6. Consider: Ordinance No. 480-673, (ZA14-073) Zoning Change and
Development Plan for Westwyck Hills Phase III on property being described
as Tracts 1E2, 1G, 1G1, 1G2, 1G3, 1G4, and 1G5 of the John Heirs Childress

Richard Schell, Principal Planner presented ZA14 -097.
Dan Miller with Solar City at 10430 Shady Trail, Dallas came forward to answer any
questions.
Commissioner Parrish asked about the square footage of the house and what
percentage of the house use will be captured by the panels.

Mr. Miller was not able to answer the questions.
Commissioner Parrish stated his concern that the amount of panels is excessive and is
not aesthetically pleasing within the neighborhood and is very visible to the surrounding
neighbors.
Commissioner Smith expressed that she would like more information regarding the
panels and the savings along with better and more recent photos. Commissioner Smith
continued to state that she is in favor of solar panels but would like more information.
Mr. Miller stated that additional photos can be taken.
Commissioner Smith asked if ground coverage versus the roof would be more effective
or even if it was an option.
Commissioner Kubiak asked if this was a normal amount of panels and coverage used.
Mr. Miller stated that this is actually below average.
Commissioner Kubiak continued to state that more information is needed to understand
what is being requested but believes overall the Commission is open minded but more
information is needed.
Chairman Hudson opened the public hearing.
Kathryn Hopper, 600 Blair Court came forward. Ms. Hopper is opposed to the panels
and expressed concern about the appearance of them, the amount and how it would
affect the neighborhood look. Would like more information about the panels and how
they would affect the grid overall.
Kimberly Deras, 712 Wentwood Drive came forward. Ms.Deras is opposed to the panels
for the same reasons as Ms. Hopper.
Chairman Hudson closed the public hearing.
Commissioner Smith suggested that the applicant get with the HOA for assistance.
Mr. Miller requested to table.
Motion to table ZA14 -097 to the October 9, 2014 Regular Planning and Zoning
Commission meeting.

PUBLIC HEARING
Richard Schell, Principal Planner, presented ZA14 -098.
Mr. Patel, 2123 Hogan Drive, Irving came forward. Mr. Patel stated that he would like to
bring this restaurant and building up to date and current with the City's standards.
Chairman Hudson questioned the stone facade on the east side and would like to see
more facing Southlake Boulevard.
Mr. Patel agreed.
Commissioner McCaskill asked about the dumpster and whether or not they plan to
match the building.
Mr. Patel stated it would be stucco with wood frame but would match the building.
Commissioner Smith asked about the fence.
Mr. Patel stated that the fence will be updated as well, but the fence has always been
on ongoing problem.
Chairman Hudson opened and closed the public hearing.
Motion to approve ZA14 -098 subject to Revised Site Plan Review Summary No. 2
and Staff Report dated September 18, 2014 and noting the applicant's agreement
to use natural stone and stucco across the entire south, east and west elevations
as presented in the renderings and the applicant's willingness to address the
dumpster issues and to provide renderings to City Council and the applicant's
willingness to address landscaping issues and the back fence and painting that
fence instead of stained.

Richard Schell, Principal Planner, presented ZA14 -106.
Commissioner Parrish asked about the bottom left door circled in red on the plans.
It was stated that it reflects a change in height of the door.
Matthew Crittenden with MSC Design located at 9651 Angleridge Rd, Dallas came
forward.
Commissioner Parrish asked about the thought process for increasing the number of
the columns.
Mr. Crittenden stated that it was scaled down due to the seating plan and layout.
Commissioner McCaskill stated that he liked the design.
Commissioner Parrish verified that the patio faces the fountain and amenities.
Mr. Crittenden explained the architecture and elevations.
Commissioner Kubiak asked about the timeframe.
Mr. Crittenden anticipates May 2015.
Chairman Hudson stated that he liked the design of the restaurant.
Commissioner Kubiak asked about Woodmont's timeframe for the remainder of the
development and what to expect in regards to more stores and restaurants.
Peter Jacobson with Woodmont located at 433 Colorado in Dallas came forward and
stated that Fresh Market should open in the Fall. Each phase will open in sections and
will continue until Spring 2015 with a full grand opening in March 2015. In regards to
leases; Luke's Locker, small shop leases, Ra Shushi is another.
Chairman Hudson opened and closed the public hearing.
Motion to approve ZA14 -106 subject to Site Plan Review Summary No. 1 and Staff
Report dated September 12, 2014, specifically approving each of the proposed changes
as presented.
