Item 4CCITY OF SOUTHLAKE 4C-1 MEMORANDUM August 13, 2014 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services SUBJECT: Approve Southlake Parks Development Corporation matching funds request from Southlake Baseball Association for batting cages for the 60/90 Field at Bicentennial Park Action Requested: City Council approval of the Southlake Parks Development Corporation (SPDC) Matching Funds request from the Southlake Baseball Association (SBA) to contribute to the construction and installation cost of two batting cages for the 60/90 Field in Bicentennial Park. Background Information: The Department of Community Services recently received a request from SBA for a 100% match of a proposed $39,000 cash contribution toward the construction cost of right and left field batting cages for the 60/90 field in Bicentennial Park. Originally proposed for the field is a pitching warm up area; however, SBA would like to upgrade the pitching area to dual use batting cages/pitching warm up structures and has offered to share the cost of that improvement. The total construction cost for the two batting cages is estimated to be approximately $78,000. The construction of a 60/90 Field is included in the Bicentennial Park Master Plan adopted by the City Council on September 18, 2012, and within the 2030 Parks, Recreation & Open Space/Community Facilities Master Plan adopted by the City Council on March 19, 2013. The field is being constructed as part of Phase II of the Bicentennial Park redevelopment. Staff has reviewed the project and concluded the request meets the evaluation provisions provided above. The Parks and Recreation Board and SPDC recommended approval, (6-0-1) and (5-0) respectively, of the matching funds request at their joint August 12, 2014 meeting. If the SPDC Matching Funds request from SBA to contribute to the construction cost of the batting cages for the 60/90 Field at Bicentennial Park in the amount of $39,000 is granted, an unencumbered balance of approximately $291,119 will remain in the Matching Funds budget. Recent requests approved for SPDC matching funds are: • Miracle League of Southlake for $1,662 toward construction cost for the Texas Rangers Miracle League Field at Bicentennial Park (May 2014) • 2012/13 Leadership Southlake Class for up to $25,000 for signage at BJNCP (April 2013) • Miracle League of Southlake for $10,250 toward construction cost for the Texas Rangers Miracle League Field at Bicentennial Park (April 2013) • Miracle League of Southlake for $50,000 toward construction cost for the Texas Rangers Miracle League Field at Bicentennial Park (September 2012) Approval of the matching funds request will assist with offsetting the capital construction costs of the batting cages for the 60/90 Field. Additionally, construction of the batting cages during the current construction will avoid additional cost to the City should the batting cages be added at a future date.
