SPIN Neighborhood # 4. Lorrie Fletcher, Planner I presented ZA14 -110. Michael Wright with M.J. Wright and Associates, Inc. located at 8233 Mid Cities Blvd. in North Richland Hills came forward. Chairman Hudson asked why the proposed changes. Mr. Wright stated that an increase in floor area is needed which also includes changes to the outside elevations and additional parking. Commissioner Parrish asked about the parking and the carport columns. Mr. Wright stated the applicant would comply with the regulations regarding the column material from stucco to stone and to include the arch to match the building architectural design. Mr. Garza explained that the only additional square footage would be the projected entries. Commissioner Parrish asked about the opposition response from Nustar. Mr. Garza stated they would contact Nustar in regards to their opposition. Chairman Hudson opened and closed the public hearing. Motion to approve ZA14 -116 subject to Site Plan Review Summary No. 2 and Staff Report dated October 3, 2014 and noting the applicant's willingness to reach out to Nustar Energy to address their concerns with respect to any landscaping or any vegetation that might be placed in the utility easement on the east side of the property. Kimball Avenue, Southlake, Texas. Current Zoning: I- 1 - Industrial. SPIN Neighborhood #8. Daniel Cortez, Principal Planner presented Ordinance No. 480 -QQQQ, ZA14 -126 and ZA14 -115 together. Dan Anderson, 5815 Elderwood Drive in Dallas came forward. Mr. Anderson explained the location and flow for the cisterns. Commissioner Kubiak asked if the applicant was looking for a specific LEED goal? Mr. Anderson stated no. Commissioner Forman asked about the metal design. Mr. Anderson stated that the metal panels are located above the windows and door entries. Commissioner Forman asked Mr. Anderson to explain how the pipes work along the buildings. Mr. Anderson gave a brief explanation of how the pipes work with the cisterns. Commissioner Forman asked about additional stone work. Mr. Anderson stated that additional stone could be added if necessary. Chairman Hudson is in favor of the idea but would like additional information. Commissioner Smith stated to staff that the language gives the Commission greater leeway to consider each and every request individually. Dennis Killough agreed.
