Drew Johnson gave the invocation. Mayor Terrell led the pledge of allegiance to the

Mayor Terrell recognized Senator -Elect Konni Burton who he met with just prior to this
Council meeting to discuss the City's legislative agenda. Council congratulated Senator -
Elect Burton on her recent election win.
Recognize the 10t" anniversary of the Carroll Medical Academy
Mayor Terrell recognized the Carroll Medical Academy (CMA) for its 10t" anniversary
and thanked the students, teachers, and parents for their attendance at tonight's
Council meeting.
Student President Chandler Groves and Vice President John Everett described the
CMA program and thanked Council for this recognition.
5. WATER SYSTEM UPDATE
Director of Public Works Bob Price reviewed current and future water system
components and capabilities; environmental conditions affecting the system; and
options and data related to alternatives. Director Price answered questions from
Council.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR
SESSION.

The Regular Session of the City Council was called to order by Mayor Terrell at 6.43
p.m.
2A. EXECUTIVE SESSION
Mayor Terrell announced that City Council would be going into Executive Session
pursuant to the Texas Government Code, Section 551.071, consultation with city
attorney, Section 551.072, deliberation regarding real property, Section 551.074,
deliberation regarding personnel matters, and Section 551.087, deliberation regarding
economic development negotiations. City Council adjourned for Executive Session at
6.43 p.m. Executive Session began at 6.59 p.m. and concluded at 7.41 p.m.

Mayor Terrell reconvened the meeting at 7.52 p.m. Mayor Terrell asked if any action
was necessary from Executive Session. There was no action necessary as a result of

Mayor Terrell briefly announced upcoming meetings and events.
3B. CITY MANAGER'S REPORT
3131. STRATEGIC PRIORITY UPDATE
City Manager Shana Yelverton announced that the White Chapel Boulevard bridge will
be reopened soon, ahead of schedule. She thanked the public for their patience and the
Public Works Department staff for their diligence on the project. Also, Ms. Yelverton
announced that Police Services recently earned their reaccreditation and that Fire
Services is currently going through their reaccreditation process. She wanted to publicly
thank Fire Chief Mike Starr and Police Chief Steve Mylett for participation in the
reaccreditation process.

the speed limit is set correctly.

A motion was made to approve Ordinance No. 480-688 (ZA14-135), 2nd Reading,
Zoning Change and Concept Plan for 400 W. Highland Street subject to Concept Plan
Review Summary No. 3, dated November 24, 2014 and Staff Report dated December
29, 2014 granting the variance request for the driveway and noting that while the "SF-
30" zoning request is being granted, the Council is retaining Low Density Residential
use on this property and this is for a single home to be moved to this lot.

opposition on behalf of adjacent landowners, Greg and Trilby Kuelbs.
Council discussed with Mr. Deotte some needed considerations before bringing this
item back on second reading.
A motion was made to approve Ordinance No. 480-684 (ZA14-120), 1st Reading,
Zoning Change and Site Plan for White Line Self Storage approving the variance for
driveway stacking depth.

Mayor Terrell announced that City Council would be going into Executive Session
pursuant to the Texas Government Code, Section 551.074, deliberation regarding
personnel matters. City Council adjourned for Executive Session at 12:09 a.m.
Executive Session began at 12:15 a.m. and concluded at 12:51 a.m.
Mayor Terrell reconvened the meeting at 12:52 a.m. Mayor Terrell asked if any action
was necessary from Executive Session.
A motion was made to approve a contract with Shana Yelverton for City Manager with
an increase of 4.32% effective January 1, 2015 and extending the contract two years.
