Item 9B13 CITY OF SOUTHLAKE Department of Planning & Development Services STAFF REPORT August 27, 2014 CASE NO: SV14-012 PROJECT: Sign Variance for Complete Care Southlake EXECUTIVE SUMMARY: On behalf of Complete Care Southlake, Priority Signs is requesting a variance to the Sign Ordinance No. 704-F requirements for number of signs per street frontage and maximum number of total attached business signs per tenant located at 321 W. Southlake Boulevard, Southlake, Texas. DETAILS: Complete Care Southlake is proposing three (3) attached signs. The "Emergency" sign attached to the newly built porte-cochere on the north elevation facing Southlake Boulevard is compliant as proposed. However, on the same elevation on the fagade to the west is an additional proposed attached sign which requires the variances referenced below be approved by City Council. The applicant also proposes an attached sign on the west elevation, facing the internal drive and parking lot. Sign Ordinance 704-F allows each lease or tenant space one attached sign per street front with a maximum of two signs per tenant/lease space. The proposed attached sign on the west elevation is compliant. The Medical Villas at Tuscan Creek also has an approved master sign plan (MSP10-004) in place. The signs as proposed either comply or are not addressed in the master sign plan. The master sign plan regulations are included in a separate table for reference. As a result, the variances requested are to permit the installation of the second sign for "Complete Care." The specific variances requested are as follows: Sign Regulation Sign Ordinance 704-F Requested Number of attached signs per 1 2 street front (north elevation) Total number of attached signs per lease or tenant space (north and 2 3 west elevations) Case No. SV14-012 Comparison chart depicting sizes of all signage in relation to the governing ordinances Sign Regulation Master Sign Sign Ordinance proposed Variance Plan 704-F Maximum letter height for an attached sign less than or equal to Not 18 inches 16 inches NO 100 feet from FM 1709 addressed — EMERGENCY SIGN ONLY Maximum logo height for an attached sign less than or equal to Not 22.5 inches 20 inches NO 100 feet from FM addressed 1709— EMERGENCY SIGN ONLY Maximum letter height for an attached sign less than or equal to Not 18 inches 18 inches NO 100 feet from FM 1709 addressed — COMPLETE CARE SIGN ONLY Maximum logo height for an attached sign less than or equal to Not 22.5 inches 22.5 inches NO 100 feet from FM addressed 1709— COMPLETE CARE SIGN ONLY Maximum letter height for an attached sign facing internal 18 inches 14 inches 18 inches NO driveways/parking aisles Maximum logo height for an attached sign Not 125% of allowed facing internal addressed max letter height 22.5 inches NO driveways/parking aisles ACTION NEEDED: Consider approval of sign variance request ATTACHMENTS: (A) Background Information —LINK TO PRESENTATION (B) Vicinity Map (C) Proposed Signs (D) Sign Variance Application STAFF CONTACT: Lorrie Fletcher (748-8069) Dennis Killough (748-8072) Case No. SV14-012 BACKGROUND INFORMATION APPLICANT: Priority Signs on behalf of Complete Care Southlake PROPERTY SITUATION: The property is located at 321 W. There is a significant need to have two separate signs on the front of the building since one of them is to identify the "Emergency'' entrance and the other one is needed to identify the business name and that it is open 24 hrs. The size of the side building sign is in line with the Master Sign Plan for the location allowing up to 18" tall letters. Without the additional sign, Complete Care Southlake would not be able to have both the "Emergency" Entrance and the name of their business on the front of the building. 2. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed. The situation is the result of the necessity to clearly identify both the emergency entrance and the name of the business on the front of the building. This is unique to this business since most businesses do not need a separate emergency room entrance. 3. That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. The variance is in line with adjacent properties since all the signs are within either the city sign ordinance and/or the master sign plan for the Medical Villas at Tuscan Creek. The variance is required simply to allow Complete Care SL to have and additional sign on the front of their building with their name on it. 4. That the variance will be in harmony with the spirit and purpose of the sign ordinance. Case No. SV14-012 The spirit and purpose of the sign ordinance is in harmony with this variance. We stayed within the guidelines except for the need to have an additional sign. Without this variance the company would not be able to have their name on the front of their building and customers would be confused if they were going to the correct location. Attachment D Page 1
