Frank Bliss, Town Square Management, 1256 Main Street, gave a separate presentation showing the changes that are being requested. Commissioner Springer asked about the art work proposed. Frank Bliss explained the architecture of the art work and the installation. Commissioner Kubiak commented on the lighting and the look of the building and is pleased with the outcome. Also, Commissioner Kubiak asked about an opening timeframe. Mr. Bliss stated that the first of the year seems to be the timeframe. Commissioner Springer questioned the landscaping. Mr. Bliss explained the landscaping choices around Trader Joe's. Chairman Hudson opened and closed the public hearing. Motion to approve ZA14 -101, subject to Staff Report dated August 29, 2014. John Gaugler with Hart, Gaugler & Associates, 12801 N Central Expressway came forward with a separate presentation. Chairman Hudson asked about timeframe. Brad Henderson, Gateway Church, 500 S Nolen came forward. Mr. Henderson stated that they are hoping to break ground in 2016. Commissioner Kubiak asked about policy with the adjoining Middle School. Mr. Henderson stated that Gateway has a joint parking agreement with CISD that is beneficial for both parties. Commissioner Springer asked about the foundation schedule. Mr. Gaugler stated that the timeframe is based on the geo tech report for future foundations. Chairman Hudson opened and closed the public hearing. Planning and Zoning Commission Meeting Minutes — September 4, 2014 Page 3 of 8 PUBLIC HEARING Daniel Cortez, Principal Planner, presented Items 5 and 6, ZA14 -084 and ZA14 -086 together. Tom Dwyer with Silverstone Healthcare and Javier Jaramillo with Pacheco Koch came forward and gave a separate presentation. Commissioner Springer asked about the rear portion of the property and how it will be used. Mr. Dwyer stated that the area would remain open for resident use with some trails. Chairman Hudson asked about the timeframe and phasing. Mr. Dwyer stated that they are hoping to break ground first quarter of next year and in regards to phasing, it is considered to be one project so there will be no phasing. Chairman Hudson asked about deliveries. Mr. Dwyer stated that there will be limited deliveries but no big trucks. Commissioner Kubiak asked about the entrance on Highland Street and if it could be a right in /right out entrance /exit. Mr. Dwyer agreed to the entrance request. Commissioner Kubiak asked about the height and stories of the structure and if it was typical for it to be three and /or four stories. Mr. Dwyer stated yes. It depends on the area and the municipality. Commissioner Kubiak asked about market saturation and occupancy of this facility. Mr. Dwyer explained the marketing for this use and the development to assist in keeping the development occupied. Commissioner Kubiak asked about resident age. Mr. Dwyer stated the statistics regarding occupancy and average age of the residence. Chairman Hudson opened and closed the public hearing. PUBLIC HEARING Daniel Cortez, Principal Planner, presented Items 7 and 8, ZA14 -102 and ZA14 -085 together. Jeff Kennemer and Heith Johnson with Hines, 2200 Ross Avenue came forward with a separate presentation. Commissioner Springer asked about the carports and possibly a parking garage instead. Mr. Kennemer stated that the cost would increase the rates and Hines would not be able to be competitive for office space. Commissioner Kubiak asked about future development in regards to more office space or possible retail. Mr. Kennemer stated that it would be based on the demand. Mr. Kennemer continued to state that the demand will most likely move towards entertainment and restaurants along with a hotel. Commissioner Kubiak asked about what tenants are to be expected and how it relates to the parking needs and structures. Mr. Johnson stated that the type of tenants they see coming in is more family type ownerships, small retail and small corporations. No call centers. Commissioner Kubiak expressed concern about the carports. Chairman Hudson is not concerned about the carports, but expressed concern over the fagade. Mr. Kennemer addressed the concerns of the Commission. Commissioner Smith shared Chairman Hudson's concerns. Mr. Johnson stated that the concerns or requests are cost prohibited and would not allow Carillon to be competitive in the market. Commissioner Parrish expressed his concern about the carports and would prefer a parking garage. Does not like the shape of the building along with the elevations and facade. Commissioner Parrish continued to express concern about an additional hotel and would like the ability to weigh in on the site plan. The Commission asked Staff to address the zoning and explain the process regarding the hotels. Dennis Killough explained the process and the zoning for Carillon. The Commission gave the applicant suggestions regarding more stone, Tess box style, better landscaping, parking, etc. The Commission also advised the applicant to their Planning and Zoning Commission Meeting Minutes — September 4, 2014 Page 6 of 8 options and what the Commission and City Council are looking for especially along SH 114. Commissioner Smith asked Staff about amending the ordinance in regards to an additional hotel. Dennis Killough explained the process and what will need to be done. Commissioner Kubiak asked about occupancy and demand. Mr. Johnson explained marketing and demand of the product. Commissioner Kubiak asked about the windows and glass. Mr. Johnson stated that the design fits with Carillon. Chairman Hudson opened and closed the public hearing.
