STAFF PRESENT: Assistant City Manager /Acting Board Secretary Ben Thatcher, Fire Chief Mike Starr, Police Chief Steve Mylett, Chief Financial Officer /Board Treasurer Sharen Jackson, Police Administrative Assistant Diana Green. 1. CALL TO ORDER: President Mundlin called the meeting of the Crime Control and Prevention District Board to order at 6:33 p.m. 2. PUBLIC FORUM: (This is the Public's opportunity to address the board about non- agenda items. During this proceeding, the Board will not discuss, consider or take action on any items presented. We respectfully ask that anyone stepping forward to speak during Public Forum to limit remarks to three minutes or less.) President Mundlin opened the public forum and asked for anyone wishing to speak to come forward. There being no one wishing to speak, public forum was closed. CONSENT AGENDA: All items listed below are considered to be routine by the Southlake Crime Control and Prevention District Board and will be enacted with one motion. There will be no separate discussion of items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. 3. Consent: 3A. APPROVAL OF THE MINUTES FROM THE FEBRUARY 11, 2014 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING. CRIME CONTROL AND PREVENTION DISTRICT FISCAL YEAR 2013 ANNUAL REPORT. The Board was informed that items were added and/or corrected per their request. There was no discussion so a motion was made to approve the Crime Control and Prevention District fiscal Year 2013 Annual Report. DISCUSSION: 5A. 2013 CITIZEN SURVEY PRESENTATION Comments were made about volunteerism and the Volunteer Appreciation Event held April 7, 2014. A book and cup were presented to the Board Members in appreciation for their service as volunteers. Assistant City Manager /Acting Board Secretary Ben Thatcher presented Item 5A. Power Point handout was made available to the Board Members. Ben Thatcher advised that a survey is taken every two years, usually in October. It is intended to get the perspective of City residents on how they think the city employees are doing. An explanation about the research structure of the citizen survey and how it applies to City plans and budgets was given. The most recent survey was conducted in October 2013. Nine out of ten people who participated in the survey liked what they see going on within the City. Discussion took place about the percentage of respondents in certain sections of the City. The Board was advised that they can view the results of the last few surveys on the City's website. An explanation of the rating scale was given. The scoring of some City services was discussed. No City service decreased in the Citizen Survey; however, traffic congestion was rated low. Discussion of traffic concerns took place. Statistically, citizens who participated in the survey feel the City is meeting their needs. There are five services with the most dissatisfaction. • Managing Growth & Development • Managing Traffic Congestion • Provide Pedestrian Pathways Discussion took place in reference to sidewalk satisfaction and areas of the City that need sidewalks. A Board Member suggested that there is probably a greater need for sidewalks North of Hwy 114 which may account for the percentage of dissatisfaction. Ben Thatcher will research and follow up with information on this issue. • Solid Waste & Recycling Service • Customer Service • The comment was made that there is room for improvement, especially on follow up. • 2013 Gap Issues Gap is defined as the difference between the service rating and the percentage of Citizen satisfaction. In 2013, there were 3 Gap issues, and only two remained on the list from the 2011 survey. The Board was informed that a rating below 25 percent is good. A call for questions concerning the Citizen Survey was made. Discussion took place. Assistant City Manager Ben Thatcher addressed questions from the Board. 5B. COMMUNITY RECREATION CENTER UPDATE: LOCAL OPTION SALES TAX DISCUSSION The Board Members wanted to know how this project would impact the Crime Control and Prevention District. An explanation was given that explained the City Council's desire to fund this project with voter approval of a reallocation of a portion of the sales tax rate currently used by the voter approval of a reallocation of a portion of the sales tax rate currently used by the CCPD. It is the desire of the City Council to make renovations /updates without increasing taxes. Assistant City Manager Ben Thatcher presented Item 5B. A Power Point presentation was made with handouts made available to the Board Members. It is the Council's desire to have a new Community Recreation Center without having to raise taxes. The Recreation Center is intended to sit on the Southwest corner of Bicentennial Park. Staff is recommending phasing the construction. Recommendations made: CRC Project • $46.5 million • 105,000sq. ft. • Phased Construction • Phase 1 • Cash funded • Sr. Center, Banquet Hall, Community Meeting Rooms & Amphitheater • Groundbreaking Aug /Sept 2014 • Grand Opening Nov /Dec 2015 • Phase 2 • Debt funded • Gymnasium, Jog/Walk Track, Fitness Performance Training, Indoor Playground, Aquatics, Classrooms & Party Rooms • Groundbreaking Sept 2016 — contingent on sales tax election • Grand Opening Early 2018 This scenario would depend on a reallocation of the CCPD sales tax which would require voter approval. Texas Local Sales and Use Taxes • Texas state sales tax rate = 6.25% • Cities may impose additional 2% sales tax • Total