Item 6HCITY OF SOUTHLAI<,-E Department of Planning & Development Services STAFF REPORT September 9, 2014 CASE NO: ZA14-101 PROJECT: Trader Joe's Landscape Plan Revisions EXECUTIVE SUMMARY: Cooper and Stebbins, L.P./SLTS Block 5, L.P. is requesting approval of a Site Plan for Trader Joe's to modify the approved Landscape Plan on property described as Lot 4, Block 5R, Southlake Town Square, an addition to the City of Southlake, Tarrant County, Texas; and located at 141 Grand Ave., Southlake, Texas. Current Zoning is "D7 Downtown District. SPIN Neighborhood #8. DETAILS: The applicant is requesting approval of a Site Plan for Trader Joe's to modify the approved Landscape Plan. A Site Plan was approved October 1, 2013 to allow construction of an approximately 13,800 square foot retail building in Town Square at the northwest corner of E. Southlake Blvd. and Central Ave. Separate approval of a Specific Use Permit for the parking garage was granted on the same date. Construction of the retail building and parking garage is nearing completion. The applicant has provided a detailed summary of the changes on page 1 of Attachment C. The purposes for the changes to the Landscape Plan are as follows: 1. To reduce screening of the east elevation to allow better visibility of the fagade (possible murals); 2. To allow additional landscaping on the south side of the building as a result of relocating the sidewalk; 3. To reduce vegetative screening on the east fagade of the parking deck due to material changes to the fagade parapet wall from stained concrete to brick and to allow more natural light into the ground floor parking area. Below is a summary of the specific proposed changes to the Landscape Plan. • Replace two Red Oaks east of the building with two Crape Myrtles (or optional Savannah hollies) to open up the view of the building and future art work • Provide a wider landscape buffer on the south side of the building • Replace Nellie R. The motions from the original Site Plan approval for Trader Joe's and the Specific Use Permit for the parking garage are included below for reference: Site Plan Motions (ZA13-083): Planning and Zoning Commission: September 19, 2013; Approved (6-0) subject to Site Plan Review Summary No. 2 and the staff report dated September 13, 2013, noting that any proposed mural will need a separate application. Case No. Attachment A ZA14-101 Page 1 City Council: October 1, 2013; Approved (7-0) subject to revised site plan review summary No. 2, dated September 25, 2013 with the following conditions: applicant will address the color and/or treatment of concrete stairwell located on the southeast corner; EIFS screening wall material along FM 1709 will be replaced with masonry stucco; landscaping plan will be as presented by the applicant noting that the applicant will be required to have Nellie R. Stevens at various intervals to break up the parapet wall along Central for the parking; columns in parking garage will be painted a complementary color; security cameras will be provided in the parking garage; applicant will consider alternative stair designs for the Central Avenue entrance located along south entrance of the property; applicant will restrict deliveries to the building between the hours of 9:00 p.m. and 9:00 a.m.; and to include all architectural renderings as presented by the applicant this evening. The Council motion for the associated Site Plan for Trader Joe's (ZA13-083) included the following language regarding the parking garage: 1) The Landscaping plan will be as presented by the applicant, noting that the applicant will be required to have Nellie R. Stevens at various intervals to break up the monotony of the screening hedge adjacent to the parapet wall along Central for the parking; 2) The columns in the parking garage will be painted a complementary color; 3) Security cameras will be provided in the parking garage; 4) Approval is subject to all architectural renderings as presented by the applicant this evening. Verbena accents the areas around the trees. In between the new tree wells, Rose Creek Abelia is proposed in lieu of Indian Hawthorn reducing height from 4' to between 2' and 3'. Live oaks replace the periodic Nellie R. Stevens. - The upgrades to the Garage parapet wall and landscaping materials are intended to introduce color and present a more pleasing streetscape. A side benefit is allowing additional light into the lower level of the garage. • On the east elevation, specimen Crepe Myrtles are proposed in lieu of red oaks to provide a nice contrast against the red brick and open up the building views. Grass is accented with beach pebbles with a background of Spirea (white and pink bloom). This accentuates the old market feel and complements the building design. These changes also provide a good framework for the public art we hope to incorporate here. • On the south side, the relocation of the FM 1709 sidewalk allows a deeper (+/-6') landscape zone along the building. Virginia creeper (clipped at cast stone line) and Santolina are included in this area with a bed of Wintercreeper. Development Details • Site Plan proposed for a one story specialty grocery store with approximately 13,000 SF of retail area with 3,000 SF lower level storage area with loading dock. Trader Joe's is a California —based specialty grocery store. • The plan includes a 70 parking space deck with access from Central Avenue with parking beneath the parking deck. • Architectural design will complement the existing architectural style of Town Square with the possibility of future mural art work on the exterior walls. There will be a parking deck for 70 cars on the upper level and parking below in the existing parking lot. • Will there be any additional buildings in the location of parking deck area and north? 1-1 Possibly, not likely for 20 plus years. • How will the delivery trucks back into the loading area The delivery trucks will come off Main Street and pull south and back into the delivery area. The fire lanes will be modified to accommodate the trucks and emergency vehicles. • Will there be on street parking on Central Avenue? No. The original design for the parking deck has been modified to accommodate the additional cars. The drive approach has been shifted north away from the East Southlake Blvd. intersection to help with stacking depth on southbound Case No. Attachment D ZA14-101 Page 2 Central Avenue. Additionally, the entry drive will be 3 lanes, one for entry and 2 exit lanes for right and left turns. • What is the timeline for the development Anticipated City approvals in October 2013, construction to begin in January 2014 and opening in October 2014. • Resident likes the Trader Joe's, the location in Town Square and the parking. • Resident likes murals and possibility of the Art Community getting involved in the murals.
