R. Eaves No. 500 Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 2000 W. Southlake Blvd., Southlake, Texas. Current Zoning is "C-2" Local Retail Commercial District. SPIN Neighborhood #6. DETAILS: Schlotzsky's is requesting approval of a Site Plan to modify the exterior facades of the existing restaurant located at 2000 W. Southlake Blvd. A summary of the proposed changes is below and in the project narrative included in Attachment C of this report. • Stucco over the existing brick on the front and side elevations; • Paint the existing brick on the rear elevation to match proposed stucco; • Add natural stone to the front and side elevations; • Replace the green shingles on the mansard roof with a charcoal color standing seam roof; • Paint the brick on the trash receptacle enclosure to match stucco and add solid metal gate to the front to match the charcoal color roof; • Paint the existing fence. Eaves No. 500 Addition CURRENT ZONING: "C-2" Local Retail Commercial District HISTORY: - The property was annexed into the City in 1957 and given the "AG" Agricultural Zoning District designation. - The property was given the "C-2" Local Retail Commercial District zoning designation with adoption of Zoning Ordinance N. 480 in 1989. - A Site Plan (ZA95-094) for Schlotzsky's was approved by City Council on October 3, 1995 with the following stipulations: deleting the additional rear setback, permitting parking within the required bufferyard along F.M. 1709 and permitting a reduction of that bufferyard from 20' to 10' as required by the corridor overlay zone. Council also deleted the 50' minimum driveway throat depth required by the Driveway Ordinance. - A Plat Showing (ZA95-070) for Lots 1, 2 and 3, W .R. Eaves Addition, was approved by City Council on October 3, 1995 and filed April 30, 1996. - A Revised Site Plan (ZA96-004) for Schlotzsky's was approved by City Council on March 5, 1996. The following changes were approved at that time: a reduction in the size of the building from 2,700 square feet to 2,189 square feet, relocation of the main entrance and changes in the front articulation and a change in the roof design and roof material from metal to composition shingles. - A Plat Showing for Lots 1, 2 and 3, W .R. Eaves Addition, was approved by City Council on October 3, 1995 and filed April 30, 1996. CITIZEN INPUT: A SPIN meeting was held on August 26, 2014 for the proposed changes to the exterior facades of the building. A SPIN Report is included in Attachment C of this report. PATHWAYS MASTER PLAN: An eight (8) foot multi -use trail is existing along W. Southlake Blvd. as is shown in the 2030 Pathways Master Plan. TREE PRESERVATION: No trees will be affected with the proposed changes. PLANNING AND ZONING COMMISSION ACTION: September 18, 2014; Approved (7-0) subject to Revised Site Plan Review Summary No. 2 and the staff report dated September 18, 2014 and noting the applicant's agreement to use natural stone and stucco across the entire south, east and west elevations as presented in the renderings and noting Case No. Attachment A ZA14-098 Page 1 the applicant's willingness to address the dumpster issues and to provide renderings to City Council and noting the applicant's willingness to address landscaping issues and the back fence and to paint that fence instead of having it stained.
