PROJECT: Sign Variance for The Garden District at Southlake Town Square sales center
EXECUTIVE
SUMMARY: Cooper & Stebbins, on behalf of the owner Brownstones at Town Square, L.P., is
seeking approval of a sign variance to the Sign Ordinance No. 704-F to allow two
(2) off -site sales center signs and one (1) off -site directional sandwich board sign.
The purpose of the proposed signage is to provide direction to the existing
temporary sales office located at 351 Central Avenue, Southlake, Texas. The
applicant is requesting an approval period of one (1) year.
REQUEST
DETAILS: Sign Ordinance 704-F allows for temporary development signs without requiring a
permit if the sign meets the ordinance criteria. The applicant is requesting two (2)
signs that serve as development and directional signage for the Garden District
sales office: One (1) one-sided sign at the southeast corner of Central Avenue and
E. SH 114 frontage road which is an existing sign that is being relocated and One
(1) V-shaped sign at the northwest corner of Central Avenue and E. Southlake
Blvd. Both signs meet the ordinance criteria for maximum height and area.
Sandwich board signs require a permit and are allowed one (1) per lease space.
The proposed sandwich board sign as presented by the applicant will serve as a
directional sign for the Garden District sales office and will be located off -site at the
northeast corner of Central Avenue and Main Street. The applicant's request
states the sandwich board sign will be removed when the sales office is not open
for business.

BACKGROUND INFORMATION

OWNER: Brownstones at Town Square, L.P.
PROPERTY SITUATION: The Garden District sales office is located at 351 Central Avenue. The
proposed development signs are located at 1651 E. SH 114 frontage road
and 141 Grand Avenue. The sandwich board sign will be located at 1500
Main Street.
HISTORY: November 19, 2013, City Council approved a concept plan for the Garden
District (ZA13-011), and specific use permits for Brownstones Phase `C'
(ZA13-053) and Residences (ZA13-054).
April 1, 2014, City Council approved a specific use permit for a temporary
sales facility for the Garden District development (ZA14-011).

Sign Variance Application
Demonstration
That a literal enforcement of the sign regulation will create an unnecessary hardship or practical
difficulty on the applicant.
We're getting a lot of traffic to the Brownstone Sales Trailer, including many who could not
initially find it. To mitigate unnecessary traffic around Town Square, we've proposed: (1)
relocating the existing project sign from the Sales Center property to other property we own
at the intersection of Central Avenue and the Highway 114 frontage road, where it will be
more visible to traffic coming in from the north; (2) adding a new project sign to the south
along FM 1709 and Central Avenue, directing people to the Sales Center; and (3) adding a
sandwich board sign on the sidewalk at Main Street and Central Avenue. These signs
would be limited in duration to 1 year or less as provided for Development/Construction
signs in Section 5.4 of the Sign Ordinance. In addition, the sandwich board sign would be
removed from the street when the Sales Center is not open for business.
2. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected
property and is not self-imposed.
The Garden District does not have frontage on either Highway 114 or FM 1709, which is
where most of the traffic comes in from. The purpose of this application is to strengthen
wayfinding to this interior location at the base of the Garden District residential community.
3. That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
The sign program proposed herein is compatible with Town Square and the use of adjacent
properties.
4. That the variance will be in harmony with the spirit and purpose of the sign ordinance.

of signage in the City and within Southlake Town Square.
