INTRODUCTION
Savant group Inc. (SGI) was retained to complete a traffic analysis study for the proposed
Harborchase of Southlake assisted living community. The proposed location for this site has
been moved from Southlake Boulevard, and is now north of Highland Street, east of the
intersection of Highland Street and the SH 114 westbound frontage road. The site map is shown
in Figure 1. The site plan is shown in Figure 2 as well as Appendix A.

The assisted living community is expected to have a total gross building area of 125,000 square
feet. The facility will contain 122 total dwelling units, including 92 assisted living units and 30
memory care units; the facility will contain 148 beds within these units. The site plan in Figure 2
includes a future extension of Kirkwood Boulevard to run along the east side of the site. Until
Kirkwood is extended, the site will be accessed only from Highland Street. Vehicles would be
able to access the site either coming eastbound on Highland Street from the SH 114 frontage
road, or westbound along Highland Street.

The analysis from this report will be used to evaluate the safety of the proposed driveway in
relation to the intersection of the SH 114 westbound frontage road and Highland Street. This
report is divided into the following sections:
❖ Data Collection: includes collecting classification tube counts and a site visit
❖ Southlake TIA Threshold Analysis: includes the trip generation study done to determine
if the development meets the City's threshold for a traffic impact study
❖ Sight Distance and Turning Radius Analysis: includes the analysis done to determine the
safety of vehicles entering and exiting the site in the existing and future roadway
conditions.
❖ Conclusions: summarizes the analysis done and makes appropriate recommendations
DATA COLLECTION
TRAFFIC COUNTS
A classification count was taken for a 24-hour weekday period along Highland Street at the
site's expected driveway location. The peak hour counts are shown in Table 1; the raw counts
can be found in Appendix B. The classification data only showed one single -unit truck during

the AM and PM peak hours; therefore truck traffic on this roadway is very low. As can be seen
by the data, the majority of the traffic is westbound toward the interstate.

SITE VISIT
A site visit was performed to collect information about the surrounding roadway network,
geometric and operational aspects at each study intersection, and to record sight distances
relative to the proposed site's driveway. During the site visit, a couple important observations
were made:
❖ Highland Street is somewhat difficult to see from the SH 114 westbound frontage road.
During the site visit, a vehicle was observed to pass the intersection, then stop and back
up on the frontage road to turn onto Highland Street.
❖ Vehicles can comfortably make the right turn onto E. Highland Street from SH 114
westbound frontage road at a maximum speed of 15 MPH.
SOUTHLAKE TIA THRESHOLD ANALYSIS
The City of Southlake's Driveway Ordinance No. 634 requires that a Traffic Impact Analysis be
submitted if the proposed development exceeds three criteria. These criteria are listed below
(underlined) with a description of how the proposed site meets/doesn't meet those criteria:
Criteria #1: The development exceeds parking 100 spaces average per driveway
The site plan specifies 84 parking spaces with one planned driveway at opening and 1 future
driveway. Therefore, Criteria #1 is not met.
Criteria #2: Any driveway in the development is projected to serve 1000 or more vehicles per
day
ITE's Trip Generation Manual, 9th Edition was used to determine the number of trips the site
would generate daily and during the AM and PM peak hours. The trip generation worksheet
used in this study is shown in Appendix C. Daily, the one driveway on the projected site is
expected to serve 370 vehicles; therefore, Criteria #2 is not met.

Criteria #3: Any driveway in the development is projected to serve 100 ingress vehicles or more
in the design hour
According to the same trip generation worksheet in Appendix C, the AM peak hour will serve 18
ingress vehicles, while the PM peak hour will serve 22 ingress vehicles. Therefore, Criteria #3 is
not met.
Since none of the criteria above are met, a full traffic impact study is not required for this
development.
SIGHT DISTANCE AND TURNING RADIUS ANALYSIS
Sight distance was analyzed at the proposed site driveway and compared with guidelines put
forth in A Policy on Geometric Design of Highways and Streets by AASHTO. For this study,
Stopping Sight Distance (SSD) and Decision Sight Distance (DSD) were used depending on the
characteristics of each approach to the site driveway. DSD gives enough time for vehicles to see
a stopped vehicle and make a decision if they will stop or change lanes. SSD is the distance a
vehicle needs to stop when they see a vehicle in front of them. Table 2 shows the required and
available sight distance for each approach.

The speed limit along Highland Street is 30 miles per hour. A speed of 15 miles per hour was
recorded while traveling through the right turn from SH 114 to Highland Street. As can be seen
from the table, there is adequate sight distance for drivers east of the site to see vehicles
making a westbound right turn into the site and for vehicles exiting the site onto Highland
Street to see vehicles heading westbound. However, drivers making an eastbound left turn into
the site may not be seen by a driver approaching the site access point from the SH 114 frontage
road. During the site visit, it was noted that the line of sight from the SH 114 frontage road to
the site driveway was partially blocked by trees.
There is a risk that vehicles turning right from SH 114 to Highland Street will not be able to react
in time to a vehicle waiting on the road to turn left into the site driveway; Figure 3 shows the
available versus required sight distances from the SH 114 frontage road to the site driveway. As
can be seen, there is adequate sight distance for the stopping sight distance; however the

decision site distance is a little short of the available sight distance. Based on this analysis, a
driver is expected to be able to stop in time if a vehicle is making a left turn into the proposed
site; however for safety it would be best for the driver to be more aware of the driveway
location. The best solution would be to clear or thin out the trees located in the triangle formed
by the site driveway, required DSD and required SSD pins shown in Figure 3 (shaded in grey).

When Kirkwood Boulevard is extended to Highland Street, there should be adequate sight
distance for drivers coming from Kirkwood or westbound on Highland Street to see vehicles
entering and exiting the site.
A turning analysis was performed for the movement from the SH 114 frontage road to Highland
Street. While a bus can make the turn and avoid a left turn lane into the site, the close
proximity of the proposed site driveway to the intersection would make it confusing for drivers
as to whether to enter the turn lane or the eastbound through lane. Since clearing trees
provides plenty of sight distance, a left turn lane is not recommended for queuing and stacking
of vehicles making a left turn into the site.
CONCLUSIONS
The proposed Harborchase of Southlake is expected to generate a total of 370 daily trips during
the workweek, including 27 AM peak hour trips and 43 PM peak hour trips. These trips would
enter/exit the site through a primary driveway located along Highland Street, just east of the SH

114 westbound frontage road. When Kirkwood Boulevard is extended, a secondary site access
point will also provide access to/from Kirkwood Boulevard.
The number of trips is too low to meet any of the criteria for needing to submit a full traffic
impact analysis to the City of Southlake; however, due to the site access point on Highland
Street in relation to the SH 114 frontage road, a safety study was needed for the driveway. It is
recommended that the trees blocking the decision sight distance as shown in Figure 3 be cut
down to ensure a safe right turn from the SH 114 frontage road to Highland Street. The existing
trees are located within public right-of-way and should be allowed to be removed without any
tree mitigation. Once traffic increases with the Kirkwood Boulevard/Highland Street
improvements and the second access point for the development is added onto Kirkwood
Boulevard, it is recommended that access to and from the site from Highland Street be
modified and restricted to right-in/right-out turning movements; this is due to the limited room
for a left -turn bay for vehicles turning left from Highland Street into the site driveway.
