We are unable to attend tonight's meeting but would like to voice our opposition to this development. We are residents of Estes Park and believe that this new development is unnecessary and will negatively affect our community. We believe the current Kroger location is more than adequate and there is no need for a "new" development. We feel that the Kroger corporation is reacting to other new supermarkets that are slated to open shortly. We do not believe that the current location will suffer any loss of business with new competitors opening and are concerned for the other shops in Village Center. The last thing Southlake needs is an empty complex. The Kroger is currently the anchor of Village Center and I believe Kroger shoppers are loyal and will continue to shop at Kroger no matter what other competitors come to Southlake. A new development will only anger the community and cause patrons to shop elsewhere. Developing a larger Kroger will not bring new business to the store in our opinion. If Kroger is insisting on building a new store, they need to look for another location that is not this close in proximity to neighborhood homes. We are concerned with the excessive traffic that will be generated and the potential for home values decreasing. Southlake does not need a new Kroger! Kroger is currently in a prime location for Southlake and should consider revamping the present complex. This proposed development is not good business and is harmful to Southlake! What worked in Keller /Fort Worth will not work here! We chose to reside in Southlake due to its high standards. Please do not let money driven developers dictate what Southlake needs but let the residents have an input about what we feel is best for our community and preserving our way of life. Please vote against this development and preserve what all of us have worked so hard to build, a community dedicated to excellence. This is the wrong development to go in the midst of high end home developments and it not the type of development that should serve as the Western Gateway to our great city. This note is long, but wanted to make sure you knew some of the facts from the homeowners' side as we've tried to work with the developer. As you know, this is essentially the same development that was withdrawn by the NewQuest developer in November 2103 due to overwhelming opposition from the surrounding community and the P &Z. When Cencor picked up the development earlier this year, a group of surrounding homeowners attempted to work with the developer beginning in May in order to help shape the development into something that fit well into the surrounding neighborhoods. By late August we realized Kroger had no intention of moving away from a large big box store (at that point 114,000 sq. ft.) so we declined to meet further. The developer then proceeded to try to garner public support. Their PR firm set up shop on Sunday morning (10/5/2014) in the Southlake Kroger with misleading fliers (copy attached) that indicated the Southlake Planners' office wanted citizens to show their support for a new Kroger and asked shoppers to sign a petition. (Believe Southlake's hands were tied to stop this effort because they didn't actually use any official Southlake logos /insignias /letterhead. ) The development was first brought to P &Z on November 6th. The tally of citizen input at that meeting showed that of the forms actually tumed in by citizens there were 309 opposed and 6 in favor. Of note was the petition tumed in by the developer saying 244 Southlake citizens were in favor of the development (same petition collected on 10/5/14). Of interest, once we saw the actual Kroger petition and deleted the invalid signatures (non - Southlake residents, multiple from same address, illegible) that number is closer to 145. However, what is of even more interest is that as a sample of folks on the list were called to see if they had all the facts, 5 out of 7 said absolutely not, they felt pressured to sign and didn't clearly understand what they were signing. Most indicated they thought the petition was to upgrade the existing Kroger. At the November 20 P &Z, over 100 citizens registered their opposition and there were a large number of citizens there in opposition until the early moming hours and many spoke regarding their concerns. There was not one citizen who spoke in favor of the development. Of note, the homeowners who oppose this development live throughout Southlake; this is not just a "North Side" issue. In summary, what defines us as humans and as a City are our Core Values. Southlake's stated values are: Integrity, Innovation, Accountability, Commitment to Excellence, & Teamwork. Kroger has exhibited none of these core values. Integrity: misleading flier, misleading descriptions of store (e.g., "Quaint" @ 103,000 sq. ft.) Innovation: Typical Big Box with Concrete Jungle Accountability: Little clarity, not sure of contents, other tenants, etc. Commitment to Excellence: Doing bare minimum to meet 17 year old zoning Teamwork: Concerns of homeowners met a deaf ear; condescending use of intimidation and threats Thank you for taking the time to read our concems. When we moved from New Jersey, we looked in the surrounding areas for a home including Colleyville and Keller. Many things factored in our decision to purchase a home in Southlake like the school systems and proximity to our jobs. However, one of the big deciding factors was Southlake's city planning. In looking at Colleyville and Keller, it just seemed that they had little vision for their city and what they wanted their city to be. Everywhere you turned there were strip malls and older abandoned strip malls. Southlake, on the other hand, had a vision. It seemed the city leadership