Price, P.E., Director of Public Works Subject: Approve Change Order No. 5 for the Water and Sanitary Sewer Relocation Project for FM 1938 in an amount not to exceed $280,000 with Wilson Contractor Services, LLC for the addition of a 12-inch water line in W. Bob Jones and an 8-inch water line connection from Lonesome Dove to Lake Drive along Burney Lane Action Requested: Approve Change Order No. 5 for the Water and Sanitary Sewer Relocation Project for FM 1938 in an amount not to exceed $280,000 with Wilson Contractor Services, LLC for the addition of a 12-inch water line in W. Bob Jones and an 8-inch water line connection from Lonesome Dove to Lake Drive along Burney Lane. Background Information: First and foremost, Change Order No. 5 adds two construction projects previously authorized and budgeted by the City Council to this existing contract. By adding these projects to the FM1938 utility construction contract, staff time is significantly reduced in the administration of getting the construction of these projects underway. In addition, the contractor for this contract has worked well with the city staff and has committed to holding the unit prices in the existing contract. The addition of these projects to this contract is within State Purchasing guidelines according to the City Attorney's Office. Change Order No. 5 reconciles the quantities of the City of Southlake portion of the Water and Sanitary Sewer Relocation Project for FM 1938 as of today. A small portion of the contract will remain open due to a small amount of utility work that will take place during the actual TxDOT roadway project. The elevation of proposed FM1938 will change significantly in the area of Kingswood Drive. It is more expeditious to complete this small portion of utility construction once the future grade of FM1938 has been lowered. The FM 1938 Phase II Roadway Expansion Project from FM 1709 to the Randol Mill Bend requires relocation of water and sanitary sewer. The Texas Department of Transportation (TxDOT) requires Pagel of 4 Item 4E public infrastructure owned by the cities be relocated from underneath the proposed FM 1938 pavement to the parkways. City Council awarded the construction contract to Wilson Contractor Services, LLC on August 20, 2013 in the amount of $1,845,378. Four (4) previous change orders have been approved which increased the contract amount to $1,938,808.35. The water and sanitary sewer relocation project was completed in December 2014 under budget. The remaining segment of water line within the city of Keller will be completed by Wilson Contractor Services, LLC in conjunction with TxDOT during the construction of the roadway. The two projects to be added to the contract are as follows: 8-inch Waterline Connector at Lake Dr./Burney Ln. and Palo Duro/Lonesome Dove Rd. — FY 2014 CIP Project (Tier 2) This project replaces an existing 2-inch waterline along Lonesome Dove with an 8-inch waterline up to Burney Lane to the east. This project also loops the water system with a connection to the existing 8-inch water line in Lake Drive to the west. This waterline was originally included in the Shady Oaks water and sanitary sewer project which is currently on hold. Wilson Contractor Services, LLC is agreeable to construct this segment of waterline for the city. Construction Cost: $148,643.76 12-inch Waterline along W. Bob Jones Rd. from TW King Rd. to N. White Chapel Blvd. — FY 2014 CIP Project This waterline is needed in order to loop the water system and provide fire protection to the properties along this section of roadway. The waterline will also provide opportunities for development since much of this land is currently vacant. Phase 1 of the 12-inch Waterline along Bob Jones was completed with Change Order No.1, approved by the City Manager in December 2013. This change order includes Phase 2 of the waterline which required additional right of way that has now been acquired. This water line will complete the connection to the existing 12-inch water line in North White Chapel Blvd. Construction Cost: $150,011.98 The water and sanitary sewer relocation project was completed below the budgeted amount. Staff has identified that these two additional projects can be included in the existing contract with Wilson because the total amount of the addition to the contract will Page 2 of 4 Item 4E remain below the 25% of original bid amount of $2,306,723 as set by State procurement laws. Financial Considerations: These projects are within the allocated amounts funded from the Capital Improvement Program Utility Fund. The budgeted amounts for the W. Bob Jones and the Burney Lane/Lonesome Dove Waterlines are $350,000 and $300,000, respectively. Strategic Link: Construction of the W. Bob Jones and the Burney Lane/Lonesome Dove Waterlines links to the city's strategy map relative to the focus areas of Infrastructure, Performance Management and Service Delivery by investing to provide and maintain high quality public assets and improve performance of delivery and operational processes. The Critical Business Outcome that is met by the construction of these improvements is C1305: Optimize resources through collaboration and partnerships to reduce costs and add service value.
