RESOLUTION NO. 14-035 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A SOLAR ENERGY SYSTEM ON NON- RESIDENTIAL PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 800 N. WHITE CHAPEL BOULEVARD, BEING DESCRIBED AS LOT 1, BLOCK 1, OF THE CARROLL ISD # 2 ADDITION AS DEPICTED ON THE APPROVED SITE EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a Specific Use Permit for a Solar Energy System on non - residential property has been requested by a person or corporation having a proprietary interest in the property zoned as "NR -PUD" Residential Planned Unit Development District; and, WHEREAS, in accordance with the requirements of Section 45.1 (45) and 45.17 of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite notices by publication and otherwise, and have afforded the persons interested and situated in the affected area and in the vicinity thereof; and, WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. A Specific Use Permit is hereby granted for a Solar Energy System on non- residential property on property located at 800 N. White Chapel Boulevard, being described as Lot 1, Block 1, of the Carroll ISD # 2 Addition as depicted on the approved Site Exhibit attached hereto and incorporated herein as Exhibit "A" and providing an effective date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. This system is comprised of 1,956 solar modules that are mounted on the roof at a 5 degree tilt to the south. The PV modules will be affixed to a low profile galvanized steel racking system that will be ballasted to the roof and adding no more than 6 lbs/SF dead load to the roof. This system will be rated for 90 mph. wind speed and exposure category B. Please see below for more details on the specified products System Energy Performance The overall benefit to Carroll ISD is that the system will generate onsite electricity using the sun's renewable resource. Annual energy generated by this system is modeled to be around 695,000 kWh or approximately 30% of the school's historic energy consumption. This is energy that can be consumed directly by Carroll High School and not purchased from the grid. Over the 25 year lifespan of this system, a total of 16,448,932 kWh or 16,448 MWh will be generated by this system at an average cost of 4.2 cents per kWh Solar PV Modules OIMINVON %OF W MODULI Axium Solar is proposing Trina Solar poly crystalline solar panels for __ ____. ____ this project. Trina Solar is a tier I manufacturer of solar panels and is a solid choice because of their competitive price point, quality, — i - -1 bankability and ability to deliver in the time frame required for this project. Axium Solar has used this brand of solar panels on other — projects and based on past history, believes them to be a quality and affordable choice. These modules are UL and CEC listed and - ,i offer an industry standard 25 year linear production warranty guaranteeing that the modules will not lose more than 20 percent of their nameplate STC power rating through year 25. The ;I workmanship and quality of these modules is warrantied for 10 I' _ years. They are roughly the size of a tankless water heater and weigh around 120 Ibs each. — These inverters contain cutting edge technology including transformerless construction for high efficiency, integrated Arc Fault Circuit Interrupt, dual maximum power point tracking channels and either 600V or 1000V DC system configuration. These inverters offer design flexibility, ease of mounting and are competitively priced to help maximize the levelized cost of energy for all kWh produced by the solar PV system. Please consult the equipment layout drawings included with this proposal for suggested location and mounting of these inverters, Racking Panel Claw's low profile Polar Bear racking has been Axium Solar's choice on numerous flat roof applications. Most recently, Axium Solar has installed over 2MW of this racking for Cinemark Theatres, Cisco Systems and United Foods. Panel Claw is easy to install, allows us to achieve lower overall dead loads, around 5 to 6 Ibs per SF. Additionally, it comes with an integrated roof protection pad that some roof membrane manufactures approve as an acceptable barrier without requiring an additional sacrificial layer. This product, designed for 5 degree tilt, was selected because of its low profile nature. At it's highest point, this racking system is only 9 1/4" tall. Please see below for more detail. f Wind Deflector Claw Support 111 19 V4" Tall ri-D7 Monitoring Axium Solar is providing a web based monitoring system that will allow Carroll ISD the ability to track and verify system performance. This system is pulls data from the individual inverters and sends it to the web for viewing on any standard web browser. This portal allows the user to run reports and analytics, set system alarms, graph production trends and translate kWh generated into environmental and economic equivalencies. DECK monitoring is Axium Solar's preferred partner for this technology. This system includes the installation of revenue grade meters and a data acquisition server to read power output from the system as well as pull individual inverter data. The user interface is graphically pleasing and provides both a public portal, that can be displayed on any standard web browser, as well as a robust administrator interface where the user can set preferences, run complex analytics and set up system alarms to help monitor system performance. The figure below is a sample of what the web browser interface looks like through the public portal.
