PROJECT: Sign Variance for Complete Care Southlake
EXECUTIVE
SUMMARY: On behalf of Complete Care Southlake, Priority Signs is requesting a variance to
the Sign Ordinance No. 704-F requirements for number of signs per street
frontage and maximum number of total attached business signs per tenant located
at 321 W. Southlake Boulevard, Southlake, Texas.
DETAILS: Complete Care Southlake is proposing three (3) attached signs. The "Emergency"
sign attached to the newly built porte-cochere on the north elevation facing
Southlake Boulevard is compliant as proposed. However, on the same elevation
on the fagade to the west is an additional attached sign. The applicant also
proposes an attached sign on the west elevation, facing the internal drive and
parking lot. Sign Ordinance 704-F allows each lease or tenant space one attached
sign per street front with a maximum of two signs per tenant/lease space. The
Medical Villas at Tuscan Creek also has an approved master sign plan (MSP10-
004) in place. The signs as proposed either comply or are not addressed in the
master sign plan. The master sign plan regulations are included in a separate table
for reference.

BACKGROUND INFORMATION
APPLICANT: Priority Signs on behalf of Complete Care Southlake
PROPERTY SITUATION: The property is located at 321 W. Southlake Boulevard, Suite 140-E
HISTORY: The Site Plan for Medical Villas at Taylor's Creek was approved by City
Council October 16, 2007. (ZA07-056)
On July 6, 2010, City Council approved a Master Sign Plan for The Medical
Villas at Tuscan Creek which primarily dealt with the height of the
monument sign. It also allows for a maximum letter height of 18 inches for
all internal driveway signage. (MSP10-004)
On August 20, 2013, City Council approved a Zoning Change and Site
Plan for Complete Emergency Care Medical Villas at Tuscan Creek;
reaffirming the S-P-1 use identified in the application is limited to the
subject 5,000 square feet that the applicant will be purchasing and subject
to site plan review summary No. 3, dated July 29, 2013. (ZA13-066)
STAFF COMMENTS: The sign criteria and application are attached to this report. Staff will be
prepared to discuss the state regulations regarding emergency room
signage at the City Council meeting.

Sign Variance Application
Demonstration
Please demonstrate that the followina conditions are applicable to the reauested sign variance:
That a literal enforcement of the sign regulation will create an unnecessary hardship or practical
difficulty on the applicant.
There is a significant need to have two separate signs on the front of the building since one of them is to
identify the "Emergency" entrance and the other one is needed to identify the business name and
that it is open 24 hrs. The size of the side building sign is in line with the Master Sign Plan for the location
allowing up to 18" tall letters. Without the additional sign, Complete Care Southlake would not be able
to have both the "Emergency" Entrance and the name of their business on the front of the building.
That the situation causing the unnecessary hardship or practical difficulty is unique to the affected
property and is not self imposed.
The situation is the result of the necessity to clearly identify both the emergency
entrance and the name of the business on the front of the building. This is
unique to this business since most businesses do not need a separate
emergency room entrance.
That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
The variance is in line with adjacent properties since all the signs are within either the
city sign ordinance and/or the master sign plan for the Medical Villas at Tuscan Creek.
The variance is required simply to allow Complete Care SL to have and additional sign
on the front of their building with their name on it.
4. That the variance will be in harmony with the spirit and purpose of the sign ordinance.

The spirit and purpose of the sign ordinance is in harmony with this variance. We
stayed within the guidelines except for the need to have an additional sign. Without
this variance the company would not be able to have their name on the front of their
building and customers would be confused if they were going to the correct location.
