Requested: Approve funding for the upgrade to the SCADA water control
system in the amount of $78,000
Background
Information: As a part of the fiscal year 2015 budget process, Council approved
the purchase of hardware and software to upgrade the Supervisory
Control and Data Acquisition (SCADA) system which monitors and
provides automation of the water and sewer systems. This
purchase will provide a new server and two work stations which
provide remote backup in case of failure of the main server or
communication failure. One remote work station will be located at
each of the two Southlake pump stations. This funding will also
replace the 2006 version of Wonderware, the automation software
necessary to run the SCADA system.
The City's Information Technology Division will provide the
computer hardware and work with Prime Controls to implement the
upgrade. The project budget is $78,000 as shown in the following
table:

Financial
Considerations: Funding for this contract is provided in the 2015 operating budget
for the Water Division of Public Works.
Strategic Link: The SCADA system upgrade links to the city's strategy map relative
to the focus area of Infrastructure. The specific corporate objective
that is met by this project is to provide and maintain high quality
public assets.

Prime Controls is pleased to offer this quote to upgrade the city's existing Wonderware machines
to the latest version of Intouch.
The offering is complete with the exception of those items specifically excluded
within the "Exclusion" section of this proposal.
Major products and services to be provided by Prime Controls are as follows:
- (lot) Software Procurement, Wonderware Intouch 2014.
- Software/license installation onto PS#1 HMI Machine.
- Software/license installation onto PS#2 HMI Machine.
- Software/license installation onto main SCADA Server at City Hall.
- Startup/checkout services on newly upgraded HMI computers/server.
PROPOSAL E CLUSIONS
The following items are not included in our pricing and shall be the responsibility of others:
1. Furnishing/configuration of HMI computers to be provided by City of Southlake IT
Department.
2. Any and all network connectivity issues to be resolved by City of Southlake IT
Department.
PROPOSAL CLARIFICATIONS
1. Bonding and sales tax are not included in this proposal.
2. Invoicing shall be progressive based on the project completion: Payment terms are net
30 days. No retention
3. Pricing shall be valid for sixty (60) days only from proposal date.
4. The below pricing is to upgrade all City of Southlake WW machines/servers to the
latest/greatest version of Intouch this does not include the procurement of servers
and desktop computers, mentioned products are to be provided by City of
Southlake IT department.
