Item 4FCITY OF SOUTHLAKE MEMORANDUM August 28, 2014 To: Shana Yelverton, City Manager From: Chris Tribble, Director of Community Services 4F-1 Subject: Approve Guaranteed Maximum Price in the amount of $12,255,403 with Adolfson & Peterson Construction for Construction Manager at -Risk Services for Community Recreation Center. Action Requested: Approve the Guaranteed Maximum Price (GMP) amendment to the Construction Manager at -Risk agreement with Adolfson & Peterson (A&P) in the amount of $12,255,403 for construction of the Community Recreation Center. Background Information: Based on recommendations from the RFQ review committee, and a proven track record of a previous successful project within Southlake, as well as many other similar successful projects across the nation, the City Council awarded (6-0) a contract on December 19, 2013, for Construction Manager at -Risk (CMAR) services to Adolfson & Peterson Construction for the Community Recreation Center Project with the Guaranteed Maximum Price (GMP) amendment to be considered by City Council once actual construction costs are determined. Construction costs have been determined and the next step is consideration of the GMP at this time. This item has been placed on your agenda for City Council approval of the Guaranteed Maximum Price Amendment with Adolfson & Peterson Construction in the amount of $12,255,403 for Construction Manager at -Risk Services for Phase 1 of the Community Recreation Center project. Construction will include an events hall, multipurpose conference & meeting spaces, a club lounge, catering kitchen, senior center, an outdoor amphitheater and events space. Construction on the first phase is anticipated to begin City of Southlake Values. Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Shana Yelverton, City Manager Meeting Date — September 2, 2014 Page 2 of 4 4F -2 in September 2014 with a ground breaking planned for September 27cn Financial Consideration: On August 6, 2013, with the hiring of Barker Rinker Seacat Architecture to design the project, the Council established an overall project cost estimate of $46,500,000, and directed staff to design and build the project in two phases. On June 3, 2014 the Council approved the Site Plan for Phase 1 of the Community Recreation Center. As part of the approval, the Council directed staff to bring back an option to include additional exterior restrooms within Phase 1. On August 5, 2014, during the City Council's Work Session, staff presented a plan for the additional exterior restrooms, along with the associated cost of $400,000. At the direction of the City Council, the additional exterior restrooms are included in the current Phase 1 scope. With the approval of this item, the City Council is also revising the overall project cost estimate from $46,500,000 to $46,900,000 to accommodate the additional scope of the exterior restrooms. The CRC Phase 1 project is anticipated to be completed within this cost estimate. The approved project funding and anticipated costs are as follows. Citizen Input/ Board Review: The City Council approved the agreement with Adolfson & Peterson Construction for Construction Manager at -Risk services for the Community Recreation Center on December 19, 2013.