maximum combined rate = 8.25% City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes of the April 8, 2014 Crime Control and Prevention District Board Meeting Page 5 of 8 • Southlake uses 2% allowance • All local sales taxes require voter approval Local Option Sales Tax Possibilities — 1/8% or %% Current Southlake Sales Tax Distribution of 1% of General Fund, %% Crime Control & Prevention District and %% Southlake Parks Development Corporation. Proposed Sales Tax Distribution = 1/8% Crime Control & Prevention; 3/8% Recommended Type A; and Y Southlake Parks Development Corporation. The SRO program needs 1/8% to continue in operation. Now that the North facility has been completed the 1/8% would allow for the payment of the debt requirement as well as fund the SRO program in its expanded format. Staff Recommendation: ED Sales tax Type A (Economic Development Sales tax allocated to fund economic type developments, create jobs, infrastructure for job development and economic incentives) • Provides great flexibility for City of Southlake Uses: create primary jobs; job training classes, targeted infrastructure, etc. • Type B projects are also allowed with voter approval • Managed by development corporation • Chapters 501 -505, Local Gov't Code • Election in May 2015 Example Proposition Language • Decrease CCPD tax to 1/8% • Adopt a Type A sales tax at 3/8% o Specifically for building and operating a community recreational center o Promotion and development of new and expanded business enterprises. Discussion took place. Assistant City Manager Ben Thatcher addressed questions from the Board. Deputy Mayor Pro -Temp Pamela Muller entered and was recognized. 5C. REVIEW 2013 RED LIGHT CAMERA REPORT Police Chief Steve Mylett presented Item 5C. The purpose of the Red Light Cameras is to try to reduce side impact accidents. There are currently five intersections where are cameras are located; 1709 and Pearson, 1709 and Carroll, 1709 and Kimball, 1709 and Davis and 1709 and Peytonville. In 2013 Red Light Cameras captured almost 41 thousand violations. Over half of those violations were rejected leaving a total of 19 thousand notices of violation sent out to violators. Finance Director Sharon Jackson gave a financial summary of receipts collected from Red Light Camera violations. Total collected & recorded for FY2013 $1.2 million City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes of the April 8, 2014 Crime Control and Prevention District Board Meeting Page 6 of 8 Cost paid to the contractor for expenses $573,000 Miscellaneous charges (online credit card charges) $55,000 City of Southlake program expenses $71,661 Net revenue $521,000 Net revenue is split 50/50 with the State; so, in 2013 $260,000 was paid to the State. Chief Mylett presented the guidelines for violations stating that the type of violation determines the amount of money that stays with the City. On average thirty -five to fifty percent of fees stay within the City. Chief Mylett explained that a Red Light Camera violation is a violation and not a traffic citation. It does not go against a person's driving record; it is an administrative process. The Board requested statistical data on citation reporting. It was explained to the Board that citation reporting was very different in the past so it is hard to compare statistics prior to the installation of red Tight cameras. Discussion took place. Police Chief Mylett addressed questions from the Board. Action item: Chief to get figures of the number of written traffic violations before and after installation of cameras. 5D. DPS WEST REMODEL UPDATE Fire Chief Mike Starr presented Item 5D. Chief Starr gave a summary of what is going on with the West facility remodel. He advised that determination is still pending as to why the facility is cracking. He advised that a plumber has been called out to evaluate why there is water retention in and around the building. Determination needs to be made as to what is causing the foundation to shift. This issue needs to be resolved before moving ahead with any remodeling. Discussion took place. Chief Starr addressed questions from the Board. 5E. DPS NORTH FINAL BUDGET Chief Financial Officer /Board Treasurer Sharen Jackson addressed Item 5E. Summary as of March 2014 estimated final project cost is $16,232,115. Ms. Jackson addressed questions from the Board. 5F. UPDATE ON CRIME CONTROL AND PREVENTION SALES TAX Chief Financial Officer/ Board Treasurer Sharen Jackson presented Item 5F. Ms. Jackson stated that year to date $2.1 million in sales tax revenue has been collected, which is 15% above last year's actual numbers from the same time period. Ms. Jackson addressed questions from the Board. 5G. UPDATE ON SRO PROGAM Police Chief Steve Mylett presented Item 5G. Chief Mylett presented an update of the expanded School Resource Officer (SRO) program. The community and the school district continue to embrace the new officers. Chief Mylett noted that Sgt. John Stokes was selected to supervise the SRO program. Chief Mylett also advised that there are two vacant SRO positions and that the department is working to fill those vacancies. One SRO candidate is in the hiring process and another candidate is in the background investigation phase. Chief Mylett addressed questions from the board. A call for any addition business was made. It was announced that the next CCPD meeting is scheduled for August 12, 2014. 6. ADJOURNMENT A motion was made to adjourn the April 8, 2014 CCPD Board meeting.
