1. CALL TO ORDER
The Work Session was called to order by Mayor Terrell at 5:34 p.m.
2. INVOCATION
Mr. Jeff Gary gave the invocation. Mayor Terrell led the pledge of allegiance to the
United States and Texas Flags.
3. LOCAL BUSINESS REPORT
Director of Economic Development Shannon Hamons introduced Jim Ballard with
Nekter Juice Bar. Mr. Ballard provided a description of the services provided, hours of
operation, and location of business.

4. LOCAL FISCAL YEAR 2015 PROPOSED BUDGET — STRATEGIC
INVESTMENTS AND CAPITAL IMPROVEMENTS PROGRAM
City Manager Shana Yelverton, Assistant City Manager Ben Thatcher, and Assistant
City Manager Alison Ortowski provided information on the Fiscal Year 2015 proposed
budget and aligning the proposed budget with the City's Strategic Management System
to Council.
5. DISCUSS ALL ITEMS ON TONIGHT'S MEETING AGENDA. NO ACTION WILL
BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE

The Regular Session of the City Council was called to order by Mayor Terrell at 6.22
p.m.
2A. EXECUTIVE SESSION
Mayor Terrell announced that City Council would be going into Executive Session
pursuant to the Texas Government Code, Section 551.071, consultation with city
attorney and Section 551.072, deliberation regarding real property. City Council
adjourned for Executive Session at 6.22 p.m. Executive Session began at 6.42 p.m.
and concluded at 7.35 p.m.
2B. RECONVENE
Mayor Terrell reconvened the meeting at 7.44 p.m. Mayor Terrell asked if any action
was necessary from Executive Session. There was no action necessary as a result of
Executive Session.

3A1. PROCLAMATION — PROCLAMATION TO CARROLL ISD SOCIAL STUDIES
TEAM UIL CHAMPIONS
Mayor Terrell recognized and presented a proclamation to Social Studies teacher John
Irish and students Jarod Chaney, Kelsey Taeckens, Kelly Danner, Alexis Bowen, and
Bronwyn Sutherland for winning back-to-back State championships.

3131. INSURANCE SERVICES OFFICE (ISO) ACHIEVEMENT RECOGNITION
City Manager Shana Yelverton recognized Fire Chief Mike Starr who introduced Phillip
Bradley with Insurance Services Office (ISO). Mr. Bradley made a presentation to
Mayor Terrell in recognition of Southlake's recent ISO Class One achievement. Jesse
Williams with the State Fire Marshal's Office also congratulated the City and presented
an Award of Achievement to Mayor Terrell. Members of the Fire Services Department
were also present to participate in the recognition.

Mayor Terrell opened the public forum.
Carolyn Torolopoulos, 2125 Canyon Park Drive, Southlake, Texas addressed a
situation that occurred between a minor child and a School Resource Officer and
discussed her concerns with how the situation was handled.

four -inch caliper canopy trees where noted along Southlake Boulevard; allowing no
carports or covered parking on the property and requiring the applicant to come back to
Council to make such a request; subject to first reading motion and previous conditions;
