Price, P.E., Director of Public Works Subject: Authorize City Manager to execute a contract for the installation of a temporary traffic signal at N. White Chapel Blvd. and Highland St. to the Successful Bidder in an amount not to exceed $115,000. Action Requested: Authorize City Manager to execute a contract for the installation of a temporary traffic signal at N. White Chapel Blvd. and Highland St. to the Successful Bidder in an amount not to exceed $115,000. Background Information: The purpose of this item is to expedite the installation of a temporary traffic signal at North White Chapel Boulevard and Highland Street. In an effort to ease peak traffic congestion at this intersection, a temporary traffic signal will be installed until the planned dual lane roundabout is constructed and in operation with the North White Chapel Blvd. widening project. The bid opening will held December 2, 2014. The design engineer's opinion of probable construction cost (OPCC) is $95,000. Staff is requesting a not to exceed amount of $115,000 to cover any contingencies. This request is for approval by the City Council to authorize the City Manager to execute the construction contract with the Successful Bidder for installation of the temporary signal in early 2015. No more than three (3) bids are expected to be submitted for this project. The Successful Bidder will be the lowest qualified bidder based on pricing and references. Financial Considerations: The recommended contract award is an amount not to exceed $115,000. Funds are available in the City Council approved budget for the North White Chapel widening projects. Strategic Link: The installation of a temporary traffic signal at the intersection of N. White Chapel Boulevard and Highland Street links to the city's strategy map relative to focus areas of Infrastructure and Mobility. The project will serve our customers by achieving the highest standards of safety and security. It provides travel convenience within the City and region. The specific corporate objectives that are met by this construction project are to invest to provide and maintain high quality public assets. Citizen Input/ Board Review: N/A Legal Review: This is the standard form of agreement for construction services that has been previously reviewed by the City Attorney. Alternatives: The Council may authorize the City Manager to execute the construction contract with the Successful Bidder or have the contract brought back to Council and awarded by Council on the next available agenda.
