Jeff Kennemer with Carillon, 2200 Ross Avenue, Dallas came forward. Mr. Kennemer explained the reason for the request. Chairman Hudson asked if there was a specific builder in mind. Mr. Kennemer stated that there were builders within Carillon that were approached by buyers requesting the roofs that are being requested. Commissioner Smith asked this was going to affect the windows and overall design. Mr. Kennemer stated that there will be no changes to the windows and overall design. Commissioner Springer envisions stucco. Mr. Kennemer stated no. Planning and Zoning Commission Meeting Minutes — January 22, 2015 Page 3 of 6 Commissioner Kubiak asked about composite shingle roof and the cost difference between that and the roof being requested. Mr. Kennemer stated that there would be a 40% difference. Commissioner Smith asked if minus the metal roof; the same house would be able to be built under the same guidelines. Mr. Kennemer showed pictures of the houses with the metal roofs. Commissioner Smith and Commissioner Kubiak asked for clarifications that the change only affects the roof. Mr. Kennermer stated that is correct. Chairman Hudson opened the public hearing. Greg Sanderford, 2109 Boulder Court came forward. The design is not an issue but the colors need to be approved ahead of time. Commissioner Smith asked Staff about what controls does the City have regarding the color of the roof. Chairman Hudson stated that the Architecture Committee and Development Regulations would assist in that. Dennis Killough added that City has no control over the color of the roof in residential districts. Angela Weisgarber, 811 Aberdeen Way came forward. The change only affects the roofing and not the overall design. Daniel Ferguson, 108 Rambling Trail, Weatherford, came forward. Commissioner Smith asked about the roofs being reflective. Mr. Ferguson gave an explanation about the pitch and finish of the roof and that based on that, the material is not reflective. Commissioner Springer asked what the standard roof pitch for Carillon. Mr. Kennemer stated that there is not a standard pitch. The pitch is based on the style of home. Denise Shirey, 1801 St. Phillip, located in Carillon. Ms. Shirey stated that when they moved in they were told that they had to build according to the regulations and is concerned that the changes will change the conformity of the plan. Chairman Hudson explained his position and believes that the metal roofs does change the architecture of Carillon, but is in favor of the request. Commissioner Parrish expressed that he believes that this is a step away from the concept that was approved and is not in favor of the change. Commissioner Smith and Commissioner Kubiak stated that the roof change is not that significant but the language and the architecture have people concerned and possibly confused. Commissioner Forman agrees with Commission Kubiak and Commissioner Smith. The language is confusing and could open it up for changes that are not being discussed or agreed upon. Commissioner Springer doesn't believe this is a good change for Carillon. Mr. Kennemer agreed to change the language and restrict the color and material. Commission discussed openly the concerns they had regarding language. Mr. Kennemer asked to table. Motion to table ZA15 -002 to the February 5, 2015 Regular Planning and Zoning Commission Meeting per the applicant's request.
