Item 4JItem 4J CITY OF SOUTHLAK- MEMORANDUM October 15, 2014 To: Shana Yelverton, City Manager From: Lori Payne, City Secretary Subject: Resolution No. 14-041, Appoint members to various positions on the Crime Control and Prevention District Board, Library Board, Metroport Teen Court, Senior Advisory Commission, and Southlake Arts Council. Action Requested: Appoint members to various boards, commissions and committees. Background Information: Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two-year term, unless indicated otherwise. Appointed members shall be citizens of Southlake and registered voters. Members of the public indicate their interest to volunteer by submitting a completed application to the City Secretary's Office. Applications are available on the City's website and from the City Secretary's Office. On May 15, 2012 Council discussed the current appointment process for boards, commissions and committees. At this meeting, Council directed staff to implement bi-annual appointments to ease the process for Council, staff and applicants. At the direction of Council, staff prepared a schedule which allows Council the opportunity to review applications, interview applicants and appoint members in the months of June and October. In preparation for the October appointments, the City Secretary's Office sent an e-mail to existing board members to determine if they are interested in being reappointed to their respective board or if they have an interest to be considered for another board, commission or committee. Staff also reached out to the public by utilizing the "Notify Me" module on the City's website that allows the public to sign up for alerts regarding vacancies and bi-annual appointments. We publicized appointments with MySouthlakeNews.com and an article was also included in the Southlake Volunteer newsletter that was emailed to over 2,100 subscribers. In preparation for the appointments, Council received a binder that included applications filed with the City Secretary's Office for the above mentioned boards. Council has been presented with an outline of each board that detailed the current membership, terms expiring in 2014, existing members who expressed an interest to be reappointed, and applications on file with the City. Staff scheduled two separate meetings for Council - September 23 to review applications and October 14 to interview new applicants. Applications received after the deadline were also forwarded to Council if the applicant expressed an interest in serving on one of the above - identified boards. Tonight's item is the remaining action required by Council to complete their October appointments for 2014. Whereas, the City Council appoints members of the public to various boards, commissions and committees to serve a two-year term, unless indicated otherwise; and, Whereas, each appointee shall be a citizen of Southlake and be registered voters; and, Whereas, the membership and qualifications for each board, commission and committee are identified by City Charter, ordinance, or resolution; and, Whereas, Council will begin bi-annual appointments for Council -appointed boards; and, Whereas, Council desires to appoint members to various positions on the following boards: • Crime Control and Prevention District • Library Board • Metroport Teen Court • Senior Advisory Commission • Southlake Arts Council THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2.
