vertical.
Variance to the intensity of illumination on the site under the
Lighting Ordinance No. 693-C, Section 5: The maximum outdoor
computed or measured illumination level on a property shall not exceed
20 footcandles outdoors at any point. The maximum being proposed is
61 footcandles.

HISTORY: - A Zoning Change and Concept Plan was approved by City Council
on February 15, 1994 under Planning Case ZA94-001.
- A Zoning Change and Site Plan was approved by City Council on
July 18, 2000 under Planning Case ZA00-064.
- A Revised Site Plan for shade structures built over spectator seating
was approved by City Council on June 5, 2001 under Planning Case
ZA01-052.
- A Revised Site Plan for improvements to the maintenance facility
and shade structures for the maintenance facility was approved by
City Council on September 4, 2001 under Planning Case ZA01-090.
- A Zoning Change and Site Plan to add 13.14 acres to the park
property and to construct a clock tower was approved by City
Council on March 5, 2002 under Planning Case ZA01-126.
- A Plat Revision for the park was approved by City Council on March
5, 2002 under Planning Case ZA01-137.
- A Revised Site Plan to construct a learning pavilion in the Liberty
Garden area of the park was approved by City Council on October 7,
2003 under Planning Case ZA03-067.
- A Zoning Change and Site Plan was approved by City Council on
November 18, 2008 to add approximately 7 acres to the park and
construct Phase I of the master planned park under Planning Case
ZA08-078. Variances were granting for new sports field lighting
included in this phase.
- A Site Plan to do improvements to Bicentennial Park surrounding the
historical Log Cabin was approved by City Council on April 7, 2009
under Planning Case ZA09-002.
- A Site Plan was approved by City Council on September 18, 2012

ones being requested with this request for the Miracle Field and

- The City Council approved the Site Plan for the Community
Recreation Center, Phase I June 3, 2014 (ZA14-062).
