Deotte Inc. is requesting approval of a Plat Showing for Lots 19-21, J.G. Allen No. 18
Addition for the development of three (3) residential lots on 3.4 acres located 180 &
190 Jellico Circle. SPIN Neighborhood #11.
REQUEST: Deotte Inc. is requesting approval of a three lot Plat Showing to divide two (2) tracts of
land into three residential lots in conformance with the existing "SF-1A" Single Family
Residential District zoning on the property. The Tree Preservation Ordinance No. 585-
D requires the applicant to preserve 30% of the existing tree cover on site that covers
94% of the total area. The applicant is preserving approximately 34% of the existing
tree cover meeting the City's Tree Preservation Ordinance.
A three (3) lot Plat Showing was approved for this property on June 17, 2014. The plat
approved in June oriented the front of the lots onto W. Southlake Boulevard, with a
single common access drive along the back of the lots extending from Jellico Circle.
The purpose this plat is to re -orient the lots to front onto Jellico Circle. There are no
variances requested.

CURRENT ZONING: "SF-1A" Single Family Residential District
HISTORY: - The current zoning was adopted on these tracts with the adoption of the
Zoning Ordinance No. 480 and the official zoning map in 1989;
- A Zoning Change and Site Plan for "S-P-1" zoning with "CS" uses (ZA09-017)
was denied July 10, 2010;
- A one (1) lot Plat Showing (ZA09-018) was approved subject to the conditions
of the review summary dated 7-13-2009, was not recorded and has expired;
- A Comprehensive Plan amendment (CP11-001) and a Zoning Change and
Site Plan for "0-1" zoning (ZA11-037) was tabled indefinitely on February 21,
2012 and closed due to inactivity;
- A three (3) lot Plat Showing (ZA14-060) was approved on June 17, 2014 with
the lots oriented to front onto W. Southlake Boulevard, with a single common
access drive along the back of the lots extending from Jellico Circle.

Consolidated Future Land Use Plan
The properties are
designated as Low
Density Residential by the
Consolidated Future Land
Use Plan. The Low
Density Residential
category is defined as
being for detached single-
family residential
development at a net
density of one or fewer
dwelling units per acre.
Net density is the number
of dwelling units per net
acre, which excludes
acreage in all public
rights -of -way. Other suitable activities are those permitted in the Public Parks /
Open Space and Public / Semi -Public categories described previously. The
Low Density Residential category encourages the openness and rural
character of the City of Southlake. As proposed, the applicants request is
consistent with the Consolidated Future Land Use Plan.
Mobility Master Plan
The Master Thoroughfare Plan designates this portion of W. Southlake
Boulevard as an A6D 130-foot to 140-foot, 6-lane divided arterial and is
currently built to this designation.

The Master Pathways Plan shows an existing 8-foot sidewalk along W.
Southlake Boulevard. A sidewalk would be required to be installed along the
west side of Jellico Circle along the plat boundary. Although plats do not
generally show installation of sidewalks, a sidewalk will be required and any
necessary easements, if any, will need to be provided.
UTILITIES: Water: This site will be serviced by an existing 6-inch water line along Jellico
Circle.
Sewer: The site will be serviced by an existing 8-inch sanitary sewer line along
the west boundary of the plat.

1. Ensure the plotted scale of the plat is correct.
2. The following changes are needed with regard to easements:
a. Although the Subdivision Ordinance No. 483, as amended, requires a minimum 10 Utility Easement
along the north boundary of shown Lot 3 (Lot 21), staff recommends only providing easements where
needed to insure adequate extension of utilities and in a manner that maximizes tree preservation.
Provide easements for water, sewer and/or drainage in compliance with approved construction plans
and as required by franchise utilities.
Informational Comments
A 20' Type `L' Bufferyard (landscape strip) will be required to be planted and maintained through the
frontage the lot along W. Southlake Boulevard. The bufferyard plantings and irrigation must be
completed prior to final inspection and occupancy of the affected residence and must be maintained in
perpetuity. A minimum of 2 Canopy Trees, 3 Accent Trees and 10 Shrubs per 100 linear feet is
required. See Section 42 of the Zoning Ordinance No. 480 and the Landscape Ordinance No. 544 for
details.
A sidewalk must be installed along Jellico Circle per the City's Subdivision Ordinance No. 483, as
amended, under Article V: Street and Right -of -Way Requirements, Section 5.06 (Sidewalks). The
Master Pathways Plan shows an existing 8-foot sidewalk along W. Southlake Boulevard. A sidewalk
would be required to be installed along the west side of Jellico Circle along the plat boundary.
Although plats do not generally show installation of sidewalks, a sidewalk will be required and any
necessary easements, if any, will need to be provided.
It appears the tree coverage of this property is in the range of 80.1 % to 100% which requires that the
Tree Conservation Plan demonstrates that a minimum of 30% of the tree cover be preserved. The
plan should consider the quality of the trees proposed for preservation/removal and consider all
anticipated improvements to be constructed on the property.

A park dedication fee of $3000.00 per residential lot will be required with the execution of the
developer's agreement, if applicable, or with the issuance of a building permit.
A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor/Collector's Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
charge of $10 per account for this certificate. For more information contact the Assessor/Collector's
office at 817-884-1186.
Upon final approval, please submit a revised blueline "check print" prior to submitting blackline mylars
with original signatures.
Original signatures and seals will be required on one blackline mylar and one blackline paper copy
prior to filing the plat. The mylar and paper copies will not be accepted if any erasures or original ink,
other than signatures or seals, appear on the plat.
A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off -site sewer extensions, off -site drainage and utility easements and impact fees.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment
Control Ordinance No. 946, as amended.