wanted to build a tax base and provide conveniences for its residents, but do it in a way that allowed Southlake to maintain its small town feel and landscape that set it apart from the surrounding areas. That approach seemed to hold true for our first few years here. For instance, there was great scrutiny around the building of Central Market and its surrounding shops and although traffic increased, it was still manageable. I remember bragging to people about how wonderful the area was and with the sidewalks on 1709, it was possible to ride our bikes to the store. Over the last few years however, I feel like the P &Z and Council leadership of this town have lost that vision and have allowed construction of "strip mall" centers all along 1709 without much thought to the impact to the feel of our city or the traffic. The new trend seems to have double, triple or even quadruple of the same type of stores. There are two Jersey Mikes, two Mattress Firms, countless Starbucks and grocery stores. We have a Sprouts, Walmart Grocery store, Tom Thumb, Central Market, soon to be Trader Joes & the Fresh Market not to mention a recently renovated Signature Kroger. Any of these stores are easily reachable from the North or South sides of town. So why do we need a NEW Kroger? How does another big box, non - descript store fit into the vision of Southlake? It doesn't fit with the look and the feel of our city and in fact it takes away a beautiful grove of trees and landscape that made this city so special to us. If you are looking to add to the tax base, why doesn't the city look to do something with longer term benefit like trying to draw in other businesses outside of retail and healthcare? What about creating a favorable environment for startups? Bottom line, we have enough retail and enough healthcare outlets to more than serve our city and the surrounding areas. If Kroger wants to build a "marketplace" let them do it further west on 114 in Trophy Club or Roanoke. My family doesn't want it in our city. A year or so ago, my husband and I planned on retiring in Southlake and keeping our family roots here. However, at this point, we are very concerned about the future of this city. The increasing traffic and out of check building will forever change this city with a small town feel. I no longer brag about our ability to ride our bikes to the store because even with the sidewalks, crossing the streets with the increased traffic doesn't seem to be as safe or appealing. However, nowhere inside the store did I see any indication of a poster, or diagram or any information at all showing the new, proposed Kroger site plan and /or location, as Ms. Dodd indicated was there that day; she made this assertion during the last PZ commission meeting on 11/20/14. As I left the store a few minutes later, the woman was still OUTSIDE of the far Kroger entrance, with clipboard in hand. NO posters or diagrams were evident. I wanted to express my opposition to the Super Kroger development. I have been opposed to this development since the original, previous plan was presented about 1 year ago. In that original plan, the Super Kroger development is pretty much identical to what is currently being proposed despite all the homeowners comments and concerns over the past year. But the original plan also included plans for the large piece of land next to this Kroger development — the land that would be between Kirkwood Blvd and White Chapel. And that original plan showed another Large Department store, several Junior Anchor stores, other retail buildings and another massive parking lot. In fact, this other large department store (rumored at the time destined to become a Belk department store) would have literally been several hundred feet from my home in the Brentwood neighborhood. But now Kroger along with lawyers and a new developer are `hiding the football" on their plans for this other large piece of land. If this Super Kroger development gets approved, it will set the precedent for all future development of the adjacent land (e.g. the large piece of land mentioned above and all the adjacent land to the South): • This Super Kroger alone with an additional 10,000 vehicle trips per day will push our surrounding roads and traffic past the breaking point. Will there be any road capacity left for the future development of adjacent land (not to mention development at Carillon)? How much worse will it get once the surrounding land gets developed? • How will the precedent of this Super Kroger set the tone for whoever or whatever will develop the adjacent land next to this massive eyesore in the future? What developments will follow and what developments will be scared away? I also wanted to mention the roundabout at White Chapel and Dove. We go past there every day taking my sons to & from Walnut Grove Elementary School, to Bob Jones park to play soccer, to NorthPark to play flag football and for the annual Easter Egg hunt. The other sculpture is of a Father with his daughter holding fishing poles. These two sculptures go beyond words and exemplify what this part of Southlake `IS currently and what it's 'MEANT TO BE'. If you allow this development to go forward, you might as well move these beautiful sculptures to whatever part of Southlake family values and a family way of life are still cherished and can be protected by the city. I am sure Kroger would be thrilled with this idea, as they would then be able to put some Kroger signage in its place advertising their daily special on some 'upscale' seafood and a 12 pack of 'upscale' beer. This massive Super Kroger (which I believe is larger than Phase 1 and 2 of the Marq combined) is totally wrong for this land so close to our homes, our parks, our schools and our children.
