Item 6HCITY OF SOUTHLAI<,-E Department of Planning & Development Services STAFF REPORT August 27, 2014 CASE NO: ZA14-091 PROJECT: Site Plan for Columbia Sportswear EXECUTIVE SUMMARY: Columbia Sportswear is requesting approval of a Site Plan to modify an existing exterior storefront on property described as Lot 4, Block 1 R, Town Square Addition, Phase I, an addition to the City of Southlake, Tarrant County, Texas, and located at 1235 Main St., Southlake, Texas. Current zoning: "D7 Downtown District. SPIN Neighborhood # 8. REQUEST DETAILS: Columbia Sportswear is requesting approval of a Site Plan in Southlake Town Square to modify the exterior elevations of the former First National Bank space. The Planning and Zoning Commission recommended that the applicant present an alternative option prior to going before City Council to address concerns and suggestions that included the following: • Include a knee wall below the storefront • Keep the window on the east side of the building • Blend traditional and contemporary fagade elements The applicant has provided an "Option B" alternative in the packet that includes a knee wall on the storefront and a mural on the east side of the building where the window currently exists. The City Council can conceptually consider the mural, but a separate sign variance application will need to be processed and considered by City Council. Signs are not being considered as part of this application. Any signage shown on the Site Plan must adhere to the Town Square Master Plan or receive a variance by City Council before a permit is issued for installation. SOUTHLAKE 2030 Case No. ZA14-091 - A Development Plan was approved by City Council on August 19, 1997 for Southlake Town Square Phase I which included this property under Planning Case ZA97-099. - A Site Plan was approved by City Council on August 19, 1997 for Southlake Town Square Phase I which included this property under Planning Case ZA97-100. - A Final Plat for Southlake Town Square Addition Phase I was approved December 18, 1997 and filed March 19, 1999. - A Plat Revision (ZA01-084) for Blocks 1 R, 2R1, 3R1, 4R and 5R, Southlake Town Square Addition Phase 1 was approved August 7, 2001 and filed August 20, 2001. - A Zoning Change and Concept Plan (ZA02-104) was approved by City Council on March 4, 2003 for the creation of the "D7 Downtown District (Ordinance No. 480-410). Consolidated Future Land Use Plan The Southlake 2030 Consolidated Future Land Use Plan designates the subject property as Town Center. The Future Land Use Plan defines Town Center as intended to enhance and promote the development of the community's downtown. The goal is to create an attractive, pedestrian - 0 .- Attachment A Page 1 oriented environment that becomes the center of community life in Southlake. It may include compatibly designed retail, office, cultural, civic, recreational, hotel and residential uses. All uses shall be developed with a great attention to design detail and will be integrated into one cohesive district or into distinct sub -districts, each with its own unique characteristics. A mix of different uses is encouraged to create a vibrant, lively, and unique environment. PLANNING AND ZONING COMMISSION ACTION: August 21, 2014; Approved (5-1) subject to the staff report dated August 14, 2014 and noting the applicant's willingness to present an option B prior to going before City Council, which may address some of the concerns or suggestions that have been raised by us this evening, particularly noting perhaps a knee wall or things of that nature. STAFF COMMENTS: Due to the limited scope of the applicants request no staff review summary has been provided. The City has adopted Downtown District design guidelines that should be considered when reviewing elevation changes such as the one being proposed and are as follows: Storefronts Retailers located at the street level primarily use storefronts to orient and advertise merchandise to customers. • Retail buildings shall provide street -level pedestrian -oriented uses at the ground floor level. • Storefronts on facade treatments that span multiple tenants shall use architecturally compatible materials, colors, details, awnings, signage, and lighting fixtures. Entrances The design and location of building entrances in the Downtown district are important to help define the pedestrian environment and create retail -friendly environments. • Entrances shall be easily identifiable as primary points of access to buildings. • Building entrances may be defined and articulated by architectural elements such as lintels, pediments, pilasters, columns, porticos, porches, overhangs, railings, balustrades, and others as appropriate. All building elements should be compatible with the architectural style, materials, colors, and details of the building as a whole. • Entrances to upper level uses may be defined and integrated into the design of the overall building facade. Building Materials Exterior finish building materials shall consist of: • Masonry, which is defined as brick, cast stone, glass fiber reinforced concrete, glass fiber reinforced gypsum, and split face concrete masonry units • Stucco, including synthetic stucco (exterior insulation finishing system - EF/S) • Glazed ceramic and porcelain tile Case No. Attachment A ZA14-091 Page 2 • Fiber reinforced plastic (with the exception of plastic or vinyl siding) - used for exterior building components, including but not limited to: cornice and entablature elements, decorative columns and pilasters, storefront trim, railings, and balustrades, spandrel panels, and similar elements. • Painted steel and aluminum, cast iron, bronze, brass, copper (including terne coated) • Roofing materials (visible from any public right-of-way): copper, factory finished painted metal, slate, synthetic slate, terra cotta, cement tile, glass fiber shingles. • Materials other than those listed above may be used for architectural trim and accent applications including, but not limited to, cornices and decorative brackets, frieze panels, decorative lintels, shutters, and porch or balcony railings.
