Item 6C13 CITY OF SOUTHLAKE Department of Planning & Development Services STAFF REPORT September 9, 2014 CASE NO: SV14-013 PROJECT: Sign Variance for Casual Living EXECUTIVE SUMMARY: Casual Living is requesting a variance to the Sign Ordinance No. 704-F requirements for number of attached business signs per street frontage located at 2801 E. Southlake Boulevard, Southlake, Texas that also exceed maximum allowed letter height. DETAILS: Sign Ordinance 704-F allows each lease or tenant space one attached sign per street front with a maximum of two signs per tenant/lease space. The applicant is proposing two (2) attached business signs on the north elevation. The two (2) signs proposed are thirty-six (36) inches in height; the ordinance allows a maximum letter height of thirty-two (32) inches. There is an existing monument sign (compliant at 8 feet in height) located approximately forty (40) feet from FM 1709. Southlake Boulevard HISTORY: The building has been previously occupied by a number of different tenants. The city records for signage prior to 2004 do not offer the specific information normally provided in this section of the staff report. The following signage history is what is available: • Snookie's Bar & Grill — sign variance for letter height late 2001 • Tweeter's — sign variance approving 36 inches for "T" in June 2002 • Yucatan Taco Stand — occupied building September 2009 (no sign variance) • Buffalo Cantina — occupied building February 2012 (no sign variance) STAFF COMMENTS: The sign criteria and application are attached to this report. This Building has a history of failure. I am attempting to have a viable, upper -end retail store here in spite of its history. The sign ordinance, as written, would make success much less likely, That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self-imposed. The building elevation is designed for use by two tenants, l am going to use it in its entirety, but it will not be aesthetically balanced with just one sign on the front face- 3- That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. This building has always had two signs on it. I am asking for the same amount of signage as it has had all along. The neighboring tenants are eager to have a going business there, rather than perpetual "For Lease" signs. 4. That the variance will be in harmony with the zpirit and purpose of the sign ordinance. The spirit of the sign ordinance is to be aesthetically pleasing. This building actually looks better with two signs. Putting only one sign up makes the other half look abandoned, and is out of proportion with the building as a whole. Case No. Attachment D SV14-013 Page 1
